From: "chro chro chro" <chro@rediffmail.com> Date: Fri Jan 9, 2004 Subject: CUSTODIAL TORTURE OF MUSLIM WOMAN IN KERALA The Hindu, January 09, 2004, Friday Woman alleges custodial torture KOLLAM, JAN. 8. A 53-year-old woman, Sabura Beevi, has alleged custodial torture for six days at the Kollam East police station. Addressing a press meet here today, Ms. Sabura Beevi, alleged that she had been subjected to brutal third-degree methods by the police who had detained her on the charge of theft from a hospital premises on December 30. She is now on bail and under treatment at the District Ayurveda Hospital. However, no offence has been charged against her by the police. The First Information Report shows that she had been taken into custody under the sections of the Cr. P.C. According to Ms. Sabura, a resident of Karunagapally, she was handed over to the police by the security staff of the private hospital on suspicion that she was involved in the theft of a gold anklet of a child from the hospital. Ms. Sabura claimed she had visited the hospital to consult an ophthalmologist. She was apprehended by the security staff who found receipts of pawned ornaments in her purse. Though the missing ornament was later found on the hospital premises, Ms. Sabura was taken into custody by the Kollam East police. Meanwhile, unaware of the developments, her family lodged a missing person complaint with the Kuranagapally police. The same night, the family received a telephone call from a person who claimed that Ms. Sabura was safe in his custody in Thiruvananthapuram. The caller was later identified as a constable attached to the Kollam police station. However, it was only three days later that the family members learnt through the Karunagapally police that she was in the custody of the Kollam East police. Though the family members reached the station with a lawyer, they were allegedly not allowed to meet her. She was not released till January 3 and neither was any charge filed against her. The family moved court on January 3 through a lawyer, K.P. Sajinath. Following this, she was shifted to the nearby women's police station. At the press conference here, Ms. Sabura alleged that she had been subjected to brutal third degree methods at the police station. Her hand bore bruises, which she alleged, had been inflicted upon by the police. Mr. Sajinath and the secretary of the Eravipuram Pauravakasa Vedi, Savad Madavooran, who was with him at the police station, alleged that they could hear the woman wail in pain from a room in the police station. However, they were not permitted to meet her, they alleged. Ms. Sabura alleged that she was even denied proper food and water while in custody and that the brutalities were inflicted by male policemen. On the night of January 4, even as the relatives were waiting at the police station, she was furtively produced before a magistrate and remanded. In the interim, the police made an attempt to summon the press, photograph her and give a statement that she had been arrested for theft from a hospital. However, the mediapersons suspected foul play and reported otherwise. On January 6, she was granted bail following which she was admitted to the Ayurveda hospital. Her relatives have lodged a complaint with the Kollam SP, S. Sreejith, who has promised to inquire into the matter. Meanwhile, they will submit separate complaints to the State Human Rights Commission, the Leader of the Opposition and the Director General of Police, Mr. Savad Madavooran said. -------------------- Note: "Muslim woman" was emphasised in our headline since Kerala happens to be the only state in India where Muslim League shares State power, for which Kerala has been under wanton Sangh Parivar criticism with charges of Pak connections!!! --------------------- for CHRO Mukundan C.
