Washington, July 28: As concerns were raised in India over some provisions of the Senate bill on Indo-US nuclear deal, the Bush administration has said it is trying to ensure that there is nothing done to "distort, change and re-negotiate" the arrangement reached between the two sides. "The government of India has been concerned about the same things that the Bush administration has been trying to legislatively get through the United States-India civilian nuclear cooperation agreement; and the bottom line is the implementation of the agreement that both sides signed on to ensure that there is nothing to distort the arrangements that have been reached," assistant secretary of state for South and Central Asia Richard Boucher told reporters. Mr Boucher said that under secretary of state for political affairs Nicholas Burns on Friday had a telephone conversation with foreign secretary Shyam Saran to talk about the House of Representatives’ overwhelming vote in favour of the deal and other issues. He said the administration shared India’s "concerns that whatever legislation there is in the United States to implement, the agreement that we both signed upto that did not require or force us into some kind of re-negotiations and did not distort the arrangements we reached." Referring to India’s apprehensions with the Senate’s version of the bill, he said there were some provisions in that bill that "raise concerns." However, "on that account and we are at various places, making our views known." "How exactly the Senate will handle those itself, how these provisions will fare when it goes to conference with the House we will have to see. We have to try to find ways to consistently make clear the legislation that is enacted enables cooperation with India and doesn’t distort, change, and try to force renegotiating the deal," Mr Boucher remarked. "We have been in close touch with the Indian government and we will be in close touch ... as the legislation proceeds through the Senate and hopefully into the final leg. It is a matter of continuing consultations with India," he said. (PTI)

Tourism boost for rhino abode

File picture of one-horned rhinos at Pobitora Guwahati, July 28: Assam forest and environment minister Rockybul Hussain said today that steps would be taken to improve facilities at Pobitora wildlife sanctuary, known to have the world’s highest density of rhinos, to help boost the tourist inflow. Pobitora has 81 rhinos in an area of 16 square km, out of the total area of 38 square km. The minister, who is also in charge of tourism, said a committee will soon be set up involving both tourism and forest officials to conduct a survey of the sanctuary and devise ways to improve its facilities.

 The joint committee will visit the park within the next 15 days to chalk out an action plan to make it more tourist- friendly. This is Hussain’s first official visit to Pobitora wildlife sanctuary after he took over as minister for forest, environment and tourism. He had gone to attend a function organised by Aaranyak, a biodiversity conservation society, to distribute 110 raincoats to the forest staff of the sanctuary. The raincoats were given by Aaranyak, in collaboration with the London-based David Shepherd Wildlife Foundation.

The minister asked the Guwahati wildlife division to plan schemes for the uplift of the wildlife sanctuary. He said steps would also be taken to improve the condition of the approach road to Pobitora. The sanctuary now falls under the jurisdiction of the Guwahati wildlife division and tourists wanting to visit it will first have to contact the said division. B. K. Talukdar, secretary general of Aaranyak, said wireless sets would be given to the staff in the coming winter. The society has also prepared a Global Information System (GIS) map showing the areas where the rhinos go straying in the sanctuary. The map revealed that more than 50 per cent of rhino poaching takes place outside the protected area.

The India Rhino Vision 2020 programme states that the rhino population in Pobitora has already exceeded the park’s maximum capacity. It needs to be reduced in order to protect the habitat and to mitigate the increasing cases of rhino-human conflict occurring when the animals invade agricultural areas. The programme aims at translocation of rhinos from Kaziranga and Pabitora to three or four target areas. The Indian Rhino Vision 2020 is being implemented by the department of environment and forests of the government of Assam.

The Bodo Autonomous Council will be an active partner in the programme. The programme will also be supported by World Wildlife Fund (WWF) - India, WWF AREAS (Asian Rhino and Elephants Action Strategy) Programme, The International Rhino Foundation (IRF), Save the Rhinos Campaign of Zoological Institutions Worldwide and a number of local

             Poachers back in Kaziranga
     Guwahati, July 28 (PTI): Exposing chinks in the security armour at Kaziranga yet again, poachers left a forest guard seriously injured in a shootout with security personnel during a poaching attempt at the national park yesterday. An armed group of poachers shot at a rhino inside the sanctuary yesterday, Kaziranga divisional forest officer Utpal Bora said. The forest guards, led by Bora, immediately gave chase. In the encounter that followed, a forest protection force guard sustained a bullet injury in the neck, he said. The shootout continued till late evening, but the poachers managed to flee under cover of darkness. The injured guard was rushed to Nagaon civil hospital and is reportedly out of danger, Bora said. Following the incident, authorities at the national park have intensified patrolling to protect the endangered one-horned rhino, particularly in far-flung areas. The addition of more areas to the park has made it almost double the original size and consequently, more difficult to patrol.
