Tapes Show Enron Arranged
Plant Shutdown
EVERETT, Wash - In the midst of
the California energy troubles in early 2001, when power plants were
under a federal order to deliver a full output of electricity, the Enron
Corporation arranged to take a plant off-line on the same day that
California was hit by rolling blackouts, according to audiotapes of
company traders released here on Thursday.
The tapes and memorandums were made public by a small public utility
north of Seattle that is fighting Enron over a power contract. They also
showed that Enron, as early as 1998, was creating artificial energy
shortages and running up prices in Canada in advance of California's
larger experiment with deregulation.
The tapes provide new details of market manipulation during the
California energy crisis that produced blackouts and billions of dollars
of surcharges to homes and businesses on the West Coast in 2000 and 2001.
In one January 2001 telephone tape of an Enron trader the public
utility identified as Bill Williams and a Las Vegas energy official
identified only as Rich, an agreement was made to shut down a power
plant providing energy to California. The shutdown was set for an
afternoon of peak energy demand.
"This is going to be a word-of-mouth kind of thing," Mr. Williams says
on the tape. "We want you guys to get a little creative and come up with
a reason to go down." After agreeing to take the plant down, the Nevada
official questioned the reason. "O.K., so we're just coming down for
some maintenance, like a forced outage type of thing?" Rich asks. "And
that's cool?"
"Hopefully," Mr. Williams says, before both men laugh.
The next day, Jan. 17, 2001, as the plant was taken out of service, the
State of California called a power emergency, and rolling blackouts hit
up to a half-million consumers, according to daily logs of the western
power grid.
Officials with the Snohomish County Public Utility District in
Washington State, which released the tapes, said they believed Enron
officials had taken similar measures with other power plants. This tape,
they said, was proof of what was going on.
At the time, power plants in the greater West Coast grid were under a
federal emergency order to keep their plants running.
A spokeswoman for Enron, Jennifer Lowney, would not comment on the
tapes, citing a blanket policy of the energy trading company, which is
operating under bankruptcy protection and facing multiple criminal and
civil proceedings. "We continue to cooperate with all ongoing
investigations," she said.
Conversations between energy traders and power plants were routinely
recorded to give a record of transactions. The tapes were part of a
large seizure of evidence by the F.B.I. The Snohomish County utility,
which is in a court battle with Enron, obtained them through a legal
action.
Previous tapes released by the district last summer showed Enron
officials joking about how they were "stealing" more than a $1 million a
day from California and fleecing "Grandma Millie" while bringing Enron
record profits.
Other tapes released on Thursday showed Enron executives discussing
their fear of going to jail for manipulating power markets in Canada and
the United States. And memos showed that Enron practiced as early as
1998 to create artificial shortages and run up prices and extend the
market manipulation to Canada.
Three former Enron traders have pleaded guilty to federal criminal
charges of fraudulently manipulating the West Coast energy market.
Enron's former chairman, Kenneth L. Lay, and former president, Jeffrey
K. Skilling, are under federal indictment for fraud.
In cooperating with federal officials, West Coast traders have told how
they devised schemes named "Death Star" and "Get Shorty" to make
billions of dollars out of California's disastrous experiment with
energy deregulation.
But until the tapes were released on Thursday, there had been few
public details of how Enron set in motion the phony power shortages.
Company officials had long denied that they illegally shut down plants
to create artificial shortages. In March 2001 - two months after the
recording showed how the Nevada plant was shut down- Mr. Lay called any
claims of market manipulation "conspiracy theories."
Memos uncovered by Snohomish County also show that Enron rewarded
midlevel executives based on their performance in manipulating the West
Coast market.
The tapes and memos were filed this week with the Federal Energy
Regulatory Commission, as part of a broad investigation into how much
money was lost by Enron market manipulation. Snohomish County is seeking
to void a $122 million lawsuit by Enron over an energy contract the
utility said was based on fraud.

How Britain's X-Files Said
That UFOs Were A Waste Of Time

The truth is out there somewhere . . . but it has taken the Ministry of
Defence 54 years to release secret papers ruling out the existence of
UFOs.
