Sir,  I do agree with Mr.Dharker's version ' no Indian
can be an  ousider in his own country'  appeared in
BT dated.28th Nov.The crux of issue  is
Rastraa V/s Maharastra. It goes without saying that this Nation
belongs to everyone born and living. The Indian Constitution has ensured this  in clear terms. It's true that the 8 crore plus  jobseekers in India includes figures  from maharastrians
as well. The problem with Maraathi manoos is he or she
is quite reluctant to leave the state in search of jobs in other
states. They either love to live here or fly to West for job
prospects.Fortunately, the  Maraathi speaking professionals in Computer World have  chosen placements and settlements in other states. The share is too  small.Still the major job seekers have developed preference to jobs in organised  and service sectors which have their own limits. However Airlines, Railways, Posts etc are the national  sectors and  these sectors can not give stepmotherly treatment on any ground thanks to  Indian Constitution on the score which upholds  national integrity in  the first place. In fact the true credit  for mantaining national  integrity goes to Railways . You can travel from any point to any point in  this widely spread out nation. It's also the largest Public sector   undertaking that provides largest employment both  direct and indirect. The
zonalisation of Railways in seven zones has been undertaken to
decentralise the work load but it has also created rooms for job discriminations  in the course of time.Though you find good No.of  officers and staff   in Mumbai's Rail Offices from other states there is no reason to think  that this has been accomplished to take on Marathi speaking job  seekers'dreams. The problem is a Bihari and Bengali or Keralite is ready to go  to other states on jobs, transfers and promotion but marathi manoos  will never want it.
The so called sons-of-the soil  in fact is a politically motivated
phobia that feeds on persons possessed by guilt and insecurity who are  taught  to take pride in what they don't have at all. This is nothing more  than a fascist move that crowls on hatred ;may it be in any form eg.  Religion, Language, place of origin, culture and state within a republic  like India. And there are leaders and groups that survive and strive on  this hatred. Love to Hate and  not live and let live  is the permanant  direction. This direction  killed Gandhi, created communal tensions   and  also  attacked Bihari youths appearing for  Tests and not for jobs in  Railways. It they were youths from marathwada or Vidarbha regions even
such maraathi speaking youths would have been ragged and sent back.
The marathi manoos has never  been against  non marathi ruling/moneyed   class.Even the communists could not fully wake up their  working class  manoos to get against capitalists/mill owners  during last sixty years,   forget  capitalism.
Incidentally  some of the well known maraathi writers and others have  wide opened their otherwise   closely shut mouths to speak out for  marathi manoos when SS took up the issue in its usual style. Sons and  daughters of most of  upper caste marathi mouth speakers stay abroad  who  never showed least interest in maraathi manoos from deprived sections  within state. They are also not concerned with what SS does. But if you ask  them they sure would vote for SS! This is what " I am proud of my guilt " really means.
And we have lot of such mental blocks around us that themselves have
shut doors to progress outside. One can only hope this intelligent and
hardworking maraathi manoos may someday in near future overcome the guilt  that has let him down ; through unkown past glories, literature  and communal politics and fascist leadership..

Pradeep Deshpande
