All India Christian Council

A Christian Family Forced to Leave Village in Manipur

New Delhi: August 31, 2007 (aicc)

A Rongmei Christian family is forced to leave Chingmeirong Rongmei Village in Imphal, the capitol city of Manipur state. Their refusal to leave the village caused tension among the community.

Sources told the All India Christian Council (aicc) that Mr. Kaphun Malangmei formerly was a follower of the Tingkao Ragwang Chaprik sect of the Rongmei indigenous religion. He adopted Christianity along with his family members a few months ago.

According to Makulin Remei, spokesperson of Chingmeirong Rongmei Pei Authority, Mr. Kaphun’s decision to adopt Christianity and remain in the village was a violation of the village’s norms.

But Mr. Madhu Chandra, aicc Regional Secretary, said, “This violates the constitutional guarantee of freedom to adopt, practice and propagate religion. A local rule that requires Christians to vacate from Rongmei Villages cannot be above the fundamental rights provided in Indian Constitution.”

Rongmei Christian minorities in Rongmei villages and Meitei Christians in Manipur valley have faced discrimination in the state from religious fanatics.

Dr. Sam Paul, aicc National Secretary of Public Affairs, appealed Shri O. Ibobi Singh, Chief Minister of Manipur, in a press conference held at Imphal on March 17, 2005. Shri. O. Ibobi promised safety and protection of Christian minorities on the State Assembly floor on March 18, 2005. “In spite of assurances by state leaders, Christian minorities have been constantly threatened by fanatic groups in the state,” said Dr. Paul.

Nagaland State Bharatiya Janata Party President, Mr. Ato Yepthomi told Christian Council that his party will appeal to Manipur Government to ensure the safety and protection of Rongmei and Meitei Christians.

Manipur has Christian population of 35% yet the Meitei and Rongmei Christians suffer persecution from fanatic groups belonging to their own communities. In 2005, three months old death body was removed from Christian grave yard in Imphal West and church bodies at Phaknung, Lamding, Yumnam Khunou were burnt down by the villagers. Police forces had to wait the pressure from higher authorities and human rights agengies to fulfill their duties to protect the minority in the state.

Speaking about the historical church building at Kangla at Imphal city, Shri Rishang Keishing - former Chief Minister of the state and Member of Parliament (Rajya Sabha) presently told to Christian Council that Manipur Government must preserve the church building at Kangla, which lays vacant after Assam Rifle vacated the place. Mr. Keishing said that it symbolizes the unity in diversity of the state.

The All India Christian Council (www. aiccindia. org), birthed in 1998, exists to protect and serve the Christian community, minorities, and the oppressed castes. The aicc is a coalition of thousands of Indian denominations, organizations, and lay leaders.

*Why was Gokul Chat targeted?* http://www.hindu.com/2007/08/27/stories/2007082758350200.htm

Swathi V.

HYDERABAD: Mangled softy machine, far flung footwear, congealed blood and an unbearable stench marked the ravaged "Gokul Chat" on Sunday. Premchand Vijayvargi, one among the seven family-partners, was pleading hoarse to be left alone.

"We are humble businessmen and do not in the least know why our eatery was targeted," he said.

Gokul was started 34 years ago as a small family-owned establishment and expanded gradually into a medium-sized outlet selling all chat varieties and softies. With the city turning more cosmopolitan, the eatery had begun to attract huge crowds. However, it had also encountered major roadblocks with regard to its extension upstairs—the extension had to be closed down eventually-- and the lack of parking space due to which it remained closed for a month recently. It was reopened in June only to face a more horrendous obstacle this time.

Proximity to VHP office

Mr Premchand might plead ignorance but the local people link the incident to the presence of a huge Hindu population in the area and the proximity of the chat bhandar to Vishwa Hindu Parishad office.

"The region ranging from Esamia Bazar to Badi Chowdi is thickly populated with North Indian business communities, especially Hindus from Gujarat and Rajasthan," informs a social worker from the area. The VHP office standing just about 20 metres behind the blast site could be another prominent reason, he says. Neighbours say that security around the office had been beefed up following intelligence alerts after the Mecca Masjid blasts. Of late, however, the security in the backyard leading to Gokul Chat was slackened.

* Night raids on madrasas anger clergy

Hyderabad, Aug. 30: Madrasas have accused the Congress government of being anti-Muslim after police raided a well-known Islamic seminary in the city late on Wednesday night. Two more madrasas including a girls' seminary were raided on Thursday afternoon. Police, however, described the raids as verification exercises undertaken as part of the investigation into the twin blasts. A team of cops swooped down on the 25-year-old Darul Uloom Hyderabad, managed by eminent Islamic scholar Moulana Hameeduddin Aquil Hussami, in the dead of night and conducted a virtual identification parade of students and teachers.

Most of the students in the madrasa are below 14 years and several are orphans. The midnight swoop angered the Muslim clergy who said the police was "terrorising Muslims and branding them as terrorists". Cops returned to the madrasa on Thursday morning for verification of records. Moulana Aquil had campaigned for the Congress during the last Assembly elections and had shared a dais with senior Congress leaders including Chief Minister Y. S. Rajasekhar Reddy.

