Communal riots during Mulayam regime claim 24 lives


Lucknow, Dec 11: Altogether 24 people died and
properties worth over Rs nine crore destroyed in
communal violence in Uttar Pradesh since the Samajwadi
Party-led government assumed office in August 2003.

This was disclosed by chief minister Mulayam Singh
Yadav in a written reply in the vidhan sabha today.

He said four incidents of communal riots had taken
place in the state since August 2003.

Yadav said that 1,384 people had been arrested in
connection with these violence.

While replying to another question, he said foreign
trips by IAS officers from the state between March
2005 and September 2006 cost the exchequer over Rs 14
lakh.

Yadav said that as many as five IAS officers had
undertaken foreign trips on state expenses during the
period.

He said that four officers had travelled to foreign
countries to help promote tourism in the state.

Yadav said that the state government owed an estimated
Rs 1,26,526.32 crore in loans and debts as on March 31
this year.

He said that the government was paying the interest
and the principal amount of the loans on time.

Meanwhile, the question hour of the vidhan sabha could
not be conducted today due to lack of quorum.

Speaker Mata Prasad Pandey adjourned the House for 30
minutes as barely 25 members were present in the House
when it started in the morning.

The adjournment was extended to another 30 minutes and
then for 20 minutes as the quorum was not there.

CITHARA PAUL Posted online: Wednesday, December 13, 2006 at 0000 hrs Holy places in Bihar and Uttar Pradesh to benefit most with new roads, airports, tourist centres proposed New Delhi, December 12: The tourism sector in India is waiting eagerly for Prime Minister Manmohan Singh's visit to Japan, starting tomorrow, with details of treaties involving Japanese investment worth Rs 5,570 crore likely to be finalised during his four-day stay.

The pacts would be part of the larger joint declaration to celebrate 2007 as the India-Japan Friendship and Exchange Year. The treaties come at a time when the inflow of Japanese tourists into India has been seeing a steady rise, growing
28% over the past two years, according to the Tourism Ministry.

The proposed projects will mainly cover Buddhist sites for infrastructure development with Japanese aid through next year. The Rs 5,570 crore fund will pay for works such as building roads, airports, tourist facilities and conservation in specified regions.

Buddhist holy places in Uttar Pradesh, Bihar, Andhra Pradesh, Madhya Pradesh, Orissa, Himachal pradesh, Sikkim and Jammu & Kashmir are likely to benefit.

The two countries are also working on an eight-point plan to boost tourism, which includes preferential treatment in issuing visas, more direct flights and joint tourism promotions.

"Japan has a strong presence in the Indian tourism sector and we are expecting to double the Japanese impact in next three years,'' said a senior ministry official.

There is more for the Buddhist circuit, covering Sarnath, Kushinagar, Piprawaha and Saraswathy in UP, and Bodhgaya, Nalanda, Rajgir and Vaishali in Bihar.

The Phase II of these projects, ending in 2012, will be providing Rs 680 crore for a period of seven years. Works include widening of highways, roadside plantations, conservation of monuments, construction of visitor and meditation centres, and power and water supply to Buddhist sites.

Japan will is also extend support to the Phase II of the Ajanta Ellora Conservation and Tourism Infrastructure Development Project. The places being covered by this project include Aurangabad, Daulatabad, Lonar, Nasik, Pune and Elephenta caves, apart from Ajanta and Ellora.

Reservation for Dalit Christians sought

Rally passes resolution demanding an end to "anti-Christian" regulations  





NEW DELHI: A large number of Dalits took part in a rally organised by the All-India Confederation of Scheduled Castes/Scheduled Tribes Organisations and the All-India Christian Council at Jantar Mantar here on Monday to demand the benefits of reservation for Dalit Christians. The All-India Christian Council called upon the Government to ensure that development schemes for religious minorities did not bypass Dalit Christians merely because they did not form a vote bank and were not as politically powerful as the others.

All-India Confederation of SC/ST Organisation chairman Udit Raj pointed out that a large number of Hindu and Buddhist Dalits took part in the rally to show their solidarity with their Christian brothers and sisters. He said it belied the allegations made by certain sections that Hindu Dalits were opposed to the inclusion of Christians in the Scheduled Caste list.

Led by Mr. Udit Raj and Christian Council president Joseph D. Souza, the gathering passed a resolution demanding an end to "anti-Christian" regulations particularly in the States of Rajasthan, Gujarat and Madhya Pradesh where the Governments were functioning in a manner that violated Constitutional provisions safeguarding minority rights.

The speakers said even as the Government guaranteed the security of the minorities, instances of violence against Dalit Christians were on the rise in States like Rajasthan, Chhattisgarh, Madhya Pradesh, Karnataka, Andhra Pradesh, Maharashtra, Himachal Pradesh and Jammu and Kashmir.

On the economic, educational and development fronts, the Council said facilities like bank loans, land rights and other benefits and participation in Panchayati Raj should also be extended to the community.
