******* Time Inc. staffers still worried about their jobs can relax -- for now. About 30 editorial employees at Time, Sports Illustrated, Fortune and Money have accepted voluntary buyout packages, more or less meeting Time Inc.??™s target and putting an end to the recent round of job cuts. Time Inc., the country??™s largest magazine publisher, fired 66 business and editorial staffers Jan. 30 and offered the voluntary buyouts to others protected by union membership. Union members had two weeks -- until Feb. 13 -- to decide whether to accept. In sum, Time Inc. eliminated nearly 100 jobs in this latest round of cuts. This round followed a more shocking bloodletting in December as Chairwoman-CEO Ann S. Moore reorganized the company and let go 105 employees. That group included big names and top talent like Eileen Naughton, who had been president at the Time Group, and Richard Atkinson, who had been exec VP-news and information group. The company, a Time Warner unit, still employs about 13,000 workers. MORE ONLINE

Magazines??™ latest circulation figures aren??™t due from the Audit Bureau of Circulations until Feb. 20, but partial figures acquired early by Advertising Age from publishers reveal that while many industry trends are continuing, some surprises are in store. One of the biggest percentage losers for the new period, which covers the six months that ended Dec. 31, is one of the industry??™s biggest stars, O: The Oprah Magazine, from Hearst Magazines. Its average paid circulation totaled 2.4 million, down 9.3% from the second half of 2004. Rick Day, consumer marketing director at O, said the magazine engineered the decline through higher subscription pricing to reduce the ???bonus circulation??? above the magazine??™s guaranteed paid circulation of 2.2 million. Such bonus circulation is attractive to advertisers but does not produce extra revenue for publishers. Next week the Audit Bureau will release its Fas-Fax report, which includes each publisher??™s estimate as to how many copies of its titles it has sold over the past six months. The Audit Bureau later audits those reports and then issues confirmation that what the publishers reported was true. These numbers are what publishers said they have reported.. As it has in recent years, the celebrity-weekly pack sunk its teeth deeper into the American heart during the last half of 2005. In Touch Weekly from the Bauer Entertainment Group led that set in percentage gains, garnering almost 1.2 million in average paid circulation for an increase of 15.5% over the second half of 2004. Wenner Media??™s bigger Us Weekly racked up nearly 1.7 million in average paid circulation for the second half of 2005, sticking an impressive 12.7% jump over the equivalent period in 2004. Hallmark Cards, which recently announced its intention to get out of the TV business, is now moving into magazines. The company is quietly developing a Hallmark magazine that it hopes to introduce later this year. Hallmark published three test issues in 2003 and 2004 via Time Inc.??™s custom publishing operations, but the company is now putting a full-time staff together to produce a new version on its own. It??™s a contrarian move, given that many media owners are moving in the opposite direction --taking print brands and digitizing their content for TV or the Internet -- but Hallmark is confident its product has a market. ???We??™re taking all the things we learned from our test issues and trying to put together the best book possible,??? said Julie O??™Dell, public relations director, Hallmark. Those early issues focused on subjects like relationships, home, crafts and food. Many details of the magazine remain undetermined, including circulation, distribution and frequency. Nancy Small, who was previously CEO at Eating Well Inc. and published Eating Well, has been named president. She earlier oversaw the launch of Organic Style (now defunct) as senior VP of Rodale??™s Organic Living division. n the U.S., Hallmark has 4,000 Gold Crown stores, but about 43,000 retailers nationwide sell Hallmark products. That network could be tapped for distribution of a new title.

After Vice President Dick Cheney accidentally shot a friend on a ranch in Texas last weekend, he revealed himself to be a rather dangerous quail-hunting companion. But what else does the world know about the brusque v.p.? The March issue of GQ, which hits newsstands nationally on Tuesday, has a prescient multiple-choice quiz on Cheney trivia, written by Greg Veis. From it, we are reminded that Cheney's middle name is Bruce, he worked as a janitor during his teenage years, flunked out of Yale and was told by a Myers-Briggs (or equivalent) test during his educational career that he should give serious thought to becoming a funeral director. Other telling details: Cheney's Secret Service code name during the Gerald Ford administration was "Backseat," he drove a '65 Volkswagen Beetle in the early Seventies and his first child was born nine months and two days after the U.S. military lifted its ban on drafting husbands without children. THE print media, beset by intensifying competition for advertising dollars, are seeking to strike back. Trade organizations for the newspaper and magazine industries plan to introduce elaborate and expensive campaigns that tackle a daunting task, persuading marketers and agencies to think better of print as an ad medium. Both are suffering from sluggish growth as they face off against the Internet, e-mail marketing and other, newer rivals. The magazine campaign is scheduled to start first, on Feb. 27, with a series of eye-catching ads for the Magazine Publishers of America from Mullen in Wenham, Mass. The campaign, to be formally announced today, is the second part of a three-year, $40 million effort on behalf of the magazine industry. MORE ONLINE

The Media Relations Intern position is certain to be a worthwhile learning experience that will allow the selected candidate to see, first-hand, the role of the U.S. government in the ongoing reconstruction efforts in Afghanistan and the region. General Duties and Responsibilities: The Media Relations Intern supports the Media Relations Officer in all of his/her administrative responsibilities. Further, the intern assists Media Relations Officer in logistical coordination, research, monitoring the national media for coverage of Afghanistan, and writing content for the Embassy newsletter and website. S/he also maintains the Department's contact information databases both for the media and the public, while ensuring that the newsletter is widely distributed. While efforts will be made to ensure that the intern has a fulfilling, challenging experience, there will be routine filing, data entry and photocopying as necessary. All internship positions are unpaid, but a free Afghan lunch is provided every day to all staff and free parking is available as well.
