Foreign Monitors to Report on U.S. Presidential Vote

Washington - Major international monitors will issue an unprecedented report on the handling of this year's U.S. presidential election, after the 2000 vote raised concerns of disenfranchisement, U.S. officials said on Monday.

The Organization for Security and Cooperation in Europe will a send a team to observe the vote in a move applauded by Democrats who had sought monitors because they felt ballots were unfairly left uncounted last time, particularly in Florida.

In 2000, voters split down the middle in Florida, which was ridiculed worldwide as it spawned court battles over whether and how to count imperfect ballots. The U.S. Supreme Court eventually ruled George W. Bush was the winner by 537 votes, which put him in the White House.

With polls showing this year's election between Bush and Democrat John Kerry will also be tight, civil rights groups have raised concern over a repeat of the 2000 debacle.

The OSCE, which groups 55 countries, does not have a mandate to judge the fairness of this year's vote. Still, while some OSCE representatives have observed U.S. presidential votes before, this year will be the first time they will report publicly afterward on any shortcomings it finds, according to State Department officials.

"This represents a step in the right direction toward ensuring that this year's elections are fair and transparent," Rep. Barbara Lee, a California Democrat, said in a statement.

"We sincerely hope that the presence of the monitors will make certain that every person's voice is heard, every person's vote is counted."

Lee was one of a group of Democrats in the House of Representatives who initially wanted U.N. monitors. Republicans complained a U.N. mission would make the world's superpower look like a third world nation and passed an amendment in the House banning the use of federal funds to make such a request.

The OSCE traditionally has monitored elections in fragile democracies to determine if they were fair. But in the last few years it has also observed votes in major Western powers, such as France and Spain, in a new program to help its members learn from others' examples.

The State Department, which traditionally invites OSCE observers, requested the mission under that new program.

Focusing on Florida, an OSCE mission observed the 2002 mid-term U.S. congressional elections to see what changes had been put in place "to address the challenges of the 2000 presidential election," the OSCE vote report said.

The report noted "remedial measures" had significantly addressed the shortcomings of two years earlier in Florida but said "room for some further improvement remains."

Stealth Cell towers and the 2004 U.S. Presidential Elections

Late last fall, I watched bemused as several plainclothes geeks installed a cell tower behind
our N.W. Island's Masonic Hall. It went up quickly, and without any fanfare.

The twist was that the cell tower was disguised as an ordinary flagpole. This was patriotic, and very suspicious. The camouflaged stealth tower was erected without any protests, warnings or announcements to local businesses or residents.

Being a curious person I investigated, and discovered to my great surprise that "stealth towers" are being hastily erected throughout the country, by the thousands. Camouflaged microwave and cell phone towers are being disguised as cacti, palm trees, church crosses, rock formations, water towers, and pine trees. This is happening without any of the dissent or protest usually surrounding cell tower erections.

Companies like Stealth Concealment Solutions of Charleston, S.C., are doing a brisk business.  They custom-disguise cell towers to blend into their surroundings. It is estimated that up to 30% of the new cell tower erections now going up are being stealthily concealed.

When one considers the rapid advancements in electromagnetic and psychotronic mind control technology, this trend in utility concealment is rather sinister. If researchers could successfully project human speech into the minds of the deaf, as Dr. Joseph C. Sharp of the Walter Reed Army Institute of Research did in 1974, think of their present capabilities.

Consider this quote by a pioneer in electromagnetic mind control: "Man does not have the right to develop his own mind. This kind of liberal orientation has great appeal. We must electrically control the brain. Some day armies and generals will be controlled by electric stimulation of the brain." - Dr. Jose Delgado -1974 Congressional Record, No. 262E, Vol. 118.

Here is another eye-opening quotation: "Contemporary neuroscience suggests the existence of fundamental algorithms by which all sensory transduction is translated into the intrinsic, brain-specific code. Direct stimulation of these codes within the human temporal or limbic cortices by applied electromagnetic patterns may require energy levels which are within the range of both geomagnetic activity and contemporary communication networks. A process which is coupled to the narrow band of brain temperature could allow all normal human brains to be affected by a sub-harmonic whose frequency range at about 10 Hz would only vary by 0.1 Hz." - On the Possibility of Directly accessing every human brain by electromagnetic induction of fundamental algorithms - by M.A. Persinger, Laurentian University / Perceptual and Motor Skills, June 1995, 80, 791-799.

