citing what they call "alarming" intelligence about a possible Qaeda
strike inside the United States this fall, are reviewing a proposal that
could allow for the postponement of the November presidential election
in the event of such an attack, NEWSWEEK has learned.
The prospect that Al Qaeda might seek to disrupt the U.S. election was a major factor behind last week's terror warning by Homeland Security Secretary Tom Ridge. Ridge and other counterterrorism officials concede they have no intel about any specific plots. But the success of March's Madrid railway bombings in influencing the Spanish elections??”as well as intercepted "chatter" among Qaeda operatives??”has led analysts to conclude "they want to interfere with the elections," says one official. As a result, sources tell NEWSWEEK, Ridge's department last week asked the Justice Department's Office of Legal Counsel to analyze what legal steps would be needed to permit the postponement of the election were an attack to take place. Justice was specifically asked to review a recent letter to Ridge from DeForest B. Soaries Jr., chairman of the newly created U.S. Election Assistance Commission. Soaries noted that, while a primary election in New York on September 11, 2001, was quickly suspended by that state's Board of Elections after the attacks that morning, "the federal government has no agency that has the statutory authority to cancel and reschedule a federal election." Soaries, a Bush appointee who two years ago was an unsuccessful GOP candidate for Congress, wants Ridge to seek emergency legislation from Congress empowering his agency to make such a call. Homeland officials say that as drastic as such proposals sound, they are taking them seriously??”along with other possible contingency plans in the event of an election-eve or Election Day attack. "We are reviewing the issue to determine what steps need to be taken to secure the election," says Brian Roehrkasse, a Homeland spokesman. Professor Exposes the Aliens Among Us In the world of academia, Northern Kentucky University philosophy professor Dr. Robert Trundle realizes his beliefs are not exactly widely embraced. "Shunned" is the word he sometimes uses. The title of his forthcoming book is, in part at least, in response to what he calls "the cowardice and vanity of a sizeable percentage of American professors." Scheduled for release early next year, it's called "Is ET Here? No Politically, but Yes Scientifically and Theologically" (EcceNova Editions, Victoria, British Columbia). Dr. Trundle, 60, occupies an almost monastic office on the second floor of NKU's Landrum Hall. It's a room about 10 by 10, and every available square foot is piled high with texts of one sort or another. I was careful not to touch off an avalanche when I sat among the stacks the other day and asked him to boil his book down to its basics. So what does he mean by that title? Do beings from places other than this planet walk among us? "Yes, I believe contact was made 50 years ago -- and I believe beings from other planets are here now, mainly to study us," Dr. Trundle said. "Does ET exist from a political perspective? No, because the government is afraid of the culture shock and public panic. For the government to acknowledge the existence of extraterrestrials here would be to admit it can't protect us from them. "Scientifically, I argue that thousands of well-regarded witness accounts cannot simply be dismissed. I'm talking about pilots who have come forward even though it's meant they've had to undergo psychiatric exams as a direct result." At the very least, he said, we can't use current science as the standard for excluding the possibility of a more advanced science: "For example, science says it's impossible to travel at the speed of light. If it were possible, it would take four years of traveling at the speed of light to get to the nearest star system, Alpha Centauri. "Given our current technology, it would probably take us 50,000 years to get there, plus or minus. Based on that, the scientific establishment somewhat blithely dismisses the existence of extraterrestrials. "It's like saying if we can't do it, they can't do it either." Dr. Trundle's book is not an easy read, but it's an intriguing sampler of UFO lore, sightings and documents, including this Freedom of Information Act version of a March 22, 1950, FBI memo stating in part: "An investigator for the Air Force stated that three so-called flying saucers had been recovered in New Mexico -- circular in shape with raised centers, approximately 50 feet in diameter. Each -- occupied by three bodies of human shape but only 3 feet tall." It's a subject Dr. Trundle has been chasing for years. His grandfather, president of the now-defunct Trundle Engineering Co. in Cleveland, was fascinated with extraterrestrials and, when he died in 1954, left Robert a small collection of books about UFOs. His first article to the effect that ETs are here, entitled "Extraterrestrial Intelligence: Challenge to Theology, Physics and Metaphysics," was published in 1994. His second book, "Illustrated News of the Unbelievable," was co-authored with George Filer, a retired Air Force intelligence officer. Dr. Trundle paints a virtual "Men in Black" picture of the ET scene in which several species are visiting the earth, most in a human form. But why? "There are benign scenarios in which they might be seen as anthropologists coming here out of curiosity," he said. "Then there is a more threatening scenario, which is that they're studying to see if the earth is habitable. An even more worrisome possibility is that they have a hybrid program of sexually mating with humans to strengthen their species." No doubt about it. Dr. Trundle would have an easier go of it if he stuck to Socrates. "But I'm trying to apply the truth in the way Socrates called for it to be applied to everyday life," he said. He's convinced he's right. All he's lacking is cold, hard proof. "If I had that, it would be the most astonishing event since the resurrection of Christ." FEMA Worker Handcuffed, Removed From Rally For Anti-Bush T-Shirt A worker with the Federal Emergency Management Agency who wore an anti-Bush T-shirt at the president??