******* Last night saw the secret Time Warner ceremony during which John Huey was finally, formally coronated to succeed Norm Pearlstine as Time Inc.'s editor-in-chief, only the sixth in the company's history. (Indeed, Keith Kelly has suggested in the Post that actual ceremonial headgear is involved, a Vatican-like bishop's miter that represents the ???church??? side of media organizations' alleged and increasingly quaint ???church-state??? divide.) We're told the installation occurred before an elite audience of a few hundred top Time Warner execs, including the half-dozen or so top editors from most Time Inc. magazines. But we don't know what actually transpired there, as the ritual is otherwise so shrouded in secrecy that we imagine it somewhat akin to the Great Food Offering rite performed by newly enthroned Japanese emperors, which is also believed to carry a sexual element of commune with the ancestral Sun Goddess, and is thus what prevents Japan from permitting an empress. (It's worth noting here - to extend this gratuitous and unfounded implication - that Time Inc. has never had a female editor-in-chief.) We do know this, though: There was some pretty amazing swag, several fabulous pieces of which we got our hands on. Rogers Publishing announced Tuesday that next August, a Canadian edition of the British weekly publication Hello will be launched. Hello began publishing in the U.K. in 1988 but actually is a spinoff of the 60-year-old Spanish magazine Hola. "We're excited to partner with Canada's leading consumer magazine publisher to bring Canadians a rich mixture of articles and interviews from around the world," says Eduardo Sanchez Junco, president of the Hello/Hola Group. The magazine will announce today that Roger D. Hodge, 38, will succeed Lewis H. Lapham as editor in April, and Mr. Hodge is no exception. After being turned down for an internship in 1996, he got a call back a few days later and has remained planted at the magazine since, holding a variety of jobs, most recently serving as deputy editor. Then again, Mr. Hodge was born and raised in Del Rio, Tex., and as the son of a rancher knows his way around cattle, sheep and a gun. The family spread is now a hunting ground, and Mr. Hodge's gimlet eye extends beyond raw copy to the scope of a rifle. "I'm a very good shot; at least I was when I was a kid," Mr. Hodge said yesterday, sitting in Lupa restaurant in Manhattan. John R. MacArthur, president and publisher of Harper's, said he was happy both that the new editor of the magazine comes from within and that he grew up as an outsider to Manhattan publishing life. But to fully know the chile pepper, cook or no, one ought to be reading Chile Pepper magazine. These days, Chile Pepper is published in New York, but until a year ago its home was Texas, as were its roots--there and throughout the Southwest and wherever chile peppers were grown and tossed into cooking pots. Chile Pepper celebrates as it informs, knowing its subject like no other, immersing readers in the deepest of arcana about this often fiery plant. And for that it deserves a nod and attention, as a magazine, long independently published, that does its one thing very well, narrow as its topic may be. Parsons have in mind when he waited until the last minute to declare the Nov. 21 interview of Justice Antonin Scalia by Time Inc. Editor in Chief Norman Pearlstine before 100 journalists and businessmen at Time Warner's New York headquarters as "off the record"? Did Parsons mean, as some define the phrase, that the information could be used but not attributed to the speakers? Or did he intend the ultra-literalist's meaning-that the information could not be used in any way? Whatever Parsons' intention, Daily News gossip columnist Lloyd Grove undid the ridiculous sourcing demand two days later with a column that sieved the talk for its news value and ridiculed the chairman of the media conglomerate that owns movie studios, an online service, cable news and entertainment channels, a TV broadcast network, and publishes 155 magazines, including Time, People, Sports Illustrated, and Fortune. Grove-rightly-figured he wasn't obliged to honor Parsons' demands because those weren't the terms under which he was invited. Besides, Grove writes, "the place was crawling with journalists." Time Warner spokesman Edward I. Adler told the New York Times today (Nov. 28) that the company didn't expect complete silence from the press corps, expecting an "item or two" to get out, but that Grove "went too far, given the ground rules." This proves that Adler, whose company publishes those 155 magazines and owns CNN, either doesn't have any idea what off the record means, or doesn't care. That punch line may soon be echoing down the hallowed halls of Time Inc., an anchor of Publishers Row on Sixth Avenue in Manhattan. Sources say the company is looking to move up to 300 of its employees through the tunnels to Parsippany, N.J., into a 132,000-square-foot building in an industrial park about an hour outside New York. Time Inc. is not disclosing the price it paid for the former New York Life facility, but local real estate sources estimate the company paid between $22 million and $28 million. The site includes a cafeteria and a health club, which could mollify staffers who are forced to move to the 'burbs. Officially, the company is insisting Parsippany is an emergency backup, in case Manhattan facilities are out of commission due to a power failure or terrorist attack. MORE ONLINE