With the U.S. Presidential election coming up in a few short months, it is likely that the stealth cell tower network being rapidly constructed is destined to play an important role in
remotely influencing the perceptions, thoughts and decisions of American voters.

S.A. Zoo Weighs-In on Chupacabra Debate

Is it a Chupacabra or not? WOAI.com is getting answers about a bizarre animal shot in Elmendorf.

Bones from a mystery animal shot by an Elmendorf rancher have been taken to an expert
from the San Antonio Zoo. But can he tell what it is?

John Gramieri, the Mammal Curator at the San Antonio Zoo, doesn't think it's the Chupacabra. It's definitely unique, but he thinks it's a mix between a dog and a coyote.

Devin MacAnally shot the Elmendorph Beast after it ate dozens of his chickens. The animal has a blue-grey coloring, is almost hairless, has a short mane and large fangs.

???It's clearly a member of the dog family, a family candidate,??? explains Gramieri.

Gramieri says he can't tell what type of canine, but that it could be mixed with coyote that
has very weird teeth.

???For whatever reason, this animal had a very poor fusion in the front here, so it allowed
that lower jaw to spread in a way that is not normal for any mammal, actually,??? Gramieri
told WOAI.

But what about the creature's color? A blue-grey hairless coat that's unlike any dog or coyote?

???It apparently had some very bad skin ailment,??? said Gramieri. ???And that skin ailment made it go bald except for the top of its body.???

So there??™s no Chubacabra endorsements from the San Antonio Zoo, but MacAnally continues to believe it's something extra special. He knows its one man's opinion versus his, so he'll wait for the DNA results due back in the next few weeks to find out exactly what it is.

???I want this one to be a new species - or at least something that somebody has never seen
in a cross between two different ones,??? MacAnally said with a smile.

MacAnally says in the past few weeks he's gotten calls from other people claiming to have
seen similar creatures around their properties. That's possible, according to the Gramieri. Gramieri believes that there are more out there.

Friday the 13th Phobia Rooted in Ancient History

This Friday some people will be so paralyzed with fear they simply won't get out of bed. Others will steadfastly refuse to fly on an airplane, buy a house, or act on a hot stock tip. It's Friday the 13th, and they're freaked out.

"It's been estimated that [U.S] $800 or $900 million is lost in business on this day because people will not fly or do business they would normally do," said Donald Dossey, founder of the Stress Management Center and Phobia Institute in Asheville, North Carolina.

Among other services, Dossey's organization counsels clients on how to overcome fear of Friday the 13th, a phobia that he estimates afflicts 17 to 21 million people in the United States.

Symptoms range from mild anxiety to full-blown panic attacks. The latter may cause people to reshuffle schedules or miss an entire day's work.

When it comes to bad luck of any kind, Richard Wiseman??”a psychologist at the University of Hertfordshire in Hatfield, England??”found that people who consider themselves unlucky are more likely to believe in superstitions associated with bad luck.

"Their beliefs and behavior are likely to be part of a much bigger worldview," he said. "They will believe that luck is a magical force and that it can ruin their lives."

Wiseman found that one quarter of the 2,068 people questioned in a 2003 survey associate the number 13 with bad luck. People with such feelings, he found, are more likely to be anxious on days like Friday the 13th and thus more prone to have accidents. In other words, being afraid of Friday the 13th could be their undoing.

So how did Friday the 13th become such an unlucky day?

Dossey, also a folklore historian and author of Holiday Folklore, Phobias and Fun, said fear of Friday the 13th is rooted in ancient, separate bad-luck associations with the number 13 and the day Friday. The two unlucky entities ultimately combined to make one super unlucky day.

Dossey traces the fear of 13 to a Norse myth about 12 gods having a dinner party at Valhalla, their heaven. In walked the uninvited 13th guest, the mischievous Loki. Once there, Loki arranged for Hoder, the blind god of darkness, to shoot Balder the Beautiful, the god of joy and gladness, with a mistletoe-tipped arrow.