"Madrasa is an educational institution," said Moulana Khalid Saifullah Rahmani, general secretary of the Deeni Madaris Board. "It is open to all. Raiding a madrasa in the dead of night will send wrong signals and create communal frenzy." The Madaris Board, umbrella body of madrasas in the State, held an emergency meeting on Thursday evening to denounce the police action as highhanded. It said that several young students were traumatised by the presence of the police late in the night. The board, comprising senior Islamic clergy, wondered what had forced the police to raid madrasas during night when they could visit them without trouble in the morning.

Representatives of over three dozen top madrasas participated in the meeting and decided to call on Chief Minister Y. S. Rajasekhar Reddy after Friday prayers to lodge their protest . They also warned of severe Muslim backlash if the Congress government did not desist from such actions.

"Madrasas create responsible and God-fearing citizens," said Moulana Hameeduddin Aquil, who chaired the meeting. "No terrorist has ever been rounded up from a madrasa in India. Even senior BJP leaders like LK Advani gave them a clean chit. If we come across any anti-national element, we will be the first ones to hand them over to the police." Meanwhile, police on Thursday afternoon raided Darul Uloom Anwarul Huda at Kishanbagh and Jamia Ayesha Siddiqa Lil Banat, a gir l's religious school at Misriganj, angering the Islamic clergy further.

Subject: NE on radar of Bangla-based Jehadis

NE on radar of Bangla-based Jehadis By R Dutta Choudhury GUWAHATI, Aug 30 – Jehadi groups from Bangladesh, under the banner of United Jehad Council based in the neighbouring country, have launched efforts to create disturbance in the North East region of India and the ultimate aim of the groups backed by the Pakistani Inter Services Intelligence (ISI) is to cut off the region from the rest of the country. Of late, the police and security agencies came across disturbing intelligence inputs about the attempts of the Jehadi elements and all the forces involved in the counter-insurgency operations have been alerted to thwart the move of such anti-national forces.

Highly placed police sources said that almost all the Jehadi groups have come under a common umbrella organisation, that is the Bangladesh based United Jehad Council, and what is more disturbing is that such groups have also started extending help to the militant groups of the region to achieve their own goal. In fact, last month, intelligence agencies came across reports that Jehadi elements from Bangladesh entered Assam along with the members of the United Liberation Front of Asom (ULFA) to create disturbance during the Independence Day celebrations.

Police said that according to intelligence inputs, at least six to seven Jehadi elements belonging to the Jamat ul Mujahideen and Harkat ul Jehadi Islami managed to sneak into Assam from Bangladesh last month by taking advantage of the porous international border and their assigned task is to create disturbance in Guwahati city. Sources said that they managed to enter Assam through Mankachar in Dhubri district and police now know the names of two of them. They are Rezaul Karim, an explosive expert, and Jahir Ali, both Bangladeshi nationals. However, despite best efforts, the police and security forces have not been able to nab them as yet and they are still at large.

Police said that last year also, a group of Jehadi elements managed to penetrate into Assam with an assignment to create major disturbance in the State and they were planning a series of blasts on trains on July 23. But fortunately, the security agencies came to know about the plan just a few days before and it was foiled. This time also, the security agencies managed to get hold of information about the plans of the Jehadi elements but so far those who entered the state are yet to be traced, which kept the police and security agencies on their toes.

Sources revealed that taking advantage of a sizeable number of migrant population in certain districts of Assam, the Jehadi elements are trying to establish their roots in the state and they also extended help to organisations like the MULFA and MULTA. Sources said that their goal is to establish network and organise “sleeper cells” that would work as informers and would also provide shelter to the Jehadi elements sent from Bangladesh to create disturbance in the state.

It may be mentioned here that in the late 1990s, the network of the ISI-backed organizations in Assam were busted following the arrests of four ISI operatives in the city and on the basis of their interrogation report, at least 40 Harkat Ul Mujahideen (HUM) militants, some of whom were trained in Pakistan, were arrested from different parts of the State. After lying low for some time after the busting of the network, the Jehadi elements have once again started their efforts to establish roots in Assam and in recent times also, a number of youths were reportedly taken to Bangladesh for training. However, police admitted that there is no report of youths being taken to Pakistan in recent times. Police claimed that though the Jehadi elements coming into the state from Bangladesh could not be nabbed, a number of MULTA and MULFA activists were arrested. In the last three years, at least 50 Islamic militants were arrested and about the same number of militants surrendered and from them, the police and security agencies managed to know a great deal about the game plan of the groups.

On the links between ULFA and Jehadi elements, police said that according to information available with the intelligence agencies, the Jehadi groups extended help not only to the ULFA but also to other militant groups and one aim is to achieve the goal of creating disturbance. The Jehadi elements by helping out the militant groups, also managed to ensure security to one particular community of people, sources pointed out.

Police said that the ULFA is still maintaining links with the ISI and the Pakistani agency is providing explosives, PTD switches, timer devices etc to the militant outfit. Sources said that in the 1990s, at least 20 ULFA members were given training in Pakistan in handling of explosives, particularly programmable time devices and now the role of the ISI is limited to providing explosives and other materials.
