#1 MANIPUR WATCH 1) Rowdy Army Major thrashed by people at Imphal Imphal, September 13 : In a shameful incident to the Indian security forces, a troublesome Army Major was beaten to blue by an irate group of people after he provoked a fight at Paona International Market today at about 3 pm. An Army Major of the Assam Rifles attached to the 9 Sector, who came to shopping with his wife, began to quarrel with a shopkeeper at Paona International Market complex over the price of a bag. After some heated argument, the Army Major began to assault the shopkeeper. At that moment, bystanders rushed in and gifted blows and kicks to the Army Major. The officer received many injuries from heavy thrashing of the public. The Apunba Lup, a loose confederation of social organizations spearheading the movement against AFSPA had not expressed any statement regarding the matter till date, except demanding removal of AFSPA from the state. According to a news report, former Chief Minister Rishang Keishing had come out with a proposal that some of the executive members of the conglomerate were willing to hold talks with the Centre. Patil said the UPA Government was committed to the stand that all problems could be sorted out at the negotiating table and that he was willing to meet them. The application of the Army Court, endorsed by the presiding officer panel was submitted by an officer before the CJM today. The Central Forensic Science Laboratory, Kolka-ta had in its report to the State Govt stated that semen stains were found on the petticoat of Th Mano-rama at the time of her death. In a statement issued to the press today, the Lup urged all not to file their nomination papers or take part in the election process but to stand unitedly against the continued imposition of the AFSPA. She also urged the State Government to intervene in the issue. B.Satyabhama of Kodunganoor near here said in her petition to the President that her son lieutenant colonel Arunkumar with the 3 Raj Rifles at Kota in Rajasthan was being denied medical aid. He was also being denied leave. She urged the President to initiate action against those responsible for the alleged harassment of her son. She said that the harassment of Arunkumar started after he had reported to the authorities concerned the financial irregularities at the military canteen and misuse of railway warrants. He has been serving the Army for the last 23 years. Arunkumar was suffering from heart ailments and the Army doctors had recommended bypass surgery. However, his superiors were denying medical treatment to him. There were also attempts to forcibly admit Arunkumar to mental hospital. Satyabhama expressed fears that her son??™s life was in danger. After knocking at several doors without much success, a 65-year-old widow from Kodunganoor in Thiruvananthapuram district has approached the President, who is also the Supreme Commander of the Armed Forces, against what she describes as the harassment of her son who is a Lt. Colonel in the Army by the higher-ups for reporting financial irregularities running into lakhs of rupees. B. Sathyabhama said in a memorandum submitted to the President that Lt. Col Arun Kumar, who had served the Army for the last 23 years and who was currently "illegally attached" to the 3 Raj Rifles at Kota in Rajasthan, was being harassed for the last two years in the form of "malicious prosecution, denial of leave for treatment, wrongful confinement and restraint by his superiors". The woman, whose late husband had retired as CPO after 26 years of service in the Indian Navy, complained that her son suffered a heart attack owing to the harassment and had been advised bypass surgery by the doctors of the Command Hospital at Pune. Canteen audit Mrs. Sathyabhama said that it all began with the reporting of financial irregularities that came to his attention during a canteen audit. He turned down his superiors' dictates to cover up the incident. He also brought to light several instances of misuse of Railway warrant and other offences by another officer. He also reported a "series of unlawful acts" committed by some of his superiors to extricate themselves from these offences. Because of it, he was "maliciously picturised" as mentally deranged and subjected to "coercive admission" in psychiatric wards on two different occasions. It was done to destroy his psyche and brand him a lunatic. But it was thwarted by "morally upright" army doctors. The mother stated that the "torture" of her son attained "horrendous proportions" last week when he was "forcefully discharged" from the Kota Military Hospital at night. She lamented that all her efforts to contact her son were being foiled by the superiors. She contended that she had reasons to believe that vested interests were trying to eliminate her son as he was the prime witness to the corruption and the wrongful conduct of some officers. She said that she was approaching the President after taking recourse to all the provisions for redressal as per Army rules and the Constitution which included statutory complaint.
