This was just one of the many grossly irreverent views of the youth who have all but forgotten about the man they were told was the Father of the Nation. http://timesofindia.indiatimes.com/articleshow/msid-874907,curpg-1.cms --------------------------------------------------------------------- #2 MANIPUR WATCH: MHRC Seeks Report On "Fake Encounter Killing" The Sangai Express, October 07, 2004, Thursday 1) MHRC seeks report from Govt officer IMPHAL, Oct 6 : Manipur Human Rights Commission today called upon the Special Secretary (Home) to submit a report on the complaint petition pertaining to the alleged fake encounter killing of Thangjam Binoy by AR personnel at Thoubal during Yaoshang festival this year. Headed by its chairperson justice (Retd) WA Shishak, the rights panel asked the State official to furnish the report within four weeks so as to enable the commission to take appropriate action. It listed the matter on Nov 8 for further proceedings. Ibempishak Devi mother of the deceased Binoy of Lamding Khumanthem Leikai, Thoubal filed the complaint petition before the Commission. The bereaved mother prayed before the rights panel to issue a directive to the authorities concerned to look into the complaint and take up action according to law. Binoy was an innocent boy and had no links whatsoever with any under- ground outfits, she said adding that Binoy was brutally gunned down in a fake encounter by personnel of 28th Assam Rifles after being whisked away from his bed in the intervening night of March 6 and 7 this year during the Yaoshang festival. She also lamented that State authorities have till date failed to pay ex gratia to the victim's family members despite the authorities proving his innocence in its inquiry report. In another case the rights panel asked the DGP to submit a report within four weeks in connection with the death of a newly married woman at Khurai Chingangbam Leikai on September 11 this year under mysterious cir- cumstances. The victim identified as Aruni Devi of Laipham Khunou Makha died allegedly by hanging at the room of her husband's house. Laishram Bimolchandra Singh, younger brother of the deceased Aruni is the complaint of the case before the right panel. Police had already arrested O Gyanendro husband of the deceased Aruni. http://www.thesangaiexpress.com/News_pages/Local_page-03.html ------------------------------------------------------------ The Sangai Express, October 07, 2004, Thursday 2) Three militants killed in shoot out IMPHAL, Oct 6 : Three militants were killed in a shoot out with a combined security force at Laphupat Tera located about 20 kms from Mayang Imphal police station early morning today. The security personnel also recovered one AK-56 rifle from the slain militants. The combined security personnel were drawn from Imphal West police, Imphal East police, Thoubal police, Bishnupur commandos, 33 Assam Rifles and 19 Grewal Rifles, said police sources. Top ranking police officials including the Addl SP of Imphal West Th Radheshyam also took part in the operation. According to information received here, the combined force were kept on the alert near Laphupat Tera, Khordak Ichin and other places since last night and the operation was launched early this morning. At about 6.30 am a fierce gun battle broke out between the security force and the militants, said sources. Three militants were killed in the encounter and security personnel recovered one AK-56 rifle and some SLR ammunition from their possession. The bodies of the three militants were retrieved by the Mayang Imphal police and deposited at RIMS morgue for identification and post mortem. All the bodies bore multiple bullet wounds. Police source said that the militants have been staying at the area for quite a long time now. ------------------------------------------------------------ The Sangai Express, October 07, 2004, Thursday 3) Sharmila's clarity of stand impresses Prof Roy IMPHAL, Oct 6 : Irom Sharmila Chanu, who has been on a fast for the last four years demanding the removal of the Armed Forces Special Powers Act from the State, made quite an impression on Professor BK Roy Burman, when the latter met her at the JN hospital today. During the meeting, the hunger striker struck the noted social scientist with the lucidity and clarity of mind of what she wants and why she wants the AFSPA to go. Earlier, Prof Roy also met the family members of Pebam Chittaranjan, who committed self immolation against the Act on August 15. Professor Roy is here to lend solidarity with the people in the backdrop of the intense demand to lift the Act. Later Prof Roy also met Justice C Upendra, who is heading the Commission to probe the circumstances that led to the death of Th Manorama. The Professor also met two representatives of the Apunba Lup today evening and held a lengthy discussion. He also met the former members of the Social Policy Advisory Committee which he headed as the Chairman. The ex-members are Dr L Chandramani, Dr Lal Dena, L Lalit, Professor Gangmumei Kamei, Dr Joykumar and Dr S Lokendrajit. ------------------------------------------------------------ The Sangai Express, October 07, 2004, Thursday 4) State ready to contest army's case before HC IMPHAL, Oct 6 : The State Govt is ready to contest the Misc case filed by the Army before the Gauhati High Court asking it to allow matching the DNA samples of personnel of 17 Assam Rifles and the semen stain found on the petticoat of Th Manorama. The Misc case relating with the main case challenging the ongoing State State sponsored Thangjam Manorama Devi Death Inquiry Commission was filed by the Army some days back. The matter is likely to be heard on Friday, a reliable source said adding that the State authorities are yet to receive the copies of the Misc case. To contest the case the State Home Dept has already engaged two lawyers - senior advocate DK Mishra and Hrishikesh Roy for the State and advocate Neloy Dutta for the State sponsored inquiry panel, the source added. Govt advocate (High Court) Th Ibohal would also appear on behalf of the State Govt and he may leave for Guwahati very soon. Mention may be made here that the Chief Judicial Magistrate had on September 25 rejected an application filed by the ongoing Army Court of Inquiry praying for producing the DNA profile of the semen stain found on the undergarments of Manorama Devi. Challenging this order, the army filed the Misc case before the High Court. Meanwhile, the army panel has issued fresh summons through the CJM Imphal to five civilian witnesses for their appearance before it, however some of them have not received the summon letters as they were out of their respective houses at the relevant time, sources said. Upon this the summon letters were returned back to the office of the CJM, the source added. The five civilians witnesses