******* Lewis H. Lapham, the editor of Harper's Magazine for nearly 30 years, said yesterday that he would retire as editor in the spring. Mr. Lapham, who is 70, said he would take on the title of editor emeritus and would continue to write his "Notebook" column on a regular basis. He is under contract to write a book about President William Howard Taft. He said in an interview that he might also write at least two other books, one about the second half of the 20th century and the other about his family, which arrived on American shores from England in the 1630's. "If I'm going to do something new, the time has come to do it," he said in an interview. "I have a certain number of years left and a number of things I've left undone." MORE ONLINE

Former tabloid editor Brenda You was found dead inside her L.A. apartment of an apparent suicide, officials and sources told The Post yesterday. You, 38, a one-time Hooters waitress and Playboy model who became West Coast bureau chief for Star magazine, was discovered on her bedroom floor on Sunday. "It came in as a possible suicide [due to] possible medications," said coroner's office Capt. Ed Winter. Toxicology tests could take up to six weeks. You, who has a 12-year-old daughter, had recently been pushing her book proposal, "Blood Red Carpet," a novel about an actress-turned-killer.

Mother Nature topped the unofficial list of nominees at a panel discussion held on Monday by the weekly magazine to debate who will grace the cover of the issue that hits newsstands on December 19. Time does not prepare or publish a formal list of nominees; instead, its editors make the selection privately after reporting by the staff. The choice is supposed to remain a secret until December 18, when it will be disclosed on the magazine's Web site, but it does become a parlor game in America to ponder who fits the criteria as "the person or persons who most affected the news and our lives, for good or for ill, and embodied what was important about the year, for better or for worse." Managing editor Rick Tetzeli said in a memo to his staff this week, "In the course of his distinguished career, Ken has covered music, television, movies and just about every other genre out there ... NEW YORK??“ On Nov. 3, the New Yorker's Ken Auletta interviewed Time Warner Chairman Dick Parsons before a breakfast audience in New York. At one point, Auletta mentioned the majesty of the company's Time Inc. magazine empire. Auletta then pointed out that John Huey, who happened to be sitting in the front row of the room, will soon become only the sixth editor-in-chief in Time Inc.'s storied history. Parsons glanced over at Huey, paused to contemplate his colleague's impressive status and quipped: "Then why doesn't he look happier?" While nobody enjoyed the inside joke more than Huey himself, Parsons unwittingly underscored an essential point. Huey, who talked with me on Friday in his 34th-floor office in Time Inc.'s headquarters (TWX: news, chart, profile) , may well be the most misunderstood editor in the publishing biz. MORE ONLINE
