One is a paper by Ambasador Teresita Schaffer of the Center for Strategic and International Studies in Washington. It's titled: "India and the US: Steering Past Speed Bumps". The other is a scintillating speech delivered by Mukesh Ambani, CEO of India's largest corporate enterprise, Reliance Industries Limited, at the Asia Society's Washington Center. That speech is titled: "Forging a new US-India engagement". Excerpts fromTeresita Schaffer's paper: The next few months will require careful handling.....(Indian Prime Minister) Manmohan Singh will now be trying to deliver the Congress party's promise to distribute more widely the benefits of economic growth ....both India's future and the health of the US-India relationship depend heavily on how his government performs...Congress's manifesto commits it to sustaining and even accelerating economic growth. That will not be possible without attracting foreign investment, boosting exports and encouraging India's dynamic private industries. Singh will have to hammer out an economic policy that doesn't dampen the spirits of investors but is also acceptable to the leftist allies. These policies weigh heavily on the economic side of the US-India relationship. The political relationship calls fro deft handling on both sides. The two countries' security dialogue and military cooperation have reached a level unimaginable a decade ago. The US government needs to help steer the important relationship past potential speed bumps during the transition. In the process, the US can help give the US-India partnership a multi-party "ownership" in India comparable to what it enjoys in the United States. Three good places to start: **Cultivate common interests **Disagree without being disagreeable **Get personal - there is no substitute for personal relationships at the top. India's expanding footprint on the global scene and its importance as a rising Asian power led the United States to seek a strategic understanding with it; both are likely to continue. We need to be willing and able to work with leaders who are as diverse as the country itself. Excerpts from Mukesh Ambani's speech: The roots of Indian democracy are very strong. The transition from one coalition government to another merely signifies orderly transition. The Indian voter has not rejected economic reforms. It is true that Indian communists are supporting the Congress-led coalition government. Americans need not panic. Americans have dealt with Chinese communists successfully. Their Indian counterparts are equally pragmatic. On foreign policy, there is a national consensus. India-US relations will continue to deepen. A whole new generation of young Indians are breaking new grounds. They are reaching out, to explore and engage with the world: in education, exports, enterprise, excursions and even entertainment. America has begun to recognize this dynamic, vibrant India. There is strong synergy between this forward-looking India and the United States. India today is driven by soaring aspirations and irrepressible ambitions. America is a land of promise and performance. It is time the two come together in a grand partnership. This is a win-win partnership. Today the opportunities for a India-US engagement go beyond information technology and outsourcing of services. They extend to health, university education and scientific research. A India-US partnership can successfully address several crucial health issues: **like, lowering the cost of health care in the US **like, improving availability of professional resources ** like, conducting fast track clinical trials and discovering new drug molecules. A comprehensive, creative and constructive partnership - a Grand India-US alliance will not only serve the vital interests of the two countries, but will also help tackle some of the major challenges across the globe. The 21st century will witness two fiercely fought wars - the war for better life and the war for talent. The have-nots will fight one; the haves will fight the other. The two are intertwined. The US and India can help each other in winning this war. The US can be India's partner in giving a better life to our have-nots. India can be America's partner in meeting your need for professional resources; in winning the war for talent. A constructive, comprehensive, creative India-US partnership will help us win both the wars.