Minutes of the Government??™s Flying Saucer Working Party have finally
been made public in answer to the ultimate request under the Freedom of
Information Act ??” do aliens exist?
In the document, marked ???Secret??? and ???Discreet???, officials rejected
sightings of UFOs by RAF personnel as well as a series of reports of
???luminous bodies??? by members of the public.
The working party concluded: ???We consider that no progress will be made
by attempting further investigation of uncoordinated and subjective
evidence and that positive results could only be obtained by organising
throughout the country, or the world, continuous observation of the
skies by a co-ordinated network of visual observers, equipped with
photographic apparatus and supplemented by a network of radar stations
and sound locators.
???We should regard this, on the evidence so far available, as a
singularly profitless enterprise. We accordingly recommend very strongly
that no further investigation of reported mysterious aerial phenomena be
undertaken, unless and until some material evidence becomes available.???
With that, the Flying Saucer Working Party dissolved itself in June
1951, never to meet again.
But in the absence of any details of its deliberations, UFO sightings
have continued unabated over Britain as shown by the recent release of
reams of reports from members of the public. The latest MoD document
shows that 91 sightings were recorded last year in places as far afield
as Peterborough in Cambridgeshire (???four dull red lights???), Paignton in
Devon (???long single black cylinder???) and Honley in West Yorkshire
(???looked like a jellyfish flying in the sky ???).
Last September was a busy month for UFOs, with a ???silver disc??? in
Glossop, Derbyshire; a ???bright light at first then looked like a box
kite??? in Barry, South Wales; ???two silvery objects pulling apart and
moving together??? in Holywell, Flintshire; and ???a great bright light like
a big ball of fire??? over Iwerne Minster in Somerset.
The area with the most frequent mysterious activity has been West
Kilbride, on the southwest coast of Scotland. The MoD received a dozen
reports during the year of increasingly dramatic visitations, from ???one
sphere??? on April 2, ???five bright spheres??? on May 30 to ???at least 25
yellow spheres flying in groups of five??? on November 26.
None of them would have passed the stringent examination of the Flying
Saucer Working Party, however, which was quick to dismiss the flurry of
reports in 1950 which followed early publicity surrounding an original
???flying saucer??? in the United States in 1947.
Although the group praised a ???careful and accurate??? observation by a
locomotive fireman of a luminous body travelling at high speed over
Derby, it was ???undoubtedly a meteorite???.
The evidence of a Flight Lieutenant Hubbard, an experienced pilot, was
also discounted in trenchant terms. Hubbard reported ???a flat disc, light
pearl grey in colour . . . executing a series of S-turns and
oscillating???. But the working party concluded: ???We conclude that Flight
Lieutenant Hubbard was the victim of an optical illusion or that he
observed some quite normal type of aircraft and deceived himself about
its shape and speed.???
Britain??™s UFO spotters are as unimpressed with the Government??™s
disclosures as officials were then with Flight Lieutenant Hubbard.
Judith Jafar, the chair of the British UFO Research Association, said:
???It is a pointless exercise because the Government is not going to
release any files that are contentious in any way. The files they are
releasing now are not going to take us anywhere that we have not been
before.???
However, in a letter accompanying the release of the report, the MoD
states: ???The MoD does not have any expertise or role in respect of
UFO/flying saucer matters or to the question of the existence or
otherwise of extraterrestrial lifeforms, about which it remains totally
open-minded.???

EVERY MOVE YOU MAKE I'LL BE WATCHING YOU DEPARTMENT -

If you spend enough time listening to late-night radio or surfing the
odd corners of the internet, you will invariably encounter a feverish
speculation that goes something like this: At this very moment, a
government black op agency is devising a plan to implant subcutaneous ID
chips in the nape of your neck. Unless this scheme is exposed,
you--along with pretty much everyone else--will find yourself
permanently tagged. The government will be able to track your every
move. Next thing you know, the guys in the jackboots will be coming for
your guns.
Okay. You can exhale now, because that is not going to happen any time
soon. At the very least, not until our next 9/11. But unfortunately (or
very fortunately, if you happen to work in the marketing racket) a very
similar technology is making its way to Main Street in a big way. In the
spirit of the age, the coming blow to personal privacy is a
public-private collaboration, with government and business both
investing heavily in the latest permutations of a booming technology
called Radio Frequency Identification.
