[1] From: Pradip Kumar Datta <pradip200@yahoo.com> Date: Fri Mar 30, 2007 Subject: ISI in Assam ISI in Assam The disclosure of the Minister of State for Home Affairs, S Raghupathy in the Lok Sabha recently that the Inter Services Intelligence (ISI) modules are active in certain districts of Assam is a matter of serious security concern. The ISI, notorious intelligence and subversive agency of Pakistan responsible for all covert operations outside Pakistan, providing training and supplying arms and explosives to Jehadi groups and infiltrating them to Kashmir and the North East for subversive activities, extending tactical support to the insurgent groups like ULFA, is a unique government organisation sponsoring terrorism to disrupt peace and tranquillity in India–ISI’s main target. The ISI has been providing training to ULFA cadres even in Afghanistan in 1990, supplying them arms, ammunition and explosives to carry out subversive activities in Assam–particularly to target the oil refineries, pipe lines and other vital installations. At ISI’s dictates ULFA set ablaze IOC’s oil storage reservoirs in Nagaon by launching rocket attack. Intelligence reports allege that during the Kargil war, ULFA cadres supplied information regarding army movements to ISI and also made statements favouring Pakistan. The activities of the ISI also include propping up Muslims fundamentalist organisations like the Muslim Liberation Tigers of Assam (MULTA) and the Muslim United Liberation Front of Assam (MULFA) which work in close coordination with ULFA. The rise of fundamentalist Muslim organisations of Bangladesh and their vision of creating a greater Bangladesh with the help of the Muslim fundamentalist organisations operating from Assam and the successive governments in Bangladesh, giving sanctuary to the insurgent groups of the North East have serious portents. The continuing influx of Muslim immigrants from Bangladesh has already changed the demographic pattern of some districts. Four districts–Dhubri, Barpeta, Hailkandi, Goalpara have become Muslim majority districts already. Karimganj and Nagaon are on way to become Muslim majority districts. The ISI will find fertile grounds in these districts to carry on their espionage and subversive activities unless ISI modules are detected and uprooted. Both the State and the Central governments should take counter measures to eliminate the threat from ISI. Judicial Enquiry? How is it possible Sukla Sen? Your own way of acting aproaching the court is the biggest obstacle to judicial enquiry. How much Biased a person should be to call for a judicial enquiry after blocking it by demanding the court to order a CBI probe. By the way I don't understand if the judiciary is not partial like YOU how can it order a CBI enquiry? Judiciary have no constitutional power to order a CBI enquiry! How come West Bengal High Court order such a CBI enquiry? Prime Minister Manmohan Sing, Defence Minister A. K. Antony, Foriegn Affairs Minster Pranab Mukherji, Minister of Commers Kamal Nath, Senior Party leaders namely Virappa Moyeli, Digvijaya Sing, Ahamed Patel, Ashok Gehlot etc particpated in the meeting. At the time of SEZ policy changes are under the consideration of UPA Govt. this new decision congress leadership taken because of the pressure from the commerce ministry only. The admittance is significant because it is the first time the Home Ministry has accepted in Parliament that ISI has been active in the NE State. “As a result of the coordinated efforts of the Central and State Intelligence agencies, a number of Pakistan-backed terrorists and espionage modules have been detected in various parts of the country including Assam,” Minister of State for Home Affairs, S Reghupathy said in a Lok Sabha reply to a question by Narayan Borkotoki. The Minister, however, did not name the districts of Assam, where the ISI modules were active. Reghupathy’s colleague Minister of State for Home Affairs, Sriprakash Jaiswal also conceded that there were incidents of Pakistan trained terrorists sneaking into India through Bangladesh and Nepal. The Government of India has conveyed its security concerns to Bangladesh and Nepal, he said. He also listed out a number of steps taken to check the infiltration. On the Indo-Bangladesh border, fencing, installation of high-tech surveillance equipment and floodlighting have been undertaken, he said. In a separate reply, the Minister conceded that illegal migrants from neighbouring countries have managed to obtain ration cards, passports and voter’s identity cards as these illegal migrants mingle easily with the local population due to ethnic and linguistic similarities. However, he declined to make an estimate of the population of the illegal migrants. “Since the illegal migration takes place clandestinely, the realistic estimate of such migration cannot be determined,” he said. The Government has sanctioned 3656 posts in various ranks under Prevention of Infiltration of Foreigners and mobile Task Force Scheme in Assam, Meghalaya, West Bengal and Tripura to detect and prosecute and deport illegal migrants. Till date, 2,477.59 km of fencing on Indo-Bangladesh border has been completed, including 189.97 km in Assam, 371.12 Km in Meghalaya and 654.49 Km in Tripura. The Government of India is also toying with a proposal to start fencing work on Indo-Myanmar border in Moreh sector in Manipur along a 10 km area. However, it could not make much headway because Myanmar is yet to demarcate the area proposed to be fenced. The Ministry of Home Affairs further said that ULFA has established temporary camps and hideouts in Arunachal Pradesh. In a Lok Sabh reply, the Minister of State for Home Affairs said that according to reports ULFA has some presence in Arunachal Pradesh. Counter insurgency operations against ULFA have been intensified, he said. -------- |