™s July Fourth rally in Charleston has been sent home to Texas. Nicole Rank, who was working for FEMA in West Virginia, and her husband, Jeff, were removed from the Capitol grounds in handcuffs shortly before Bush??™s speech. The pair wore T-shirts with the message ???Love America, Hate Bush.??? The Ranks were ticketed for trespassing and released. They have been given summonses to appear in court, Charleston Police Lt. C.A. Vincent said Wednesday. FEMA spokesman Ross Fredenburg would not say Wednesday whether Nicole Rank had been fired. ???All we can say is that our federal coordinating officer, Lou Botta, sent Nicole home,??? he said. ???We cannot comment further, to protect her privacy. Federal privacy laws prevent us from saying anything.??? Rank was doing environmental work for FEMA, Fredenburg said. ???Nicole was deployed here after the Memorial Day flooding. I knew her personally ... We are reservists and work for intermittent periods of time.??? Fredenburg said Jeff Rank did not work for FEMA. He would not say where in Texas the Ranks live. On Sunday, Charleston Police Sgt. R.E. Parsons said Nicole and Jeff Rank were in a no-trespassing area and refused to leave. The White House coordinated the president??™s visit to the state Capitol. Organizers described it as a presidential visit, not a political rally. State and federal funds were used to pay for the presidential visit. Dozens of people who attended Sunday??™s event wore pro-Bush T-shirts and Bush-Cheney campaign buttons, some of which were sold on the Capitol grounds outside the security screening stations. U.S. Secret Service officers coordinated security workers, including West Virginia State Police, state park officers and Capitol security officers. Those who attended Bush??™s speech were required to have tickets that were distributed by various employers in the area and by the office of Rep. Shelley Moore Capito, R-W.Va. Those who applied for tickets were required to supply their names, addresses, birth dates, birthplaces and Social Security numbers. A two-page document given to ticket holders said they were prohibited from bringing certain items to the event, including: weapons, video-recording equipment, food, beverages, umbrellas, signs and banners. T-shirts, political buttons and lapel pins were not on the list of prohibited items. Robert Bastress, a West Virginia University law professor who specializes in civil liberties, questions whether people like the Ranks can be legally prohibited from wearing anti-Bush shirts or buttons. ???Obviously, you have a right to engage in nondisruptive protest,??? he said. ???If you were legally there, you cannot be asked to leave because of whatever message is on a button or a T-shirt or a hat.??? He said key questions are ???whether the [Bush speech] was a public forum, whether you were lawfully there and what was the manner in which you were engaging in your expression.??? Event organizers could prohibit signs, designating a place where people could carry signs. ???But they can??™t make those decisions based on what the content of any sign says.??? Bastress also said it makes no difference whether Sunday??™s event was an official presidential visit or a political rally. ???That area was open to anybody who had a ticket,??? he said. ???Once you were lawfully in there, you were entitled to even-handed treatment.??? My sources included outstanding experts like former head of the Defense Intelligence Agency General Tighe and returned POWs like Captain McDaniel, who held the Navy´s top award for bravery. With such advocates, it was hard not to consider the possibility that prisoners (some 3,500) had in fact been kept by the Vietnamese as hostages to make sure the U.S. would pay the more than $3 billion in war reparations. After the war, American POWs had become worthless pawns. Jane Akre-Fox News. After our struggle to air an honest report, Fox fired the general manager of our station. The new GM said that if we didn´t agree to changes that the lawyers were insisting upon, we´d be fired for insubordination. We pleaded with him to look at the facts we´d uncovered. His reply: "We paid $3 billion dollars for these TV stations. We´ll tell you what the news is. The news is what we say it is!" After we refused, Fox´s general manager presented us an agreement that would give us a full year of salary, and benefits worth close to $200,000 in "consulting jobs," but with strings attached: no mention of how Fox covered up the story and no opportunity to ever expose the facts. Will 20893/38861_poleshift.jpg ![]() The collapse of the Earth's magnetic field, which both guards the planet and guides many of its creatures, appears to have started in earnest about 150 years ago. The field's strength has waned 10 to 15 percent, and the deterioration has accelerated of late, increasing debate over whether it portends a reversal of the lines of magnetic force that normally envelop the Earth. During a reversal, the main field weakens, almost vanishes, then reappears with opposite polarity. Afterward, compass needles that normally point north would point south, and during the thousands of years of transition, much in the heavens and Earth would go askew. A reversal could knock out power grids, hurt