Police perform last rites of Manorama

IMPHAL, Jul 24 : The unclaimed body of thangjam manorama devi alias Hen-thoi (32) of Bamon kampu Mayai Leikai has been consigned to flames at the Mi- nuthong hatta public crematorium by State police personnel amidst tight security arrangement today evening.

Family members of the deceased did not attend the last rites performed at about 5.45 pm.

A State police officer video recorded the entire funeral process that was also witnessed by DCs and SPs of Imphal East and West districts and DIG (Range-I).

Rapid Action force personnel were heavily de- ployed around the cremation venue and some public who tried to view the funeral from safe a distance during the curfew period were chased away by the security personnel.

Following intimation from the irilbung police station Officer-in-Charge for necessary procedure to dis-pose the body that has been lying unclaimed at RIMS mortuary for the last 13 days Imphal East district??™s District Magistrate KK Chhetry issued an order today for disposal of the body and conduct of necessary religious rituals and rites.

The order for disposal of the body was made taking into account possibility of outbreak of health hazard and public nuisance in the locality, mentioned the order.

The order was effected as per decision adopted at an emergency meeting chaired by the Chief Minister O Ibobi Singh and par- ticipated among others by the Chief Secretary, Principal Secretary (Home), DGP, Imphal West and East De-puty Commissioners and Superintendents of Police of the two capital districts.

Talking to some reporters at the cremation site, Imphal East district DC K Chhetry stated that prior information were conveyed to Manorama??™s family on the cremation decision.

As the family members expressed reluctance to take back the body it was consigned to flames as ???Unclaimed Dead Body??™, main- tained the DC who also termed manorama??™s death as unfortunate.

He nevertheless asserted that the cremation of the body should not be construed as forcibly done.

Press sources informed that a combined team of Imphal East district police and IRB personnel led by the district SDPO manimo-han arrived at bamon kam- pu at about 4.30 pm to meet Peoples??™ Action Committee formed in the wake of Manorama??™s killing, families of the deceased and local public on the Govt decision for disposal of the body.

The insistence of the police team to Manorama??™s family to sign on the DC??™s order was flatly rejected.

Earlier today, post mor-tem was conducted on the body for the second time with the first being done on July 11.

Today??™s post mortem was conducted under the supervision of a medical board comprising of three doctors - RIMS Forensic Medicine Dept Hod Dr Momonchand, Dr Bijoy and Manipur Health Services Medico Legal expert Dr Manglem. The whole process was recorded on video.

Mention may be made here that the earlier post mortem on Manorama's body was conducted by Dr Nabachandra.

Dr Nabachandra also gave his statement before the C Upendra Commission consituted by the Govt for probing into the brutal murder of Thangjam Mano- rama today.

It may be noted here that the second post mortem was performed following strong demand from Manorama's mother.

Meanwhile, GOC 3 Corps Lt Gen Daljeet Singh has warmly welcomed the Govt's decision to conduct a second post mortem on Manorama's body

In a statement issued by the Assam Rifles, Daljeet Singh assured that the army would extend all possible cooperation and punish those found guilty. He also requested for allowing an army doctor be incorporated among the doctors that would be post mortem on the Manorama's body.

Widespread students' violence over Rajani's suicide

THIRUVANANTHAPURAM: At least ten government vehicles were set ablaze, scores damaged, nationalised banks attacked and officials gheraoed as students and youth organisations in the State went on a rampage for the second day in protest against the circumstances that led to the suicide of a Dalit engineering student.

Tourism Minister P Sankaran's car was attacked at Kannur by a group of SFI activists.

Nationalised banks, especially the Indian Overseas Bank, and government property were the main target of students' ire as they alleged that denial of educational loan led to the suicide of 22-year-old Rajani S Anand, who was forced to discontinue her studies allegedly following the failure in meeting the educational expenses.

She jumped to death from a seven-storeyed building that housed the office of the Commissionerate of Entrance Examinations on Thursday. She was a computer engineering student at the engineering college run by the state-owned Institute of Human Resources Development at Adoor.

The IHRD-run college was ransacked by a group of activists this afternoon, while pro-Congress Kerala Students Union(KSU) activists locked up the employees of IOB at its Kochi branch for an hour.

At Thiruvananthapuram, SFI and DYFI activists who marched towards the official residence of Chief Minister A K Antony attacked the State Bank of India and Federal Bank buildings. Later, police used water cannons and teargas shells to disperse the activists.

As a sequel, they set on fire at least five government vehicles and pelted stones at dozens of vehicles in the state Capital.

