Conde Nast Commits All Titles to Audit Bureau’s Rapid Report

Cond? Nast has decided to commit every one of its titles, from Glamour to Vanity Fair, to the Audit Bureau of Circulations' Rapid Report program, bringing one of the last holdouts into a system intended to update magazines' traditional practice of reporting circulation figures only twice a year. The move follows the decision last month by Time Inc., the country's largest publisher, to join Rapid Report in full.

Cond? didn't have much to say about its decision to sign up its 24 titles for the service, only confirming it before declining to elaborate. But together, the two biggest magazine companies' final acquiescence to the fledgling system, which has been straining for critical mass since summer 2006, means that providing nearly real-time sales figures has become essentially ratified as the new industry standard.

That's a big deal for magazines, which have looked increasingly archaic as the internet seemed to promise instant results and even TV began receiving more precise ratings.

JOANNE Lipman, the editor-in-chief of Cond? Nast Portfolio, and David Carey, the magazine's president and publisher, were on the road in Boston yesterday.

And although they were traveling together, it appears each faces a very different road. Carey seems to be sitting pretty, while Lipman is sweating it out.

Earlier this week, Carey wrapped up the December issue with 111.3 ad pages. That comes after a 185 ad-page debut in April, followed by 121.2 in September, 117.9 in October and 108.2 in November. That's 643.6 ad pages at a time when other business magazines are struggling.

Proposed Postal Rules May Require Magazines to Rethink Cover Design

After January, the United States Postal Service can’t raise postage by a rate higher than that of inflation—or around 3 percent, which is significantly less than the 10 to 15 percent or higher jump seen by many mailers last year. On top of that, under new postal reform, mailers are being guaranteed a standard of service on flat-mail rates. The new Flat Sequencing System, set to start in phase one October 2008, is expected to free up 40 percent of mail-carriers’ time, marking what some feel has been a much-needed change in the labor framework.

But the USPS has until December 20 to squeeze in another hike before the law change. And Lloyd Mills, administrator of postal affairs at printer company DPC, says the FSS, even with its strengths, “is quite the beast.”

For flat sequencing, the USPS has proposed (in its Federal Register, Oct. 17) a set of strict—and according to some, quite drastic—rules that publishers and printers will need to follow to be charged anything other than full-rate, single-piece first class mail. Publishers have until December 10 to make comments on the rules before they are set in January ’08 and implemented one year from then.