astronauts and satellites, widen atmospheric ozone holes, send polar auroras flashing to the equator and confuse birds, fish and migratory animals that rely on the steadiness of the magnetic field as a navigation aid. But experts said the repercussions would fall short of catastrophic, despite a few proclamations of doom and sketchy evidence of past links between field reversals and species extinctions. Although a total flip may be hundreds or thousands of years away, the rapid decline in magnetic strength is already damaging satellites. Last month, the European Space Agency approved the world's largest effort at tracking the field's shifts. A trio of new satellites, called Swarm, are to monitor the collapsing field with far greater precision than before and help scientists forecast its prospective state. "We want to get some idea of how this would evolve in the near future, just like people trying to predict the weather," said Dr. Gauthier Hulot, a French geophysicist working on the satellite plan. "I'm personally quite convinced we should be able to work out the first predictions by the end of the mission." The discipline is one of a number - like high-energy physics and aspects of space science - where Europeans have recently come from behind to seize the initiative, dismaying some American experts. No matter what the new findings, the public has no reason to panic, scientists say. Even if a flip is imminent, it might take 2,000 years to mature. The last one took place 780,000 years ago, when Homo erectus was still learning how to make stone tools. Some experts suggest a reversal is overdue. "The fact that it's dropping so rapidly gives you pause," said Dr. John A. Tarduno, a professor of geophysics at the University of Rochester. "It looks like things we see in computer models of a reversal." In an interview, Dr. Tarduno put the odds of an impending flip at more likely than not, adding that some of his colleagues were placing informal bets on the possibility but realized they would probably be long gone by the time the picture clarified. Deep inside the Earth, the magnetic field arises as the fluid core oozes with hot currents of molten iron and this mechanical energy gets converted into electromagnetism. It is known as the geodynamo. In a car's generator, the same principle turns mechanical energy into electricity. No one knows precisely why the field periodically reverses, but scientists say the responsibility probably lies with changes in the turbulent flows of molten iron, which they envision as similar to the churning gases that make up the clouds of Jupiter. In theory, a reversal could have major effects because over the ages many aspects of nature and society have come to rely on the field's steadiness. When baby loggerhead turtles embark on an 8,000-mile trek around the Atlantic, they use invisible magnetic clues to check their bearings. So do salmon and whales, honeybees and homing pigeons, frogs and Zambian mole rats, scientists have found. On a planetary scale, the magnetic field helps shield the Earth from solar winds and storms of deadly particles. Its so-called magnetosphere extends out 37,000 miles from Earth's sunlit side and much farther behind the planet, forming a cometlike tail. Hitler Died in 1960", Says Auth 20893/38859_hitler.jpg > ![]() On July 28, 1945, two former crewmen of the Admiral Graf Spee battleship welcomed--under the greatest secrecy--two submarines from Europe. The operation would repeat itself. One of those submarines conveyed Adolf Hitler. This is the main thesis of the book "Bariloche Nazi. Sitios históricos relacionados al nacionalsocialismo" (Nazi Bariloche: Historic Sites Related to National Socialism) from Argentinean journalist Abel Basti. The text, published in February, is a tour guide to visit the sites inhabited by German leaders in the Trans-Andean south, and challenges the official story about the Fuhrer committing suicide in his bunker on April 30, 1945. Basti, who left Buenos Aires in 1978 to work as a forest ranger in Bariloche, looked into the subject when he covered the extradition to Italy of Nazi captain Erich Priebke in 1995. "He was detained in Bariloche. I wasn't into the Nazi subject, but due to work reasons it was necessary to satisfy the need for information. From that moment onward I delved into certain avenues of research," says the author. -When do traces of Hitler's presence in southern Argentina emerge? -Based on certain eyewitness accounts, that are complemented with historic revisionism, since the absence of evidence regarding the suicide is notorious. And if Hitler didn't kill himself and escaped, what he obtained in Argentina is valuable. -What other proof have you found? -Eyewitness accounts from qualified people who were with Hitler in Argentina and who agree with FBI, British Intelligence, and Argentinean Navy documents discussing the presence of Nazi subs in the South Atlantic in July and August 1945. Furthermore, there is more information coming to light that contradicts the alleged suicide. -Well, there's always been a sort of "cloud" around the subject. -Yes, mainly because the proof needed to substantiate a death isn't there. Furthermore, the first official reports talk of an escape. In other words, when the Red Army entered the bunker, Stalin asked for a confirmation of Hitler's death and the general in charge says he can't, because there is no body. Even Germany declared [Hitler] dead in 1955 after presuming him dead. -Your book is focused on the alleged arrival of submarines in Patagonia. When did they arrive? -What I've investigated, along with contributions from Europe, is that it was a convoy evacuating the Nazi high command, consisting of at least 10 submersibles with 