The Traffic chaos and collapse in Delhi yesterday was due to the fact that the All India Confederation of SC/ST Organisations rally marched from Ramlila Maidan to Jantar-Mantar at about 3:25 PM in which lakhs of people had participated. There was complete traffic jam at ITO, K. G. Marg, Connaught Place, Barakhambha Road, Ranjeet Nagar Flyover, Minto Road, Daryaganj, Bahadurshah Zafar Marg, Karol Bagh, Panchkuian Road due to this rally. Every year followers of Sikhs religion take part in Guru Teg Bahadur Martyrdom day procession but never there has been traffic chaos like this. To a question as to why the traffic bandobast did not work, Joint Police Commissioner (Traffice), Qamar Ahmed, rightly said that the main reason for the traffic chaos was the Confederation Rally and not because of the procession of the Sikhs. In fact, the traffic police had not anticipated that such a vast sea of people will take part in the confederation rally. These traffic snarls have vitiated the minds of the common people against the Sikhs whereas the traffic jam at Connought Place and other places was not due to Sikh procession. This could be nothing but incitement of riots against Sikhs. Their procession normally starts from Old Delhi, Nai Sarak, Pahad Ganj, Karol Bagh and finally terminates at Connought Place between 3 and 4 PM. whereas the traffic arrangement had started collapsing at about 4 PM and this situation lasted till about 9 PM. It seems that the correct coverage of this situation has not been done or for whatever reason the media published the news that the traffic jam was due to the Sikh procession. In the Confederation Rally thousands and lakhs of educated people had participated who represent sentiments of crores of people. Thus the sentiments and the problems faced by crores of people have not found any place in the media. Due to this indifferent and callous attitude of the media, people who had come for the rally got suddenly excited and assembled on the road near Ambedkar Bhavan, Rani Jhansi Road, New Delhi due to which some vehicles got damaged. The issues and demands raised in the rally are given below. If the media thinks that Dalits of this country have their problems then they may take the trouble of giving them due coverage. Yesterday, the 10th December, 2007, a large number of SC/ST Employees, officers and others from all over the country assembled at Ramlila Maidan, New Delhi, under the aegis of All India Confederation of SC/ST Organisations and then marched to Parliament Street to press for their demands. Dr. Udit Raj, National Chairman of All India Confederation of SC/ ST Organisations while addressing the mammoth rally said that during three-and-a-half-year tenure of UPA government at the Centre, nothing significant had been done for the upliftment of Dalits. This has led to widespread unhappiness and dissatisfaction particularly among Dalits and Adivasis. Dr. Udit Raj said that enactment of Reservation Act has become an imperative necessity with provisions for punitive action against who violate the provisions of reservation. The Standing Committee headed by E. M. Sudarsana Nachiyappan submitted its report to Rajya Sabha and Lok Sabha on 26.7.2005 and till date Reservation Bill has not been passed. He, therefore, urged the government to enact the reservation act without any delay. He said that the position regarding filling up of backlog posts is quite grim. In this connection he referred to his recent meeting with Prime Minister, Dr. Manmohan Singh and raised this issue. Dr. Udit Raj apprised him that till now only 48000 posts have been filled, then PM informed that it was 53000. This is nothing considering the number of backlog posts. The officials including Minister in DOPT are not having intention to facilitate the reservation policy, be it enactment of Reservation Act or filling up of Backlog Posts. On the issue of reservation in the private sector, the Corporate Sector does not seem to be serious at all. Dr. Udit Raj said that under the pressure of the Government and the Confederation, the Committee appointed by the Confederation of Indian Industries (CII) under the chairmanship of Shri J. J. Irani, made recommendations to provide education and training to Dalits and Tribals. So far nothing substantial has been done in this regard. If the corporate sector is really interested, they should not create any obstacles in enacting a law for reservation in the private sector and the Government should also take a tough stand on this issue and bring about a legislation for this purpose immediately. The Judges (Inquiry) Bill 2006 which seeks to establish a National Judicial Commission to undertake preliminary investigation and to inquire into allegations of misbehaviour or incapacity of Judges of Supreme Court and High Courts, is also hanging fire. This Bill does not restore the position existing before 1993 where Executive used to appoint Judges nor does it meet out the aspirations of Articles 14 and 15(4), i. e., reservation. If reservation is there for law making and enforcing institutions, then why not in judiciary? Out of a total of about 610 Judges, only 20 belong to Dalit community. Only reservation in judiciary can rectify this situation. Similarly All India Judicial Services should be introduced as provided under article 312 of the constitution with a view to ensure participation of Dalits and Adivasis in higher judiciary. The present system of administration of justice has given rise to corrupt judges like Shri Y. K. Sabharwal, former Chief Justice of India. Dr. Udit Raj also raised some of the other important issues which directly concern Dalits and Adivasis are land reforms, land tenancy issues, land use and its planning, system of disposal of land related court cases and better management of the process of updating of land records, introduction of vacancy based roster system in place of post-based roster system, time bound promotion for Safai Karamcharis and abolition of contract system, issue of fake caste certificates to be made a criminal offence and acceptance of the caste certificate on interstate basis also and empowerment of the National Commission for Schedule Caste and Scheduled Tribe with full autonomy for administrative, financial and judicial powers.
