Grease a 9 x 13 pan. Combine flour & sugar. Set aside. Put butter, oil, cocoa & water in pan. Bring to a rapid boil. Pour into flour & sugar mixture. Mix well. Add last set of ingredients. Mix well. Put into pan & bake for 30 minutes. For Icing: Bring butter, cocoa & milk to a boil in same pan from above. Stir to prevent burning. Remove from heat & add rest of ingredients.