Here's how it works: RFID systems employ tiny computer chips that
contain unique serial numbers. The chips can be affixed discreetly to
any manner of object. Most commonly, they are about the size of a grain
of rice. But some chips are so small they can be woven into the fabric
of paper currency--a proposal, it so happens, under active consideration
in the European Union.
The microchip in the tag is connected to a tiny antenna that absorbs
electromagnetic energy beamed at it from a reader device. Once
energized, the chip transmits information back to the reader; the
information may include type of product, when and where it was
manufactured, or whatever else the manufacturer deems significant. The
functional range between reader and chip is anywhere from a few inches
to 30 feet. From a reader, of course, all this information can easily be
dumped into a computer database, and thus is born the marketer's wettest
wet dream.
Currently, "spy chips," as critics have taken to calling them, are used
for things like toll-way EZ passes or placed on shipping crates and
pallets for the purpose of tracking merchandise through a company's
distribution chain. Last year, two of the Twin Cities' biggest
retailers, Target and Best Buy, announced plans for RFID pilot programs,
placing the chips at a few regional distribution facilities. By 2007,
according to both companies, all deliveries coming to Best Buy and
Target warehouses will be chipped. Naturally, Wal-Mart has beaten both
of them to the punch, announcing that all its pallets will be tagged
this year.
From a business perspective, RFID technology holds near infinite
appeal. On the retail level, for instance, RFID tags promise to speed
the service at checkout lanes. Products can be scanned without the
cashier needing to align the laser with a bar code. And, no doubt,
cashiers will enjoy reduced incidence of carpal tunnel syndrome as RFIDs
become less expensive and more common.
To privacy purists, RFID technology is about as welcome as Ron Artest
at Bill Laimbeer Tribute Night at the Detroit Palace. Left unfettered,
the critics contend, RFID will become a major force in the expansion of
the surveillance society. It will, they say, present the government and
private industry with unprecedented and nearly unlimited opportunities
to gather data on people.
Consider the possibilities. Chips may be sewn into the hem of your blue
jeans, woven in the soles of your sneakers, or embedded in that vial of
Viagra you just purchased. Anyone with access to the appropriate RFID
scanner could, theoretically at least, harvest that information. That
data, in turn, could be fed to that fast-growing sector of the economy,
the data mining industry.
"Proponents of RFID envision a pervasive global network of millions of
receivers along the entire supply chain--in airports, highways,
distribution centers, warehouses, retail stores, and in the home," says
Katherine Albrecht, who is the founder of the privacy advocacy group
CASPIAN. "This would allow for seamless, continuous identification and
tracking of physical items as they move from one place to another,
enabling companies to determine the whereabouts of all their products at
all times."
RFID's most vociferous critics tend to fall in one of two groups: civil
libertarians who are concerned about RFID's threat to their privacy and
biblical literalists who see RFID as the fulfillment of the
mark-of-the-beast prophecies. Albrecht, it so happens, seems to fall
into both groups. A doctoral student at Harvard pursuing a Ph.D. in
education, Albrecht is both committed civil libertarian and devout
Christian. While she is circumspect in her theological pronouncements,
many of her followers directly tie RFID to the coming End Times. "RFID,"
they say, "is the wave of the Antichrist future."
For her part, Albrecht focuses on the privacy angle. Last fall, she got
in a nasty public wrangle after she published a photographic
exposé of the use of tags on common products at an RFID trade
show. But she makes a compelling case for the creepy implications of the
technology. Once a product is placed in a shopping cart, she points out,
RFID scanners throughout a store will be able to sense it.
As the tag moves through the store, point-of-sale media will display
advertisements tailored to each passing shopper. Perhaps this will based
on the items in the shopping cart. So if you've loaded up on Mexican
beer and corn chips, the television screen fronting the next aisle would
inform you of salsa a few steps away; it's not much of a mental leap to
figure the salsa and the corn chips would share a corporate parent. (A
variant of that sales paradigm is prophesied in the mall scene in the
futuristic thriller Minority Report; the scene, by the way, is fittingly
and cynically freighted with actual product placements).
