Cook over medium heat until sugar is dissolved. Gradually add sweetened condensed milk & mix well. Continue cooking until candy thermometer reads 248 degrees (firm ball stage). Remove from heat & stir in vanilla, mixing until blended. Fold in pecans. Drop by tablespoons onto 4 buttered cookie sheets (about 2 tablespoons per turtle) & chill until set. Once set, melt chocolate chips & shortening together. Drizzle chocolate over each cluster. Chill. Top each with a strawberry just before serving.
