On September 08 2006 in the afternoon, Malegaon was rocked by a series of explosions that took more than thirty innocent lives, many of them being the children belonging to families living below poverty level (BPL). As normally the case is, the leaders were quick in planning a visit to the blast site, with Deputy Chief Minister RR Patil, in Malegaon by 05:30 the same evening, being the first to do so. Along with lifting the curfew, he also announced a compensation of one lakh rupees by the State.

The next morning, it was as if the whole Government, State as well as Centre, was there in Malegaon. While Chief Minister Vilasrao Deshmukh was there with half a dozen Ministers, Mrs. Sonia Gandhi herself came with Home Minister Shivraj Patil and other colleagues from Delhi. Sonia, apart from meeting the families of the victims, also met the local community leaders. They expressed their displeasures over the compensation amount and inadequate availability of the medical facilities in the town. And probably on Sonia's behest, the Government promised several packages for the overall development of the town.

Government agencies harass academics, looking for Naxalites in Karnataka educational institutions

I am deeply disturbed at recent developments in the state of Karnataka, once known for its secular character, peace and cosmopolitan ambience. The state has seen a spurt in activities against the minorities, both Muslims and Christians. A local group recently met the National human Rights Commission and Union Home Minister Shiv Raj Patil in this context. Now it transpires that even as they fail to curb anti Christian terrorism, Karnataka State agencies are entering Christian educational institutions to probe links of Human rights groups with alleged naxalite activity. In a very controversial incident, intelligence agents came to the famous St Joseph's College in Bangalore, among others, last Sunday. They hung around the college premises for more than four long hours. They were keen to know how the "Karnataka communal harmony" group made an entry into St. Joseph's College premises. The group consisting of several activists, academicians and others meet in various parts of the state. The major colleges in the state capital - as is the practice in most metropolitan cities -- routinely provide space for all progressive groups. Intelligence groups insist that many of such human rights and civil society groups sympathise with Naxalites and PWG Angry college authorities have questioned this state action, and are asking if giving space to human rights groups is against the government policies. It is understood that Mr. Deve Gowda has been monitoring all NGOs in his home district of Hassan. Activists have been complaining that the social space is becoming limited in the State. I strongly protest this and call upon civil society groups to take the matter up with the authorities in the state capital of Bangalore, as also in other states and with the Central Government. New Delhi, Sept. 9 Getting a new passport will be a lot more easier and quicker with the comprehensive overhaul of the Passport Issuance System involving a four fold increase in the number of application centres from the present 350.

In the next 19 months, 68 new Passport Facilitation Centres will come up in various parts of the country and applicant can get the passport within three days of police verification.

"The Passport Seva Project will result in delivery of passport- related services to the citizens in a time-bound, transparent, more accessible and reliable manner," a senior External Ministry official said.

Under the project, government will outsource front-end activities to service providers who will set up facilitation centres across the country.

Re-issuing a passport, getting a duplicate passport or an additional booklet or change in name would be done within three working days, while change in name or address would be done on the same day of filing of application.

However, these services will come at a cost and the service providers will be allowed to levy an additional fee over and above the government fee for each service they provide.

Besides, the working conditions in the existing passport offices, which would be used as back offices, would be improved at a cost of Rs eight crore.

Passport centres across the country will also be upgraded using Information Technology and bringing in uniform procedures in the passport issuance system, the official said.

Passport offices will also be linked with the police to improve monitoring and reduce delays in police verification.

"We will be in constant touch with the police to speed up the police verification process," the official said, adding Government has also decided to outsource dispatch of passports to India Post.

A Project Management Unit will be established to ensure implementation of the project.

A total 41 lakh passports were issued in 2006, while the number was
37.5 lakh the previous year.