In the northern city of Kozhikode, a vehicle belonging to the Commercial Tax Department was set on fire near the Christian college.

A Jeep of the Kerala State Electricity Board was badly damaged in stone-throwing. Following this police raided the local DYFI office and took eleven people into custody in connection with their alleged involvement in the attack. Several other vehicles were also damaged in other parts of the state.

The IOB branches at the Malabar town of Thalasseri and south-central Changanasseri were also attacked by the activists.

Earlier, a group of pro-CPI AIYF activists 'gheraoed' Scheduled Castes and Scheduled Tribes Development Director Ashok Kumar Singh in protest against the alleged denial of educational benefits to the girl.

College records show Rajani had failed in 9 out of 10 papers

KOCHI: Mystery shrouds the suicide of Engineering college student Rajani S Anand, which triggered violent incidents in the state, as records of the Adoor IHRD college of engineering show that she had reportedly failed in nine out of the ten papers that she had written during the first two years and that she had not attended the college since August 14, 2003.

Enquiries conducted by the Pathanamthitta district SC/ST Development officer also indicated that Rajani had not submitted any application to the college authorities for transfer certificate(TC) either in the prescribed form or even on white paper.

Revealing this at a media conference here today, Scheduled Caste/Scheduled Tribe and Backward Classes Welfare Minister M A Kuttappan said while the suicide of the student was regrettable, it was unfair to put the blame on him and the department for her unfortunate death.

He said the department had fulfilled all its responsibilities with regard to payment of all her dues amounting to Rs 1,14,907 to the college by way of the first and second year fees, stipend and lump sum grant since she joined the institution on November six, 2002, on a payment seat.

Since the college did not have a hostel, Rajani was staying in a private NSS working women's hostel at Adoor and despite this, the department had released her admissible monthly stipend of Rs 315 towards mess fee, he said.

Dr Kuttappan said he had convened the news conference only to give all the details regarding the responsibilities carried out by the department which were not fully available when the matter came up for discussion in the state Assembly yesterday.

He, however, declined to answer repeated questions from mediapersons on the actual cause of death of the student, saying that it was beyond comprehension why the particular nationalised bank failed to grant her application for an educational loan.

All benefits were given to Rajani: M.A.Kuttappan

THIRUVANANTHAPURAM: The office of SC/ST Welfare Minister M.A.Kuttappan has said that the department had extended all the benefits that were due to Rajani.S.Anand who committed suicide on Thursday.

The office said in a statement here on Friday that educational benefits had been allotted to Rajani who was admitted to the payment seat in November 2002. The girl, who belonged to the Scheduled Caste, had completed the first and second semesters.

However, she had failed in nine papers out of ten. Though she had come to the college during the first part of the third semester, she did not come to the college after the second week of August.

She was allotted Rs 59,407 as stipend, lump sum grant and college fees during the First year. She was given Rs 55,500 as lump sum grant, third semester tuition fees and stipend during the second year. The statement said that though she had registered for the second year at the University, she did not submit the application for the third semester.

As there was no hostel for the College of Engineering, Adoor, she was staying at the NSS Working Women??™s Hostel. There was no provision for giving the hostel fees, it said.

General strike begins from midnight

IMPHAL, Jul 24: A twenty four hours state wide general strike called by the thirty two voluntary organisations spearheading the agitation against the brutal killing of Thangjam Manorama began from midnight tonight. In a statement, working committee of the 32 organisation informed that the 24 hrs general strike has been called as a mark of protest against the cremation of

Manorama's body by the Govt at Minuthong public crematorium today without the approval of the victim's family members.

It may be noted here that this is the second general strike that has been called in the State in connection with Manorama's death. The 32 organisations had earlier imposed a 48 hrs general strike on July 13 and 14.

Asserting that the Govt's attempt to suppress the people's movement by imposing curfew and brute police force would be futile, the committee said people's movement will never subside but will only gain momemtum until and unless Armed Forces Special Power Act was removed and killers of Manorama punished in accordance with the law of the land.

Referring to Minister W Leima's statement that the ongoing people's agitation will not subside even if she resigns or step down from her post, the committee said that her statement was irrational and baseless and added that the organisation was not after her ministerial post. It also urged the Minister to work in the interest of the women folk and not shy away from her duties.

The daring self immolation attempt of the five MAFYF volunteers infront of the Chief Minister's Bunglow this morning is an ample proof that the ongoing agitation of the people has not died down yet, added the committee.