"Balder died and the whole Earth got dark. The whole Earth mourned. It was a bad, unlucky day," said Dossey. From that moment on, the number 13 has been considered ominous and foreboding.

There is also a biblical reference to the unlucky number 13. Judas, the apostle who betrayed Jesus, was the 13th guest to the Last Supper.

Meanwhile, in ancient Rome, witches reportedly gathered in groups of 12. The 13th was believed to be the devil.

Thomas Fernsler, an associate policy scientist in the Mathematics and Science Education Resource Center at the University of Delaware in Newark, said the number 13 suffers because of its position after 12.

According to Fernsler, numerologists consider 12 a "complete" number. There are 12 months in a year, 12 signs of the zodiac, 12 gods of Olympus, 12 labors of Hercules, 12 tribes of Israel, and 12 apostles of Jesus.

In exceeding 12 by 1, Fernsler said 13's association with bad luck "has to do with just being a little beyond completeness. The number becomes restless or squirmy."

This fear of 13 is strong in today's world. According to Dossey, more than 80 percent of high-rises lack a 13th floor. Many airports skip the 13th gate. Hospitals and hotels regularly have no room number 13.

On streets in Florence, Italy, the house between number 12 and 14 is addressed as 12 and a half. In France socialites known as the quatorziens (fourteeners) once made themselves available as 14th guests to keep a dinner party from an unlucky fate.

Many triskaidekaphobes, as those who fear the unlucky integer are known, point to the ill-fated mission to the moon, Apollo 13.

As for Friday, it is well known among Christians as the day Jesus was crucified. Some biblical scholars believe Eve tempted Adam with the forbidden fruit on Friday. Perhaps most significant is a belief that Abel was slain by Cain on Friday the 13th.

So, what are triskaidekaphobes to do?

Dossey said "practical" cures are as simple as learning to refocus one's thoughts from negative feelings to positive. His mantra: "What you think about, you begin to feel. What you feel generates what you do. And what you do creates how you will become."

In other words, those stricken with negative thoughts about Friday the 13th need to learn how to focus on pleasant thoughts. Those, in turn, will create pleasant feelings that make one's fears less overwhelming, according to Dossey.

"They haven't lost their mind. They've lost control of their mind," Dossey said of triskaidekaphobes. "They are focused in the wrong direction. In their mind they have a big, large, looming picture of something horrible that could happen."

Wiseman, the University of Hertfordshire psychologist, offers similar advice to those stricken with the fear of Friday the 13th.

"They need to realize that they have the ability to create much of their own good and bad luck," he said. "And they should concentrate on being lucky by, for example, looking on the bright side of events in their lives, remembering the good things that have happened, and, most of all, be[ing] prepared to take control of their future."

Folklore offers other remedies, however. One recommendation is to climb to the top of a mountain or skyscraper and burn all the socks you own that have holes in them. Another is to stand on your head and eat a piece of gristle.

So if you fear the 13th, take your pick of remedies and let tomorrow bring its luck??”good or bad.

Strange Creature Sighted Near Beeville, Texas

Bud Hendrix of Beeville was delivering the Corpus Christi Caller-Times in the predawn hours last week on Chaparral Trail, in the High Country addition north of the city, when a creature he had never seen before hopped across the road in front of his car.

"I had never seen anything like it," said Hendrix. "It had long back legs and shorter front legs. It went across the road about 10 feet in front of me and laid down in the grass."

While delivering the paper, he has seen many of the native animals of the area, especially at
this location, but this one was different. For a better view, he backed his car up and aimed the headlights where he had seen the animal lie down.

"Its ears were round and perked up like a Chihuahua's when they try to listen to something
far away," Hendrix said. "It had eyes like that of a horse or deer. Also it had a pointed nose. It was not afraid me and seemed more curious than anything. It was a weird animal and didn't seem dangerous or aggressive."

He also observed that the mysterious animal had a brown coat mixed with a darker shade, or black color.

