Pattern of Fake Police Killings to Build Modi's Image

NEW DELHI: The Indian Home Ministry has received official reports stating that the recent 'police encounters' with Muslim 'terrorists' in Ahmedabad were fake and police had "arranged" these murders in cold blood to gain sympathy for Gujarat Chief Minister Narendra Modi.

The Home Ministry officials say that the erstwhile BJP government had opened a ???Muslim account??™, and the Ahmedabad incident was its reflection.

The Gujarat police had gunned down Javed Mohammed, Zeeshan Johar, Amjad Ali and Ishrat Jahan on June 15, 2004. Later, the police declared them ???terrorists??™ who were trying to enter Ahmedabad to assassinate chief minister Narendra Modi.

The identity of Javed Mohammed and Ishrat Jahan has been established, but remaining two are still to be identified. Though the Gujarat police claims that Zeeshan Johar and Amjad Ali were Pakistani citizens, it has no clear proof to substantiate its claim.

In Mumbai, Mira Road and Mumbra are the Muslim dominated localities. Over the years militants have used these suburbs as hideouts and meeting points. They fall under the district of Thane. These two localities are well connected by local trains to Church Gate, the main center of Mumbai. Ishrat Jahan belonged to Mumbra.

The two localities are full of new society residential buildings. Rent is a bit low there in comparison to Dahesar, Borivali, Andheri, Bandra, etc. Therefore, people use to stay in these two localities, but if they don't have ???no-objection-certificate??™ from the local police, the societies of residential complexes will not let them reside within their precincts.

Therefore, it is very difficult to avoid the local police, and more difficult to carry out any sinister activity by residents as the police also has taken up several flats in these areas, either on rent or outright purchase to keep vigilance and launch undercover operations against terrorists.

An official told South Asia Tribune that Ishrat Jahan was a student, and if she had any links with militants, the local police would have known immediately as its intelligence network up to Virar (another locality of Thane) is very strong. The official said that there is only one evidence against Ishrat, and that she had often gone to Ahmedabad with the Pune-based Pranesh Kumar Gopinath Pillai alias Javed Ghulam Ali Sheikh alias Javed Mohammed who was the first generation converted Muslim in his Hindu family.

The National Human Rights Commission (NHRC) is taking up the matter. The Commission had already issued a guideline to all state governments as early as 1977 and again in 1997 after the shoot out in Cannaught Place in the capital where on March 31, 1997, Delhi police had gunned down two businessmen. They were mistaken to be gangster Mohammed Yaseen and his associate. The guidelines included:

??? All encounters should be probed properly and without bias.
??? Any death caused in an encounter with any local police force or para military force in peace area would amount to culpable homicide unless it is established that the action was taken in self defense.
??? The probe report has to be submitted to the Commission within six weeks.
??? Investigation should be independent, cops involved in encounter should be kept out.

A Home Ministry official told South Asia Tribune that that the erstwhile BJP government had opened a ???Muslim account??™ on the line of the ???Sikh account??™ during the Congress regime. He said during the regime of Indira Gandhi and Rajiv Gandhi, the central government had opened a ???Sikh account??™ to kill Sikhs in the name of militancy. He gave details of such an ???account??™ and said records themselves tell the whole story. Whenever any political crisis occurred, Sikhs were killed in fake encounters because it suited the erstwhile government of the Congress party.

After coming to power, the BJP opened a ???Muslim account??™ under which Muslims are still being killed in the name of Pakistani or Kashmiri terrorists. After such encounters, it becomes extremely difficult to prove the police version as fake or spurious unless there is a definite and strong evidence as in the case of Ishrat Jahan or 1997 Delhi encounter, he added. If the Gujarat police is saying that Zeeshan Johar and Amjad Ali are Pakistani, it is very difficult to prove it otherwise.

He said: ???Sometimes police kills on its own to gain popularity and laurels, and sometimes it acts with a political connivance???, he said.

Such encounters are usually carried out in a desolate area after sunset or early in the morning. In such encounters only police personnel are witnesses. In the Ahmedabad shoot-out, too, the roads were blocked by the Gujarat police, and traffic was restricted. Why? It means the police was ready to kill Ishrat Jahan, Javed Mohammed, Zeeshan Johar and Amjad Ali. They may even have been arrested first and then shot later?

There has been not a single encounter in which any police personnel has ever been injured or killed. Usually, the first fire is also claimed to have come from the side of ???criminals??™. In this encounter also, Zeeshan Johar was said to have fired first and the police retaliated in self defense.

In October 2002, Sameer Khan Pathan was killed in an ???encounter??™ in Ahmedabad. According to the police, Pathan had tried to snatch a police personnel??™s revolver, and during the scuffle, the revolver went off, and Pathan was killed. Later, the police gave a statement that Pathan had come to Ahmedabad to eliminate Narendra Modi.

One Asif Reza was also killed by the Gujarat police. Asif Reza had allegedly kidnapped the son of a businessman. He was killed in Rajkot. Later, he was also held responsible for hatching a conspiracy to assassinate Narendra Modi.

In January, 2003, one Sadiq Jamal was killed by the Gujarat police in Narauda. The police claimed that Jamal also wanted to assassinate Modi.

In June, 2003, the Gujarat police killed two ???terrorists??™ in Ahmedabad. The police once again claimed that the terrorists were lying low in Ahmedabad to assassinate Modi and Advani along with other BJP leaders.

Usually, such encounters take place during celebrations of the Independence Day, Republic Day, Shivratri or any other festival, especially a Hindu festival. In Delhi, criminals, militants or terrorists are often killed during these festivities, and Delhi police always claims that the killed militants were planning to disrupt peace in the city.

However, if any enemy power had planned to eliminate Narendra Modi, then how that enemy power has become so careless to so cheaply lose its men? To prepare someone to carry out the task of assassination, lots of motivation and training is needed, and this task is not so easy. No modern or sophisticated weapon was recovered from the Ahmedabad ???terrorists??™ which proves they were not properly equipped for the socalled dirty terrorist job.

However, the sources say that due to extreme political interference, the Indian police force has become instrumental in carrying out the wishes of their political masters.

The identity of Ishrat Jehan and Javed Mohammed has been established. They were Indian citizens, and according to the law of the land, they should have been presented before a court instead of being shot brutally.

Fat cops seek divine help to get SP out

Pot-bellied policemen, who had been asked to cut down on flab by their senior, are now reportedly seeking divine help to get him transferred from Morena district.

The target of the 'yagya', performed today, is Superintendent of Police Rajesh Gupta,

who after taking over charge a month ago, had suspended nearly a dozen policemen, including three inspectors and two sub-inspectors for incompetence.

The overweight policemen were warned of suspension by Gupta in case they don't shed weight within two months.

Specific work out schedules and gaming activities were prescribed by the district police chief.

"I had information about the yagya performed at a temple deep in the jungles of Amvaha tehsil near here," Gupta told PTI, and dismissed it as "unworthy of notice".

The strict mandates issued by the SP included immediate control over gambling activities and illicit liquor trade.

Small-time local leaders involved in illicit activities were also said to be supporting the ritual. Though the cops could follow orders to control crime, getting in shape within stipulated duration "became
unbearable".

A select group of cops reportedly knocked the doors of pundits to find a solution. The pundits have reportedly assured them that conditions leading to the SP getting 'krishn mukh' (transferred) would emerge after the
'yagya'.

"The yagyas won't reduce weight and I am unmoved." The SP had the last word.
