I. http://www.nepalnews.com/archive/2008/may/may22/news09.php Maoists get green signal to form govt The Maoists have finally received the green signal they have been desperately looking for, with four major parties in the Constituent Assembly - Nepali Congress, CPN (Unified Marxist Leninist), Madhesi Janadhikar Forum (MJF) and Terai Madhesh Loktantri Party (TMLP) - agreeing to allow the Maoist party, which has emerged as the biggest party through the Constituent Assembly election, to take over the reins of the new government. An understanding to this effect was reached at a meeting of the aforesaid four parties in Singha Durbar Thursday. The four parties have also decided to urge Prime Minister Girija Prasad Koirala to invite the CPN-Maoist to form the new government, stressing that the Maoists should immediately start the process for the formation of the new government. NC leader and Minister for Peace and Reconstruction Ram Chandra Poudel, who was one of the participants at the meeting, told reporters after the meeting that the four parties also agreed to "resolve the constitutional crisis" through an amendment in the interim constitution. He said that the likely composition of the next government was also discussed at the meeting. A meeting of five parties, CPN-M included, is to take place in the evening. Top leaders of NC, CPN (UML) and MJF had agreed on Wednesday to form a common stance on future power sharing -- ceremonial president after the abolition of monarchy - and amendment of the interim constitution so that a government can be formed and removed through a simple majority in the Constituent Assembly rather than the existing provision of it needing 2/3rd majority. However, the Maoists are clearly against both the ideas and have vowed to oppose it. nepalnews. com ag May 22 08 II. http://www.nepalnews.com/archive/2008/may/may22/news12.php PM says he'll speak on govt's current status in first CA meeting Prime Minister Girija Prasad Koirala has said he will clarify the status of the current government, as well as his own, at the first meeting of the Constituent Assembly on May 28. Koirala said this in response to a proposal of the Maoist ministers during a cabinet meeting today that he must clarify the exact status of the government –- whether it's a caretaker government with very limited rights, and if he was preparing to hand over the reins of power to a new government right away. The Prime Minister is learnt to have said that he "will make everything clear" at the first CA meeting, which is set to abolish monarchy and declare republic. The Maoist ministers in their proposal also asked the cabinet not to take important decisions concerning economic and administrative matters. Meanwhile, the government has promulgated an ordinance on the procedures of the CA meeting and the swearing-in of Assembly members. A cabinet meeting held at the PMO in Singha Durbar Thursday afternoon took the decision to this effect. The commission has police AIG Amar Singh Shah and deputy attorney general Sarad Raj Gautam as members and has been given 15-day deadline to submit the findings to the government. Their literacy rate is no more than 15 per cent, and even among those who are officially classified as 'literate', many can only read and write their names. The female literacy rate among rural Kutchi Muslims is estimated to be less than 3 per cent. It is in this context that the Jamiat Arabia Ulum ul-Islamia, the only large madrasa associated with the Deobandi school of thought in Kutch, is engaged in pioneering educational work. It is located on the outskirts of Bhuj, the largest town in the district. It was founded in 1986 by the now aged Muhammad Ilyas of Surat, a graduate of the famed Mazahir ul-Ulum madrasa in Saharanpur in Uttar Pradesh. He first visited the interiors of Kutch on a tour with activists of the Tablighi Jamaat, a Muslim reformist movement. The stark poverty and the pervasive illiteracy that he saw led him to want to establish a school in Kutch, which would provide both Islamic as well as modern education to children from poor Kutchi Muslim families. In 1986, he started the madrasa in Bhuj, with just five children. Today, it has almost 300 boys on its rolls from different parts of Kutch, mainly from very impoverished families. ------------------ |
