This is a good news. To avail this facility you have to fill a form and sign up. But :-( as it is a Government of India web page it has to have problems and these are following.

1. While typing the date you have to type 15 Oct 47. Many times it will change to 15 Oct 2047 automatically.
2. Any how if you succeed in this task. In pass word row it does not accept less than 10 characters. Though it is written there
6 to 10 characters. If you type less than 6 characters 4 characters will be automatically added.
3. When you type a 10 character PW. Form is accepted and you get the message. You are successfully registered and remember the password.

But alas you can login with your password. And there is no provision that your correct PW is emailed to you. And all your excerise goes in to drain.
