Hamburg: China on Tuesday said only members of the nuclear non-proliferation treaty were entitled to internationally-permitted nuclear fuel supply, dampening Indian spirits on negotiations in Nuclear Suppliers Group in the wake of a deal being clinched with US. Sharing the dais with German foreign minister Frank-Walter Steinmeier at the global platform of ASEM, Chinese foreign minister Yang Jiechi underscored the requirement of NPT membership for NSG-sanctioned use of nuclear energy for civilian use. ?All NPT members have a right to use nuclear energy for civilian use,? he said, adding that the non-proliferation framework was not only to be ?maintained but also protected?. The statement came in reply to a query on the stand that China and Germany would take in the NSG in the wake of India? s demand for international civilian nuclear cooperation to enhance its energy security. The demand came in the form of foreign minister Pranab Mukherjee? s intervention in the discussion on climate change. ?India has accorded a prominent place to developing nuclear energy for meeting its energy needs,? he said, seeking ?international civilian nuclear cooperation with India? while underlining it as a solution towards arresting climate change. If the statement was a demand for international backing for the Indo-US deal outside the umbrella of NPT, the Chinese response may have poured cold water on its hopes of obstacle-free negotiations in the NSG. Always seen as a wild card by the Indian camp, the Chinese statement may only underscore Indian fears. Germany, interestingly, chose silence to answer the question.

Panun Kashmir, an organisation for displaced Kashmir Pandits, on Wednesday alleged vested interests have grabbed a number of properties of Hindus in the Kashmir valley and urged the state government to take stern action against the guilty. "We have received several reports that some vested interests in Kashmir valley have been grabbing the properties, including agriculture lands, residential houses and religious premises, of displaced Hindus in different parts of Kashmir," Chairman of Panun Kashmir, Agnishekhar, said. "A fact-finding team sent by us recently to the valley has reported that many places have been grabbed by vested interests in the valley," he said. The grabbed properties include religious places like cremation ghat and temple land of Karihama-Gutingu in Kupwara district, Batpura and Kapalmochan temples in Shopian district and Shiv temple at Thejiwara, he said. Besides, some residential houses and orchards belonging to Kashmiri Hindus are also under the illegal occupation of some people in different parts of the valley, he said. Panun Kashmir has decided to depute a team to the valley to make a full assessment of the encroachments, Agnishekhar said. Redefining ?Minority? The UPA government is reportedly planning to introduce the Constitutional (103rd Amendment) Bill in the monsoon session of Parliament, seeking to redefine the term ?? minority?? on the basis of population at the State level rather than the national level. The Bill would be in tune with the Supreme Court verdict of August, 2005, according to which the most appropriate level to decide minority status for communities is the State level, not the national level. For instance, Muslims are a majority in Jammu & Kashmir ? at the State level in this particular case ? while at the national level the same community has the privilege of being treated as a minority group. To put it bluntly, it is the Hindus who are the tortured minority in Jammu & Kashmir ? the Kashmiri Pundits languishing in refugee camps outside their home State are proof enough. The aberration cannot be more glaring, then, in secular India. In fact, as of now, there are six States and Union Territories ? Jammu & Kashmir, Punjab, Lakshdweep, Mizoram, Meghalaya and Nagaland ? where Hindus, otherwise the ?? national majority??, are in a minority. Asom? s case will be interesting in the days to come. Given the unbridled flow of illegal Bangladeshis to the State and their safeguarded settlement under the patronage of pseudo-secular political parties, and of course given their unchecked fertility rate, the Asomiyas will soon be outnumbered in their own homeland. The trend is visible today in most of the districts of lower Asom and the Barak Valley. In other words, time is not far when the Asomiyas will have the ?privilege? of being a minority community in their own homeland ? throughout. The irony, loaded with treason, however, will be that the majority will not be an Indian community. It will be the Bangladeshi community! No wonder that even today illegal Bangladeshis are pampered as Indian ?minorities?. Who will take care of the Asomiya minority in the days to come? Not the political and rebellious sons of the soil who are out to sell their motherland.

8 HYDERABAD, May 31: A week after Andhra Pradesh Chief Minister YSR Reddy announced that the Central Bureau of Investigation would investigate the bomb blast at Makka Masjid, no development seems to have happened in the case. CBI is not even directed by authorities to begin a probe in the case.

Andhra Pradesh Chief Minister had recommended an enquiry by CBI into the May 18 bomb blast at the historic Mecca Masjid here and announced a judicial probe into the subsequent police firing. Chief Minister's decision had come after the Muslim community mounted pressure to order a probe into both the blast and the police firing. The move was aimed at cooling tempers ahead of the Friday prayers.
