Fayyad: No chance for peace in
2008 Reuters/Y-Net/Jerusalem Post - Palestinian prime minister says
prospects of signing accords during President Bush`s remaining time in office
bleak, cites Israeli failure to remove settlements as reason for setback in
peace talks. A senior Ramallah official said that the Israeli team led by
Foreign Minister Tzipi Livni lacks the authority to take decisive steps which
would lead to formulating a draft final status agreement, and "was not

Major IDF operation in Gaza back on
the agenda Amos Harel & Avi Issacharoff - Haaretz - Why would
the breach in the wall expedite an Israeli operation? Because the absence of
stability contributes to escalation and the loss of control. The action has
bolstered the confidence of Hamas` military wing. This operational success may

Israel may target Hamas
heads Herb Keinon & Yaakov Katz - Jerusalem Post - According to
the officials, Israel has in recent weeks gradually stepped up its response to
the Kassams, first targeting only those involved in firing rockets, (...) then
going after symbols of Hamas power in Gaza, such as the strike on a Hamas police
installation in Khan Yunis on Thursday that killed seven people [if they would

Hamas members more highly skilled,
better equipped than before Hanan Greenberg - Y-Net - "We can see
Hamas` progress every time they come into contact with IDF soldiers in the
Strip," the defense official said. "We can see that they are more highly skilled
people who are better equipped than before and they operate like an army."

Electricity Shortages in the Gaza
Strip: Situation Report OCHA - U.N. - Already before the new
punitive electricity cuts started this week at the order of Minister of Defence
Ehud Barak, the majority of Gazan households had power cuts of at least eight
hours per day, some having no electricity for as long as 12 hours a day. This is
the situation since in June 2006, following the capture of an Israeli combat
soldier by Palestinian militants, Israeli aircraft destroyed the six

Silwan residents protest settler
excavations under homes Dozens of residents of Silwan protested the
ongoing Israeli excavations, which damage their homes and streets. Excavations
are conducted by the particularly agressive El`ad settler association, seeking
to "uncover Jerusalem`s Jewish past" and all to happy with the damage caused to
its Arab present. "Rabbis for Human Rights" published a call to support the

protests: large demo in Al-Khadr, live bullets in Bil`in ISM -
About 500 Palestinian demonstrators, joined by a handful of Israeli and
international supporters, marched towards the construction site of Israel’s
separation wall in the village of Al-Khadr on Friday, in what organizers say is

Blair `shocked` by Dichter fears of
arrest in U.K. Barak Ravid - Haaretz - Tony Blair, the Quartet`s
envoy to the Middle East, expressed surprise on Friday when Public Security
Minister Avi Dichter told him he feared he would be arrested should he travel to
the U.K. Dichter canceled a trip to Britain in December over concerns he would
be arrested due to his involvement in the decision to assassinate the head of
Hamas` military wing in July 2002, which resulted in the killing of fifteen