Of course, you can tease it out further yet. If RFID information is
combined with a shopper's profile--gleaned, for instance, from the
increasingly ubiquitous "customer loyalty card"--the data mining
applications will expand exponentially. And it is difficult to imagine
that it will be long before warrant-bearing lawmen come browsing through
the databases. In an age of terror, there is little doubt that the
government will fight for as much access as the public will bear.
Accordingly, RFID promises to become a major bummer for anyone treading
water in the black-market economy.
The appeal of RFID technology isn't restricted to corporate America,
the cops, and the taxman. Last month, the State Department commenced
tagging passports. While pre-chip passports remain valid, all renewals
and replacements will be embedded with chips. This, the government says,
will make passports more difficult to forge. Perhaps so.
But there is a flip side. Even by admission of the State Department's
own contractors, a person with a compatible RFID reader could
conceivably tap into a passport from as far away as 30 feet. So be
forewarned. When you're at the airport in the not too distant future,
the casual-looking guy leaning by the sunglasses kiosk might be swiping
your vital statistics--your photograph, home address, date of birth,
even your signature. And you won't have a clue until the bill collectors
come calling.
"Someone with one of those readers could pick up all the information in
the area," says ACLU spokesperson Will Potter. "It could be the Holy
Grail of identity theft."
With proposals in the works for RFID tags in driver's licenses and
library books, and the expanded use in the retail world, there will be
more public debate on RFIDs. But given the shared interest of government
and business in the outcome of that debate, it's also a fair bet that
one day soon, you or someone you know will find yourself the victim of a
digital pickpocket.

Wellaide Cecim, a physician
working during the 70s in a health care unit in Village of Colares,
Pará, Brazil, admits she was forced by military to lie about how
serious the UFO ???suck-suck phenomena??? was.
Introduction
???I've been compelled by Brazilian Air Force to convince the locals that
the lights attacking them were mass hallucinations and that what they
saw has never happened???. Who says this, after reading the material
published yesterday by newspaper O Liberal about the ???suck-suck???
phenomena, a weird episode that terrified many communities at Colares,
Vigia, Santo Antonio do Tauá, Mosqueiro e Baía do Sol in
the end of 1977 and beginning of 1978, is Wellaide Cecim Carvalho. She
was the responsible for a health care unit at Colares at that time. She
treated about 80 victims of the mysterious lights. ???I was the first one
to make contact with the victims of the suck-suck phenomena. In spite of
my 22 years old at that time and being completely skeptic, I started to
notice changes the medicine failed to explain. The burns on the victims??™
skin were almost always on the neck and the breast, with two small and
parallel holes, as if it was a little bite, but it wasn't???.
Doctor on public health and psychiatry, Wellaide Cecim says that after
60 days of daily records, more than 120 cases, she started to report
these cases to their superiors. But she wasn't prepared to their
reaction: She has been forbidden to admit something strange was
happening. ???But, being faithful to what I see, not to what I hear, I
kept on speaking. Even under the risk of being fired???. Follows the
interview she gave to Carlos Mendes, a journalist from O Liberal,
published by the Brazilian UFO Magazine and added to its campaign UFOs

Interview:
Question ??” The authorities didn't see the phenomena, but even seeing
they wouldn't believe...
Wellaide ??” They didn't even pay me a visit. I had to discover the
victims lost erythrocytes all by myself. I've always tried to do my best
in my job, since that time. I noticed the victims had lost blood because
of the research I made to find out why these people had giddiness,
sluggishness and could hardly walk. I sent several reports to the health
secretary.
Question ??” And who was the health secretary?
Wellaide ??” Doctor Manoel Ayres. My immediate superior was doctor Luiz
Flávio Figueiredo. He forbad me to talk, make suggestions or even
agree to the locals. But, you don't need medical knowledge to know.
Necrosis occurs only 96 hours after a burn. The victims burns had
necrosis immediately, just five minutes after the attack.
Question ??” What's the explanation to this?
Wellaide ??” That's when it all begins: they (the flying objects pilots)
couldn't be Russians because, it doesn't matter their technology at that
time, and nobody could make burns in that way.