60 persons aboard each. Another clue that in Basti's opinion sheds light on the arrival of the Nazis in Argentina are the accounts of two sailors who participated in their reception: "In 1950, two sailors from the Graf Spee, a German vessel sunk by its own crew on the River Plate, said that they received at least two submarines in Patagonia on July 28, 1945" -How did that happen? -They say that they slept in a Patagonian ranch and in the early morning hours were on hand to receive the submarines. They brought trucks and loaded baggage and people onto them. One researcher spoke with the sailors (who are now dead) and they confirmed the story. On the other hand, we have the proof of the evacuation and on the other, the discovery of the sunken subs." -Finding them would be even better confirmation... -They've been detected through magnetometers. The problem is that there is a lot of sand covering them. Basti is now at work on a second book, where he says he will present proof of the Führer's presence in Argentina. Amnesic Episode May Have Put Illinois M 20893/38856_amnesia.jpg ![]() It sounds like something from a soap opera. Jim Schauster drives 4,000 miles, feeds himself during the nearly three-week trip, checks into a hotel for at least one night, drives back home, then doesn't remember any of it. Experts on amnesia say it sounds as if Schauster may have experienced a phenomenon known as a fugue state -- an amnesic event where a person functions in a sort of twilight zone. "They travel long distances in these states, and they don't realize where they've been until they come around and they see that they've got a ticket or a hotel bill or something on them," said Dr. Michael Kopelman of London, one of the world's top experts on memory loss. Kopelman said he sees two or three patients a year who arrive in London with no idea who they are or why they're there. He said they usually snap out of it due to "some chance cue in the environment," such as one patient who saw a book title that reminded him of a friend. Schuaster, 53, of Highland had been missing since June 18, when he showed up Tuesday morning at St. Joseph's Hospital in Highland. He said he was driving and realized he was in nearby St. Jacob, but he didn't know why, so he went straight to the hospital. Lt. John Lakin of the Madison County sheriff's department said police have no reason to doubt him. "We just have to go with what medical professionals are saying, that it may be some type of amnesia," Lakin said, "It is obviously the strangest missing persons case that I've ever been involved with." A machine operator at a plant in Troy, Schauster said he remembers nothing about the time he was missing. Police found a receipt in his car showing he spent July 4 in a Motel 6 in Topeka, Kan. His car's odometer indicates he drove about 4,000 miles during the episode. "When they come around from this, they have an amnesic gap of the period they disappeared in," Kopelman said. "They're often miles from where they started, but it's not impossible for them to find their way back home. Perception and topographical memories may be preserved." Kopelman also said driving during a fugue state is possible because "procedural memory is intact." Dr. Neal Cohen, a professor in the department of psychology and neuroscience at the Beckman Institute at University of Illinois, said such states also are known as functional or psychogenic amnesia. "You're participating in the world just fine, but then you don't remember the person you just met; you don't remember what happened yesterday," said Cohen, who also runs an amnesia research laboratory. "You're sort of going around the world on automatic pilot." Ken Paller, director of the Cognitive Neuroscience Program at Northwestern University, said a person in a fugue state could "still know who they are, still have memories up to a certain point. It wouldn't be a complete blackout of their life. They wouldn't forget how to talk or eat." Police know Schuaster didn't use any credit cards during his absence. He apparently paid for everything with some cash he kept at home. He returned home with a duffel bag containing one set of clothes -- all apparently purchased along the way. What puzzles the experts is Schauster recalls hitting his head on the pipe. They said such episodes normally are caused by stress. Also, they say a person who suffers amnesia from a head injury normally doesn't recall the injury. "You don't end up with this sort of thing, typically, from a hit on the head," Cohen said. Kopelman, who stressed he had not reviewed Schauster's case, said the episode could have been triggered by the injury if it was coupled with stress. "It could have been the initial event," he said. Schauster said Thursday he knows he bumped his head while working on a pipe in his basement. "I remember cussing and thinking, 'Oh, great, what next?'" he said. Schauster, who lives alone in the farmhouse where he was raised, also said he doesn't remember being under any stress. "Maybe just mad from having trouble getting that pipe to fit, but otherwise, no, just the normal, everyday stuff -- nothing out of the ordinary," he said. Cohen said he knows of one case of an adult man who lost a significant portion of his memory and is convinced it happened when he was hit on the head playing baseball in his youth, but doctors know his amnesia had to be triggered by something that happened much later. "You'd like to know what was going on in this man's life prior to June 18," Cohen said. Schauster said he met with doctors again Thursday. Tests have ruled out a stroke or seizure, and he apparently has no brain damage. "For right now, everything looks like I should be clear to go back to work," he said.
