Indian President Pratibha Patil, the first woman elected to the top Constitutional office in the Indian Republic, is a God-fearing person, and has been so all her life. Even as Governor of Rajasthan, she had no hesitation in confessing her religiosity. She also women the respect of secular elements and members of other Faiths by her scrupulous secularism, and her commitment to the Secular moorings of Independent Idea. Facing the wrath of Hindu fundamentalists and the Bharatiya Janata Party government in Rajasthan, she did not hesitate to return the infamous Freedom of Religion Bill which they wanted to enforce to harass religious minorities and the state's Tribal and Dalit Population. But the Media, specially the many mushrooming Faith commercial TV channels, seem eager to capitalise on her elevation to the Presidency. Asstha TV, among others, have repeatedly telecast clips of her visits to various temples, particularly Parashtan, the Mount Abu, headquarters of the white-clad Brahmkumaris, whose mission was founded by a man now reverentially called Baba. He died in 1969. In her visit to the Ashram, the then Governor had said: ''I had a very happy experience here. The Baba came into the body of Hriday Mohini Dadiji. I did not know that he still talks. I thought he will say something and I will listen. But he had a chat with me and put me into difficulty. He also made me very lucky.' Perhaps the Press Secretary of the President will take notice, and Rashtrapati Bhawan will be saved embarrassment for the rest of the five years she has in office.

RIYADH (AFP) - A Bangladeshi man died of fright after being arrested by Saudi Arabia's controversial religious police for washing a car instead of praying, a local newspaper reported on Sunday.

The unnamed man died last week in the holy city of Medina after being detained by members of the Commission for the Promotion of Virtue and Prevention of Vice, Al-Jazirah reported.

The Arabic daily said the man "convulsed in fear after he was arrested, leading to a drop in his blood pressure and causing his death."

The man was arrested by members of the commission, commonly known as the Muttawa, for washing a car during a time of day when he should have been at prayer, the paper said.

The Muttawa enforce a strict Islamic moral code in the ultra-conservative kingdom, and are increasingly being criticised by the public for perceived abuses.

The Muttawa beat a group of Iraqi pilgrims holding British and US citizenship in the Muslim holy city of Mecca, a Saudi Shiite news website said on August 6.

The Shiite news website rasid. net said the Muttawa beat the pilgrims with sticks after accusing them of being "infidels" as they circled the holy Kaaba stone at the Grand Mosque, Islam's holiest site.

The head of the Muttawa, Ibrahim al-Ghaith, said the Bangladeshi man "fainted" while being transported in a vehicle and that doctors found no signs of "assault or torture" on his body, Al-Watan newspaper reported.

Three commission members and policeman who witnessed the incident were questioned before being completely exonerated, it added.

Complaints about excesses attributed to the 5,000-strong force have become increasingly common in the local press in recent months.

The English-language daily Arab News reported last week that a Nigerian convert to Islam was jailed in Riyadh after he helped a sick 63-year-old woman and was then accused by the religious police of immoral behaviour.

Earlier this month, a court acquitted three members of the Muttawa and a policeman over the death of a man in their custody in the northwestern city of Tabuk. He too had been accused of associating with a woman who was not a relative.

The interior ministry issued a decree in May 2006 that aimed to rein in the Muttawa by requiring them not to interrogate detained suspects, as they had previously done, but to hand them over to the regular police instead.

However, Interior Minister Prince Nayef bin Abdul Aziz last month defended the Muttawa, accusing journalists of exaggerating recent abuse allegations.

Giving its decision on the vexed issued of a destroyed PMO file on Subhas Chandra Bose's fate, the Central Information Commission has directed the Prime Minister's Office to provide documents sought by Mission Netaji.

"A copy each of page 68/N in File no RTI/219/2006/PMO and page 151/C of File No
2(64)56-70 PM Vol V (closed) will now be provided to Shri Anuj Dhar within one week of issue of this Decision Notice," directed Chief Information Officer Wajahat Habibullah. The Chief Information Officer also handed over to PMO Director Amit Aggarwal copy of a letter by Dhar to Habibullah with the instruction that "this document may be examined ... (and) further information provided to him".

Dhar's letter lists 9 letters/documents exchanged between the PMO and Mukherjee Commission and states that "the key issue is transparency".

"An evidently secret file concerning a matter of national importance appears to have been destroyed in suspicious circumstances and the PMO is sidestepping the issue. As such, the disclosure of 1 to 9 above will not only be in tune with my original application seeking 'all papers concerning the destruction of file No
12(226)/56-PM' but also serve public interest."

The file in question (No. 12(226)/56-PM titled Investigation into the circumstances leading to the death of Shri Subhas Chandra Bose) was destroyed in 1972 when Khosla Commission of Inquiry was functioning. The destruction was prima facie unlawful. Government procedures don't allow destruction of even unclassified historical papers relating to issues "which gave rise to interest or controversy on the national plane".

File 12(226)/56-PM in all probability was Top Secret, as most papers on Netaji's death are, and yet, the Prime Minister's Office informed Mission Netaji that it was destroyed "during routine process of review/weeding of old records". Government rules regarding "review/weeding of records" are very clear that "files/documents will not be destroyed" in case "an inquiry has been initiated ... by a Commission of Inquiry".

The destruction can only take place after the submission of the report by the Commission and with due approval of the head of the department. It is still not known who ordered the destruction of this file and why. However, it has been rumoured that the file was maintained by former Prime Minister Jawaharlal Nehru and was destroyed on orders of PN Haksar, the Secretary to Prime Minister Indira Gandhi.

In 1970s, the matter was brought to the notice of High Court judge GD Khosla, a friend of Pandit Nehru's, but he chose to remark in his report that "no case of concealment of evidence had been made out against the Government" and that file was destroyed "in the ordinary course of routine according to which old and unwanted files are destroyed to lighten the burden of the record rooms".

On the other hand, Mukherjee Commission (1999-2005) opined that the file could have been of "great assistance" in resolving the matter. Unlike Khosla, whose inquiry betrayed evidence of partiality and fraudulence, Mukherjee, a former Supreme Court judge, almost indicted the Government for not parting with details about the file's destruction.
