It is based on the Truth in Lending Act and is intended to be a guide to advertising requirements - it does not cover ALL possibilities. The main purpose of the Truth in Lending Act is to ensure than consumers have the all facts pertaining to consumer credit and lease terms, including those in ads, so they can compare terms and make an informed choice when shopping for credit. Anyone who places an ad promoting "consumer credit" or a "consumer lease" as defined in the Act, must comply with the law, i.e. advertisers, creditors, lessors, manufacturers, real estate brokers, builders, and government agencies. Failing to comply with the advertising requirements of the Act may lead to legal action. From the FTC website: "In addition, anyone actually harmed by a non-complying consumer lease advertisement may sue you for: 1. actual damages; 2. 25% of the total amount of monthly payments under the lease (but not less than $100 nor more than $1,000); and 3. court costs and a reasonable attorney's fee."
