However, this has stirred a hornet's nest in the country. Opinions remain divided for and against New Delhi's military engagement with the US. Twenty-four warships from five countries are taking part in the Malabar series of naval exercises at 100 nautical miles west of the Andamans and 500 miles East of the Indian shores in the Bay of Bengal. The US will have major presence in the exercise with participation of its 13 warships erasing the memories of the USS Enterprise in the Bay of Bengal during the 1971 Indo-Pak conflict. The US contingent includes nuclear powered submarine USS Chicago, Air carriers USS Nimitz and USS Kitty Hawk. Nevertheless, in the run-up to the exercise things were not as smooth as they appeared to be. The Left parties geared up for a major protest against this multi-national naval exercise. Its criticism stems from the fact that any strategic pact with the United States would be fraught with dangerous implications. It is of the view that such an exercise would give the U. S. an opportunity to achieve its long-cherished hegemony in the Indian waters. Kazim Ali Khan who had won the seat in the assembly elections had resigned his seat after joining Bahiujan Samaj Party. He trounced his nearest rival Shiv Bahadur Saxena of BJP by a margin of 49000 votes. His victory margin three months ago when he contested from the same seat was a mere 16000 votes. --------- [7] UGC chief calls for reforms in higher education Staff Reporter COIMBATORE: It is not enough to bring about expansion, inclusiveness and quality in higher education, it is also imperative to look into the reforms that can be brought about in the higher education system, University Grants Commission Chairman Sukhadeo Thorat said on Saturday. “Reforms cannot be brought about without the intervention and suggestions from the institutions themselves. With this in mind, the UGC has planned four regional conferences between September 11 and 20 to be attended by the Vice-Chancellors. They can use this forum to deliberate on the reforms. A national conference will be held on October 9 and 10 to finalise the deliberations,” he said. Listing the challenges in the higher education system, he hoped that the issues would be addressed in the 11th Plan. “The Ministry of Human Resources Department and the UGC are working on this. Various steps and schemes are likely to be taken for promotion of higher education.” The first and foremost issue that needed to be addressed was the low enrolment rate (10 per cent) in higher education. It should be increased to at least 20 per cent in the next five years to sustain the country’s economic growth, he said. Another issue that needed attention was the imbalances and disparities in the system. “There are gender, social, inter-social, rural-urban and religious disparities. The girl ratio in higher education is a mere seven per cent as against the 11 among males. Urban ratio is 27 per cent, while those going in for higher education from rural areas are considerably less.” Increasing quality The third most important issue was that of increasing quality. “There are disparities even here. Some colleges and universities are good, while some others are not. Only 35 per cent of the institutions are meeting the eligibility criteria to receive UGC grants. Nearly 50-60 per cent of the institutions are graded “D” by the National Assessment and Accreditation Council. Thirty-five per cent are in the “C” grade. Quality should be given priority.” He wanted more institutions to join the list of Centres with Potential for Excellence. http://www.hindu.com/2007/09/03/stories/2007090354370500.htm ------------ [8] “Never intended to show disrespect to apex court” I hold Justice Pasayat in high esteem: Additional Solicitor General NEW DELHI: Additional Solicitor General Vikas Singh, who has been in the eye of a storm over his brief stand-off in the Supreme Court this past week, said on Saturday that he never intended to show disrespect to the apex court or its judges. “I never intended to disrespect Justice Arijit Pasayat,” he said when asked whether the Union Government, whom he was representing in a case before the Supreme Court, had disapproved of his aggressive attitude towards the Court. The Additional Solicitor General had entered into a verbal clash with the Bench headed by Mr. Justice Pasayat this past Monday during the hearing on the Delhi sealing case. “I am ready to face contempt,” Mr. Singh had said when the Bench warned him against repeatedly raising his voice against the Court order directing the authorities to stop commercial activities in over 1,500 unauthorised colonies across the Capital. The Bench had said it was not accustomed to the manner in which the Union Government’s counsel was making his submission after the order was dictated. The ASG had also faced the ire of another Bench, of which Mr. Justice Pasayat was a member, for questioning its jurisdiction in going into forest matters, which he had contended was the domain of the Executive. That had prompted the Centre to disengage him from appearing before the Special Forest Bench. Asked about reports that the Government had taken a serious note of the two incidents and had sought an explanation from him, the ASG said he has no comments to offer. “I can only say I respect Justice Pasayat. I hold him in high esteem,” he said, adding that the Supreme Court is the country’s top judicial forum and “I do not want any harm should come to the institution.” “Apologise to court” Mr. Singh has been advised by Law Minister H. R. Bhardwaj to apologise. Ministry sources said that Mr. Bhardwaj was upset over the ASG’s “aggressive” stance during the hearing. — PTI |
