Viravaidya had recenlty made a statement urging rural residents of the country to start placing lemon slices or cotton soaked with lemon juice into the vagina to prevent pregnancy. Some studies have shown that the high level of citric acid can kill sperm. Thai Health Minister Sudarat Keyuraphan claims the studies of this method are incomplete and recommends using a condom. A press release issued by the UN Information Center (UNIC) here Tuesday said the announcement was made by the United Nations Secretary-General Ban Ki-moon in a message to the meeting's first session in Geneva, where he also noted that military spending worldwide has risen to over $1.2 trillion. "Our aim should be twofold: We must prevent any expansion of nuclear arsenals, and we must accelerate the reduction of existing weapons and stockpiles. All countries should move towards halting production of fissile material for weapons," Ban said in a speech read out by Sergei Ordzhonikidze, Secretary-General of the Conference on Disarmament and Director-General of the UN Office at Geneva. "Maintaining the moratorium on nuclear tests is equally important, and should be in effect at least till the Comprehensive Nuclear Test Ban Treaty enters into full force," he said, urging all states that have not yet done so to sign or ratify that pact. Preventing an arms race in space also continues to be an "urgent challenge," he added. Ban told the 65 member states of the conference, the world's sole multilateral forum for disarmament negotiations, that "stakes are high" in dealing with these issues, as he also highlighted the massive amount of money spent on arms and suggested this would be better used helping to fund the Millennium Development Goals (MDGs) to reduce poverty and other global ills by 2015. "World military spending has now risen to over $1.2 trillion," he said. "This incredible sum represents 2.5 per cent of global GDP (gross domestic product). Even if one per cent of it were redirected towards development, the world would be much closer to achieving the Millennium Development Goals." Monday's plenary session also heard speeches from Ambassador Glaudine Mtshali of South Africa, the President of the Conference, and the representatives of Poland, Slovakia, the United States, the Netherlands and the Russian Federation. During 2007, the rotating presidency of the conference will be held by Spain, Sri Lanka, Sweden, Switzerland and Syria. The three parts of the 2007 session will be held from January 22 to March 30 for the first part; May 14 to June 29 for the second part; and July 30 to September 14 for the third part. Police said the violence was sparked off when a banner relating to a Hindu religious gathering was allegedly removed by a group of people who were on their way to attend a rally to condemn the Saddam execution. Police said this led to tension and stone pelting and the crowd soon went on a rampage, scorching buses and attacking private property. The violence spread to many parts of the city, with east and northeast Bangalore being the worst hit. More than 300 people were arrested or detained on charges of rioting, police said. Following the violence in the Shivaji Nagar area, police imposed night curfew from 10 pm to 7 am in the troubled areas of the city. The injured, including eight police constables, were admitted to the Bowring Hospital. The condition of Thimmaiah, a police constable who was stabbed, was said to be critical. Shivaji Nagar and Bharati Nagar areas had witnessed mob violence on Friday after group clashes during a demonstration against Saddam's execution. The violence had left at least 20 people injured. On Sunday, the mob set fire to as many as three buses in Bamboo Bazaar area. Three auto-rickshaws were damaged near the Ulsoor lake. Around 400 police personnel were deployed in Shivaji Nagar and Bharati Nagar, with officials said the situation was tense but under control. Stray incidents of violence were also reported from areas like Bangalore Cantonment and Old Madras Road. The situation in other city localities like Kamaraj Road, Armstrong road, Sappers road, Commercial street, Shivchetty garden, Bamboo Bazar, Coles Park, Cock Burn street, Ulsoor lake, Assay Road, Gangadhara Chetty road, Old Madras Road and Indira Nagar also continued to be tense. The violence occurred as activists moved through the city to join a rally organised by the right-wing Hindu fundamentalist organisation Rashtriya Swayamsewak Sangh (RSS -- National Volunteers' Corps). On Friday, thousands of Muslim demonstrators protesting against last month's execution of Saddam Hussein in Iraq, clashed with police and destroyed shops and cars in the city. Bangalore is home to about 1,500 global and Indian IT firms. Their operations were not affected by the violence as they are located on the city outskirts. Police used teargas and batons to disperse the crowds and prohibition orders, restricting movement of four or more people together, were issued in central Bangalore. More than 2,000 police officers patrolled the affected areas as mobs targeted Muslim shops and vehicles, forcing the closure of some businesses, witnesses said. Police said there were no injuries but witnesses said about five people were wounded in stone-throwing incidents. "Prohibitory orders will be in force until Tuesday," city police chief N. Achuta Rao, told Reuters. He said there had been some arrests but did not give a number. The Indian state of Karnataka, of which Bangalore is the capital, is ruled by a coalition of the Hindu nationalist Bharatiya Janata Party and a regional party. ------------ [6] SUDANESE AIR STRIKES UNDERMINE DARFUR PEACE AGREEMENT Despite a peace agreement in the Darfur region of Sudan brokered by New Mexico Gov. Bill Richardson Tuesday, Jan. 16, recent air strikes by Sudanese government aircraft threaten to undermine the agreement. Wide areas of northern Darfur were reportedly bombed Friday, Jan. 19, just three days after President Omar al-Bashir vowed to a ceasefire. The bombings continued through Sunday. Minority Christians in the region were especially concerned following attacks by Sudanese security forces on a large Episcopal church in the capital of Khartoum on New Year’s Eve. The forces fired teargas into worship services with up to 800 in attendance, causing $7,000 in damages, in an apparent effort to catch a fleeing suspect. The Sudanese government also has been accused of “indiscriminate bombing” of rebel regions near the communities of Hashaba and Ein Sirro while providing arms to the Janjaweed militias of Arab nomads who have been blamed for the worst of the conflict’s atrocities.
