#1 The Hindu, September 11, 2004, Saturday Criminal cases against four cops RAIPUR, SEPT. 10. The Chhattisgarh government has decided to launch criminal proceedings on charges of abetment of suicide against four policemen in connection with the death of a tribal youth in the police lock-up last month. Announcing the decision at a press conference here late last night, the Chief Minister Raman Singh said assistant sub-inspector Subhash Pradhan, head constable Punnuram Deharia, constables Mahesh Verma and Rohit Verma were suspended and later arrested. Besides, Town inspector of Suhela police station G.P. Mishra and Ms. Usha Sondhiya were also suspended on charges of negligence. Dr A.P. Nayak and Dr G.S. Som, who conducted the first post-mortem on the deceased, were also suspended and a case had been registered against them on charges of suppressing evidence. The Chief Minister said the action against policemen and doctors was initiated following report of magisterial inquiry into the circumstances that led to the death of Ramkumar Dhruv inside the Suhela police station lock-up. Asked whether the tribal youth had died during police torture or he had committed suicide, principal secretary (Home) R.P. Bagai said the magisterial inquiry had found that Ramkumar Dhruv had committed suicide. About the action of the doctors, he explained that the first post-mortem report had indicated only two injuries on the body while a second post-mortem conducted by a team of five doctors revealed 16 injury marks, indicating that he was beaten up in police custody. However, he said the report indicated that these injuries were not the cause of death. Dr Raman Singh, however, parried a question as to how a person, who was severely beaten up and had as many as 16 injuries on his body, could make strips from a blanket and use it for committing suicide. Meanwhile, the government has announced a rehabilitation package for Ramkumar's family. Pointing out that a magisterial inquiry into the circumstances that led to the death had revealed that he had committed suicide after being beaten up in police custody, Dr Singh said a fixed deposit of Rs 5 lakhs would be made in the name of Ramkumar's widow Ms Jethiabai so that she could bring up her three children. Besides, five acres of farm land in Bhalesur village will be given to her, who will also get a job in Bhatapara municipality. Moreover, she will be provided a house, free of cost, being constructed under the state government's Atal Aawas Yojana. -- UNI http://www.hindu.com/2004/09/11/stories/2004091105860300.htm ---------------------------------------------------------------- #2 Manipur Today, September 12, 2004, Sunday 1) Demand for Sixth Schedule in hills of Manipur Imphal, September 11 : While the whole of Manipur is giving attention to the infamous Armed Forces Special Powers Act, the Sixth Schedule Demand Committee of Manipur moved the Centre for granting autonomy to the hill districts of the state. (BOTTOM: "Government of India reviewing situation of Manipur") The Committee demanded the Government of India for granting autonomy to the hill districts of Manipur on the lines of the Autonomous District Councils in other parts of the region. Led by Rajya Sabha MP Rishang Keishing, the Committee has made a case for implementing the Sixth Schedule of the Constitution by arguing that the six autonomous district councils in the state become defunct since elections have not been held for the past 15 years. New Delhi, Sep 9 (UNI) The Sixth Schedule Demand Committee of Manipur has once again moved the Centre for granting autonomy to the hill districts of the state on the lines of the Autonomous District Councils in other parts of the region. In a memorandum submitted to the Centre, the Committee said, ''In the realm of development work in the tribal areas, it has suffered a far-reaching setback and raised the ugly head of corruption tremendously as decentralization of power has been negated and the minister-in-charge of tribal welfare has become the absolute power centre. ''The Centre would soon take up the issue with the state government,'' the Committee further said. The memorandum also highlighted the stand taken by former Prime Minister PV Narasimha Rao who favour for more autonomy to the hill districts. http://www.manipurtoday.com/news/detailtopstory.asp?Key=516 ------------------------------------------------------------ Manipur Today, September 11, 2004, Sunday 2) Government of India reviewing situation of Manipur Kolkata, September 11 : Union Defence Minister Pranab Mukherjee today said that the Government of India was constantly reviewing the situation in Manipur. While talking to newsmen at the Kolkata Press Club, Pranab Mukherjee told that Union Home Minister had visited Manipur and the Centre was now constantly reviewing the situation there. Asked whether the Centre was planning to withdraw the controversial Armed Forces Special Powers Act, he declined to give straight comment but said that any step would have to be taken keeping in mind the situation prevailing in Manipur. In an earlier function on a Defence Correspondent??™s course, Pranab Mukherjee said that Assam Rifles were not operational in Imphal after July 11, the day on which Monorama??™s dead body was recovered. He said that there was no question of the Assam Rifles committing atrocities on the people. ----------------------------------------------------------- #3 New Indian Express, September 12, 2004, Sunday 1) Death sentence for killing own children PTI THANE: A court in Kalyan on Saturday sentenced to death a thirty-six-year-old man on the charge of killing his three children by poisoning them. Additional session judge Ashok Kadhalak found Naseer Ahmed Moin Khan alias Mohammed Naseer Mouiddin, resident of Kalyan, guilty of charges and held that it was rarest of rare case which deserves capital punishment. The prosecution said the accused was married to Hafiza, who was already married and had a 17 year-old-daughter. The accused wanted to marry the daughter of Hafiza also and went on pressuring for the same. As a result of which both mother and daughter got fed up and left the house. The annoyed accused hatched a conspiracy and picked the three children born out of Hafiza - Samida (6), Tarpak Hassan (2) and Jainibi (4) on May 1 2001 and gave them poisoned food. Later, he strangulated them to death and threw their bodies on the railway track at Kalyan to show as if it was an accident. The investigations into the death of the three children revealed that Naseer guilty of crime and was arrested. http://www.newindpress.com/Newsitems.asp?ID=IEP20040911132723&Title=States&Topic=0& ------------------------------------------------------------ Mid-Day, September 12, 2004, Sunday 2) Man gets death for killing armyman By: PTI September 10, 2004, Friday New Delhi: A Delhi court today handed down capital punishment to a man, who killed an ex-army personnel by stabbing him 23 times over a minor incident pertanining to removal of an illegal construction in a South Delhi area four years ago. "If the act of the convict is visualised, it has been extremely brutal, gruesome, callous with full determination to leave no chance of reviving of the deceased," Additional Sessions Judge Lal Singh said sentencing convict Brij Kishore alias Bittoo for murdering one Madan Mohan Lal Verma. "...the present case is one of the rarest of rare cases and death sentence is the only proper sentence for the convict in the interest of society," the court observed. The ASJ also directed that the proceedings be submitted to the Delhi High Court for confirmation of the sentence. According to the prosecution case, Bittoo - resident of Sukhdev Vihar village in South Delhi - was incensed with Verma for removing an unauthorised construction belonging to his (Bittoo's) father from a park in the area. The Sukhdev Vihar Welfare Association, of which Verma was Secretary, had lodged a complaint and also filed a PIL in the Delhi High Court to get the illegal construction removed. This angered Bittoo - still in his twenties - and he confronted Verma late in the evening on January 31, 2000, while the latter had gone to consult a doctor.
