JOHN Rollins, co- founder of the suspended music magazine Tracks, is heading to Elle at Hachette Filipacchi to be the new publisher.

It's kind of a bittersweet moment for me to be sure," said Rollins, reached yesterday as he packed up his belongings at Tracks, which he co-founded with its editor in chief Alan Light.

The two had been together at Vibe/Spin Ventures when they quit in October 2001 to launch the magazine, aimed at an older baby boomer set.

In the wake of a messy sexual harassment lawsuit, hip-hop magazine The Source is wrestling with a host of financial, advertising and circulation woes, sources told The Post.

In recent months, insiders said The Source has defaulted on a multi-million bank loan and withdrawn from the Audit Bureau of Circulations, the chief auditor for circulation in the industry.

Its No. 2 executive, Raymond "Benzino" Scott, the president who co-founded the magazine with Chairman David Mays, announced he was quitting on April 8.

Despite a strong M&A outlook and a returning deal market flush with private equity, CEOs from some of the biggest consumer and b-to-b publishing houses say they are focusing own growing their businesses through launches and brand extensions rather than acquisitions.

???In this competitive deal environment, there are few properties of scale to acquire,??? Conde Nast president and CEO Charles Townsend said in an outlook briefing published by the Jordan, Edmiston Group this week. ???We are emphasizing new title launches and brand extensions. We will also pursue opportunities to grow by capturing a share of content delivery via the Internet.???

Primedia president and CEO Kelly Conlin called the focus away from acquisitions an ???internal evolution.??? ???The majority of our advertisers do not advertise beyond their core audience,??? Conlin said. ???Our opportunity and challenge is to enhance the vitality of our brands.???

What unmitigated gall.

Entertainment Weekly suspended its usual pabulum spewing to piss on celebrity perk packages in its recent, laughably titled article ???New Age of Greed.??? In the piece, unnamed executives at movie studios, TV networks and record labels whine about unnamed stars who dare to demand $40,000 private-jet flights to carry their luggage and $35,000 basketball courts to entertain them on location. The article even gripes that celebrity perks add about 5 percent to the bottom line of a film's cost. ???Given that the average studio film now costs $98 million to produce and market, that can be $5 million in perks,??? EW gasps. ???Say a studio releases a dozen movies a year, that's $60 million - enough to make a Sideways roughly every three months.???

Forget, for a moment, the stupidity of an entertainment publication that is shocked to find that stars are wasting Hollywood's money. The same outrage was heard throughout the 1980s and 1990s over Demi Moore demanding vintage dolls for her collection or Tom Cruise a co-op in Manhattan. Forget the cowardice of magazine editors who won't finger-point for fear those celebs will refuse to do EW covers. (Even though documents filed in the ongoing lawsuit over the collapse of the Basic Instinct sequel made public Sharon Stone's five pages of demands including Pilates equipment, a $3,500 per diem for armed bodyguards, a chauffeured car with a nonsmoking driver, three nannies, two assistants, a presidential suite, deluxe motor home, and on ad nauseam.)

Maer Roshan said he has finished up the copy on the debut issue of Radar, which isn't due out until late May, but he was startled to find that one of his long-time associates is leaving for the green, green fields of Conde Nast.

Articles editor Hanya Yanagihara, who was with Roshan through all his ups and downs as an independent title that published two issues before running out of dough, is leaving to become a features editor on Conde Nast Traveler on May 9.
