Rupesh Garg <rupeshgarg20@yahoo.com> Sat Sep 11, 2004 8:57am You are invited to join the discussions on Civil Services Reforms/Hota Committee's Report Message from Shri Atulji, help whatever way you can ___________________________ Dear Friends, We have been discussing corruption, poverty, everyday issues, bad governance and so on. The reality is that, our lives are actually controlled by the government and bad governance has made our life miserable. The governance delivery team is lead by the Civil Servants. There are innumerable reports and our personal experiences have proven that delivery has been poor. It is imperative for us to improve the quality of governance since it affects the future of this country and our coming generations. We need to examine Hota committee's report on Civil Services Reforms and submit workable suggestions/criticism, ideas and comments; by 04 October 2004 to the Committee. The report is available at http://darpg.nic.in/csc.asp. We (all of us) also plan to continuously express our views in media and to the powers-that-be. I'd like to rephrase the terms of reference for us: (i) What constitutes good governance? (ii) Why have civil services failed to provide good governance? (iii) Are there alternate ways of governance and better methodology/delivery? (iv) What should be the role of 'Civil Services'? (v) In what form do we see the 'Civil Services' reformation? What steps are needed to reform 'civil services' ? (vi) Are the reforms proposed in Hota's report good enough? Can we locate better alternatives? In other words, has Hota's report actually addressed following points : (i) Will this really improve the quality of governance? (ii) What will the citizen get? (iii) Are these reforms citizen oriented? (iv) How long will it take for the reforms to show results? (v) What results do we expect to see - after 3 years, 6 years, 10 years, 20 years? Please ask your friends, who may be able to contribute in terms of ideas, suggestions, media and any other way to make citizens aware of the issue of governance.
