Bill for better implementation of child rights DH News Service, NEW DELHI, Nov 8 A draft Bill providing for a National Commission for Children will be placed before Parliament in the winter session scheduled to commence from December 2. Officials in the Department of Women and Child Development have already prepared the draft Bill and an action plan for children called the “National Charter for Children” to ensure better implementation of laws relating to children, sources in the Human Resource Development Ministry said. Apart from reviewing existing policies and programmes relating to children, the Commission would also investigate into violation of safeguards for the protection of children. Like other national commissions it could also take suo motu cognizance of matters regarding deprivation of child’s rights and non-compliance of policy decisions aimed at ensuring welfare of the children. The Commission, which would have powers of a civil court, would be headed either by a retired judge of Supreme Court or by a child-rights activist of eminence. There would be six other members, who would be outstanding achievers in the field of child rights, child psychology, nutrition, law and education. The Commission would have the right to summon and ask for documents and would also undertake periodical inspection of the juvenile homes. http://www.deccanherald.com/deccanherald/nov09/n8.asp |