Question ??” As a psychiatrist, do you believe these people could be
victims of a mass hysteria?
Wellaide ??” This is what the Air Force always asked me to say. It did
not happen any kind of mass hysteria or visual hallucinations. The
psychiatry proves it didn't happen. It may happen mystic collective
problems when people commit mass suicide. But nobody can have the same
delirium, the same visual, sonic and synesthetic hallucination at the
same time and in different places.
Question ??” Who asked the Air Force to investigate the case?
Wellaide ??” Once nobody helped, much the opposite, they told me to shut
up, the Colares mayor at that time, Mr. Alfredo Ribeiro Bastos, called
the Brazilian Air Force. And came, from Paraná, the president of
the Ufology society of that state, the philosopher, ufologist and
biomedical Daniel Rebisso Giese. We wrote the first book on this
subject: ???Vampires and extraterrestrials in Amazonia???. The priest of
Colares and also a doctor, Alfredo de la Ó, already dead, also
called for help.
Question ??” And what hurt you most?
Wellaide ??” It was the fact that, in my 22 years old, responsible for a
health care unit, I had a lot of people in front of me needing research
to find out why they were immobilized. Why they couldn't walk or talk.
And when I looked at the hemogram to compare the last records, I've
learnt they had very low rates of erythrocytes and hemoglobin. The fact
is, no object can bring out skin necrosis after a burn so fast. A third
factor is the alopecia, the fall of hair from the skin, in a way it will
never grow again. The victims have never had hair on the skin burnt
again.
Question ??” And when did the Air Force appeared?
Wellaide ??” 90 days after our requests. When Colares was empty and
scared, they came. Because of the dictatorship we were under, they used
to call me every day to ask me to speak to the people, to try to
convince them they were having mass hallucination, but I always refused.
Question ??” Under all this pressure from the military, what did you do?
Wellaide ??” I refused to do this. I always told them I wouldn't obey. I
disagree to them when they say I was afraid of being considered a fool.
I really don't mind. I gave interviews to several TVs from Brazil, EUA
and Europe, even under the risk of being fired. Besides being a skeptic,
I'm totally sure of what I saw. I don't know what it is, but I know its
real.
Question ??” Did you, as did the captain Uyrangê Hollanda, the
investigation commander, see beings from space?
Wellaide ??” Yes I did. It was 5 pm in the afternoon at Colares. There
was a ship at 50 meters of altitude, above the city??™s main street.
Inside of this ship there was a being, 1.20 or 1.30 meter high. This
happened when I was driving to help a child with broken clavicle, I was
going to immobilize her. They were flying so low that I was completely
unable to react. I could see the UFOs bright metal and it wasn't a
dish-like object, but much more like a cone or a cylinder. Its course
was elliptical. 5 o'clock in the afternoon your eyes can't play tricks
on you. You may have visions, hallucinate, but, like me, many others
would have to.
Question ??” Did someone died after being sucked by the lights?
Wellaide ??” Two persons I took to the hospital in the capital,
Belém, had died. I took them in my car. And when they gave me the
death certificate, I could read ???unknown reason???. The victims had the
burns, the tinny holes, the examination. I mean, it's very easy to hide
things in this country.

HAARP Creates Artificial
Aurora Sky Show

By shooting intense radio beams
into the night sky, researchers created a modest neon light show visible
from the ground. The process is not well understood, but scientists
speculate it could one day be employed to light a city or generate
celestial advertisements.
Researchers with the High Frequency Active Auroral Research Program
(HAARP) project in Alaska tickled the upper atmosphere to the extent
that it glowed with green speckles.
The speckles were sprinkled amid a natural display known as the aurora
borealis, or Northern Lights. The aurora occurs when electrons from a
cloud of hot gas, known as plasma, rain down from space and excite
molecules in the ionosphere, about 30 miles (50 kilometers) up.
The HAARP experiment involves acres of antennas and a 1 megawatt
generator. The scientists sent radio pulses skyward every 7.5 seconds,
explained team leader Todd Pederson of the Air Force Research Laboratory.
"The radio waves travel up to the ionosphere, where they excite the
electrons in the plasma," Pederson told LiveScience. "These electrons
then collide with atmospheric gasses, which then give off light, as in a
neon tube."