Hendrix is certain it wasn't a deer, jackrabbit or coyote. He estimated the animal had the size of a medium dog, but added, "It hopped rather than ran" when it crossed in front of his
car.

According to Hendrix, he was describing his encounter with a woman in Pettus two days later when she showed him a story on the back page of the Metro section of the July 29 issue of the San Antonio Express-News.

The story, titled "Think you can ID this creature?", includes a photo of the animal after an Elmendorf rancher shot it. The rancher believed the creature was responsible for the loss of his chickens.

Hendrix said the animal he saw was very much like the image in the Express-News, with the exception of the color.

He added, "We've got one of them out here because I've seen the doggone animal."

Chile: Acha Phenomenon Attracts International Attention

Three young me from the Españoleto sector of Villa Universidad visited the Presencias Tutelares section in Pampa Acha driven by reports of encounters with strange creatures.

Their curiosity, however, played a trick on them: as they were reaching the site at 20:00 hours, their Ford Festiva received several blows from something they couldn't see. Their surprise turned to panic when they felt one of the tires begin to lose air, showing signs of having been punctured with a sharp object. "We turned around immediately," said Calezca Fuentes, who traveled with her brother Danelo and Paola Astorga, his girlfriend. Once they reached the city, they ascertained that the tire had eight puncture marks.
 
Phone calls were received yesterday from news media in Santiago, Colombia, Argentina and researchers linked to paranormal subjects all day, requesting more background information on the sightings of strange animals in Pampa Acha, near the Presencias Tutelares sculpture.
 
"La Estrella" also received a variety of opinions to account for the phenomenon, substantiating the opinion given by ostrich breeder Ricardo Arancibia, who claims that what the traveling families encountered on the road were these birds, which had escaped from another area breeder.
 
Yesterday, avian biologist Ronny Peredo provided information substantiating Arancibia's remarks, saying that ostriches can indeed reach speeds of 100 kilometers an hour, between 72 and 96 KMH to be exact, and are able to take flying leaps.
 
"We must understand that at night, and when people have not seen an ostrich up close and personally, they tend to be startled and confuse things," Peredo explained. The biologist added that one of the characteristics that most led him to think that this type of flightless bird was involved is the description of the creature's wings being swept backward. "This is
typical of these birds, because when they run, they extend their short wings backward, precisely to keep their balance, and that's what they often do when they encounter people."
 
Further supporting information can be found in the height and color of these birds, which coincides with the descriptions given of the creatures, which is to say, standing nearly two meters tall and grey in color. With regard to the question of would ostriches be able to survive two months alone in the desert, Peredo said that it is probable that they adapted to
their environment "because they eat everything, from insects to branches, fruits, anything they can get a hold of, and it is likely that they would come close to the highway to feed."
 
However, Dario Riquelme, the first one to go public with his story of the strange encounter
with these beings, completely rejected the statements involving ostriches, because he is sure of having seen something he'd never seen before. Furthermore, he claims being knowledgeable about these birds, as well as the ñandú, and says that neither bird looks anything like what he and the family of Army official Hernan Cuevas saw in the Pampa Acha sector last Thursday night. "I was afraid of being ridiculed when I told my story. Now those who say that ostriches are involved are the ridiculous ones. What they say is a laugh, because they don't look anything like what we saw, and one thing has nothing to do with another," he said decisively.

Scepticism Over Academic's Atlantis Theory

A Swedish academic who believes Ireland is the ancient land of Atlantis flew into Dublin today amid a storm of controversy about his theories.

Dr Ulf Erlingsson is on a three-day tour of the country to prove the Emerald Isle is actually linked with the utopian empire which was believed to have been destroyed by a flood-wave 12,000 years ago.

He will visit Newgrange and Knowth passage tombs and the Hill of Tara in Co Meath which he claims were actual remnants of Atlantis as described by Greek philosopher Plato.

Whether Atlantis actually existed or not has provoked heated debate among scientists and archaeologists for centuries.

The myth spawned several wild theories and even sparked a 1970s TV series and more recently - a 2001 Disney movie.