Pederson and his colleagues missed the show, but they snapped images.
"We unfortunately were indoors watching the data on monitors during the
experiment and were busy scrambling trying to make sure the effects were
real and not some glitch with the equipment," he said. "We knew right
away it was something extraordinary to show up in real time on the
monitor against the natural aurora, but did not confirm that it would
have been visible to the naked eye until a day or two later when we had
a chance to calibrate the raw data."
The experiment is detailed in the Feb. 2 issue of the journal Nature.
The research could improve understanding of the aurora and also help
explain how the ionosphere adversely affects radio communications.
It is not yet clear if the aurora must already be active before an
artificial sky show can be induced, says Karl Ziemelis, chief physics
editor at the journal.
If no pre-existing aurora is required, Ziemelis said, "we are left with
the tantalizing (some would say disconcerting) possibility that such
radio-fuelled emissions could form the basis of a technology for urban
lighting, celestial advertising, and more."

Rolling In

One of the customers, Joyce Denham, has sent me a hoop-snake-sighting
report, the first I've received in almost two years.
She was at Langtry, which is upstream from Del Rio on the Rio Grande,
and she saw this hoop snake rolling across what she calls the desert.
Nothing especially exciting in the report. Just that snake, making a
circle of itself and rolling along, not bothering anybody.
I've been getting hoop-snake stories for I guess 50 years. A reptile of
this kind puts its tail in its mouth, arranges itself in a circle, and
travels by rolling like a hoop at impressive speeds.
All the snake books I ever read, written by experts, say no such
creature exists. Yet I keep getting these hoop-snake-sighting reports,
from perfectly intelligent people.
I ought to tell you that Denham saw that snake a long time ago, and is
just now telling me about it. Most of the sightings I hear about
happened a long time ago that way. I would be really interested in
receiving a hoop-snake sighting made in recent times, say within the
last couple of years.
So if you see one, let me know. Don't hesitate to include lots of
detail. Exactly when and where the sighting occurred. The estimated size
of the snake. The direction of its travel, and its approximate speed.
Did it seem to be chasing anything? Were there witnesses other than
yourself?
Please don't try to fool me. You'll be wasting your effort. I know what
a real hoop-snake sighting is like.
A few days after the last time I mentioned these interesting reptiles,
I received a report about a hoop snake 12 feet long that had a luminous
stinger on the end of its tail and it went around stinging cattle and
trees and killing them.
Come on, if we're to unravel this mystery, we must deal with real hoop
snakes, not imaginary ones. I am holding out for a photograph of a hoop
snake.
Speaking of pictures, has anybody else received the photos of the
lion-killing mule?
I've been sent a set of those mule photos by three different parties,
so I suspect this is something that's going around on the Internet.
The most interesting of the shots shows this mule, wearing a saddle,
and it seems to be picking up a dead mountain lion in its teeth. The
picture is trying to say, I think, that this mule has killed the cougar.
The lion is not really very big, if you judge him by the size of the
mule. The mule doesn't seem so big, either, according to the size of the
saddle, and that assumes we're looking at a standard-sized saddle. The
people who sent me the photos have almost no information about them.
I would be interested in meeting a mule that killed a mountain lion,
and I'm not doubting this could happen because mules generally are
smart, and quick, and can be very dangerous when they're inspired.
The Chinese tell us that a picture is worth a thousand words. Well,
that may be true in China, where I have never been, but I've seen in my
life mighty few pictures that didn't beg for at least a few words to
explain them.
If you forced me to take a guess at the words that need to go along
with these lion-killing mule pictures, I'd write that the cat was
probably shot during a hunt, and the saddled mule was ridden by a hunter.
In one of the shots, we have a hound sitting in the background, and
it's the kind of hound that might be used on a lion hunt.
I'm not sure why a mule would want to pick up a dead lion in its teeth.
Probably just curious.
You wouldn't expect that the mule intended to make a meal out of that
cat. However, my Uncle Billy Crockett used to say he once had a red mule
that broke into the smokehouse and ate a side of bacon and half a ham.
You can't ever tell what a mule will do.