But a University College Galway academic dismissed Dr Erlingsson's theories as "bizarre" and added that it was "impossible to compare a mythical planet which may never have existed with a living, breathing country".

Geography Department head Prof Ulf Strohmayer went on: "Mythical places like Atlantis are only there to satisfy some longing in the human psyche for a utopia-type land.

"We create them to tell ourselves that if we screw up on this planet human life will still live on in a better place somewhere else."

But Dr Erlingsson, aged 44, hit back: "I expect to have my knockers. But we must assume that I am right until others can prove I am wrong."

Dublin archaeologist Dr Ruth Johnson described Dr Erlingsson's views as "interesting" and "definitely revisionist".

But she added: "It's like the Holy Grail or Noah's Ark - people will always try to prove they existed by linking them with actual places."

Plato wrote that Atlantis supported a sophisticated, modern civilisation while the rest of
the world was still stuck in the Stone Age.

Scientists have already claimed that Atlantis could be at the bottom of the mid-Atlantic
Ocean or somewhere in the Aegean Sea.

But Prof Erlingsson claims in his book 'Atlantis from a Geographer's Perspective: Mapping the Fairy Land' that Plato's description of Atlantis matches Ireland perfectly.

He said: "Just like Atlantis, Ireland is 300 miles long, 200 miles wide, and widest over the middle.

"No other island on earth comes closer than Ireland to this description."

Prof Erlingsson, who has a PhD in Physical Geography from Sweden's Uppsala University, specialises in geological processes, underwater research and natural disasters.

Explorers Find UFO Fragments in Tunguska Meteorite Area

Members of the scientific expedition of the Siberian state foundation Tunguska Space Phenomenon say they have managed to uncover blocks of an extraterrestrial technical device.

The space body, which was later called the Tunguska meteorite, fell down on Earth on June 30th 1908, 65 kilometers off the Vanavara settlement, the Evenkiya republic.

The first expedition to study the Tunguska meteorite was organized in 1927. Professor Leonid Kulik headed the mission. However, explorers have never managed to discover any fragments of the celestial body.

The press service of the Evenkiya republic administration reported the expedition worked in the western part of the region in the summer of the current year. The mission's itinerary was based on the results of the space footage analysis. Explorers believe they have discovered blocks of an extraterrestrial technical device, which crashed down on Earth on June 30th, 1908. In addition, expedition members found the so-called "deer" - the stone, which Tunguska eyewitnesses repeatedly mentioned in their stories. Explorers delivered a 50-kilogram piece of the stone to the city of Krasnoyarsk to be studied and analyzed.

It is generally believed a giant ball of fire flew above Central Siberia before the Tunguska meteorite blast. Scientists have analyzed hundreds of eyewitnesses' stories and revealed a still inexplicable detail. Thunder-like sounds and incredible light effects were seen not only during and after the bolide flight, but also before it.

Several eyewitnesses, including a political exile (a highly-educated individual), mentioned that in their stories. It is very hard to explain it with subjective mistakes, because such affirmations reiterate independently. Observers were located tens of kilometers far from the area of the fall. A ballistic wave could not create such a sound: it could remain behind the bolide, but it could never outdistance it. The only real explanation can be linked with powerful electromagnetic phenomena, albeit scientists have not developed a complete analysis of the issue from this point of view.

Another circumstance is tied with the direction of the body's movement. On the ground of eyewitnesses' testimonies collected in the 1920s and 1930s, scientists concluded the bolide had flown northwards from the south. The analysis of the woods destruction, though, testified to the westwards movement of the body from the east. It is noteworthy it is the direction that can be traced in eyewitnesses' stories.

The discrepancy is evident. A lot of scientists have tried to explain the mysterious phenomenon using various approaches. It was particularly said several bolides had flown above the Siberian woods in 1908. This point of view seems to be rather unfounded - no eyewitness could see several bolides in one day. Another theory provoked a discussion in the scientific world, when professor F.Zigel proposed the meteorite maneuvered in the Earth's atmosphere. It would be possible to discuss the theory only if the Tunguska meteorite was a man-caused catastrophe. The meteorite flight culminated in the powerful blast up to 40 Mt of trotyl equivalent.