include Khumanleima, Bashu Meitei, P Bilashini of Keirao, Lairenlakpam Ratan of Bamon Kampu Mayai Leikai and Thangjam Khamba Maring of Laipharok Maring Village. The army panel had already examined Th Dolendro Meitei younger brother of Manorama and two other local witnesses at Kangla Fort. Bullet riddled body of 32 years old Manorama was found near Laipharok Maring Village in the morning of July 11 after being picked up by 17 AR personnel from her residence the on the intervening night of July 10 and 11. http://www.thesangaiexpress.com/News_pages/Local_page-04.html ------------------------------------------------------------ The Sangai Express, October 07, 2004, Thursday 5) Lup set for talk with Delhi IMPHAL, Oct 6 : The second round of talk held between representatives of the Apunba Lup and Governor SS Sidhu today has paved the way for members of the Lup to have a meeting with the highest level at New Delhi and talk things over the demand of the people for the complete revocation of the Armed Forces Special Powers Act from the State. Briefing newsmen after the one hour meeting with the Governor at Raj Bhawan today, co-ordinator of the Apunba Lup, Chongtham Surjit said that representatives of the Lup may go to Delhi this month to have talks with leaders at New Delhi. The date is however yet to be fixed. The Lup members made it clear to the Governor that peace can come only when the AFSPA is revoked and when human security is guaranteed, said Surjit. The talks will be held at the Prime Minister's level, he said while answering queries from the newsmen. To queries on how committed the Governor is to solve the present impasse, Surjit said that the fact that a second meeting was held today shows that the response of the Governor has been positive. This is a step forward in the right direction, he said and added that the Governor also understands the situation well. The next round of talk will be held at New Delhi, informed the Lup leader adding that it will be held at the highest level. Though no specific date was announced, Surjit said that members of the Lup may leave for Delhi within this month. To a question whether the Lup believes that a talk at the highest level will bring any solution to the present impasse, Surjit answered in the affirmative and said that they are looking forward to a solution during the meeting at the highest level. The Apunba Lup however does not know whether the Governor took the initiative of inviting them for a talk under the directive of the Centre or not, he said. Other co-ordinators of the Lup who met the Governor today included, Ayek- pam Langdon, Laishram Babloo and Leishangthem Jadumani. On August 5, members of the Apunba Lup met the Union Home Minister but the talk broke down. http://www.thesangaiexpress.com/News_pages/Local_page-01.html ------------------------------------------------------------ The Sangai Express, October 07, 2004, Thursday 6) Copters, addl troops lined up for NE New Delhi, Oct 6: Concerned over the sudden upsurge in militant violence in Assam and neighbouring Nagaland, the Centre today decided to dispatch nearly 5,000 additional para-military personnel and deploy helicopters for searching insurgents as part of its multi-pronged strategy to deal with the situation. Union Home Minister Shivraj Patil, who paid a two-day visit to Assam and Nagaland to assess the situation after a series of bomb blasts that left over 60 people dead, discussed the situation at a high-level meeting attended by Army Chief NC Vij, Intelligence Bureau Director AK Doval, Home Secretary Dhirendera Singh and other senior officials of his ministry. Later, Patil said investigations were on to identify those responsible for these acts of violence. Special Secretary Anil Choudhary said as part of the strategy to tackle the situation Government would strengthen and coordinate intelligence set-up, increase the presence of armed forces and activate the Unified Headquarters in Assam. Choudhary told reporters 20 companies (nearly 2,540 personnel) of para-military forces, both BSF and CRPF, will be despatched in the next few days to Assam. An equal number of forces will be sent as and when they are relieved from other places such, including election duties in Arunachal Pradesh and Maharashtra. He said the Railway Protection Force and Central Industrial Security Force have been asked to provide security to railway tracks and oil pipelines in the region, which require extra guarding. On the Intelligence front, Choudhary said the Unified Headquarters will be "activated" in Assam and meetings of strategic group, headed by State Chief Secretary, and Operation group, headed by Division Commander, of Unified Headquarters will be held on October eight. It was also decided that all the States will appoint a nodal officer of Inspector General rank to coordinate exchange of information and holding periodic meetings among the States to discuss the collected information, he said. Choudhary said Intelligence Bureau has been asked to play the role of a coordinator for sharing intelligence information from various sources including State police and army. Small tactical groups, comprising people from all security agencies, to pinpoint the sources of such incidents will also be formed, he said. Asserting there was "no need to press panic button" in the wake of these incidents of violence, Choudhary said "on the face of it" these blasts don??™t look like being undertaken by the Naga undergrounds, but the needle of suspicion points towards ULFA and NDFB. Naga groups never target soft spots such as villages or ???haat??™ (small market places), they have undertaken acts against security forces and other armed personnel, he said. He said while in Nagaland "good and substantial" RDX between 10 and 15 kgs was used in timer devices, in Assam the blasts were triggered using "crude explosives". On whether India will be giving any strong message to Bangladesh, which has been denying presence of training camps for militants, Patil said "we don??™t think by using strong words" it could be solved rather there were diplomatic methods which could be used "very firmly and very correctly" without worsening the relationship to convey India??™s concern. PTI http://www.thesangaiexpress.com/News_pages/Local_page-LL.html ------------------------------------------------------------ The Sangai Express, October 07, 2004, Thursday 7) Dimapur rallies against twin blasts Newmai News Network Dimapur, Oct 6 : The mass protest rally organized by several social organizations and spearheaded by Naga Council, Dimapur today to protest the October 2 twin blasts in Dimapur, served as a perfect platform to the public to ventilate their outrage over Naga disunity and failure on the part of law-enforcement agencies even as the rally decided to observe October 7 as State mourning day. Condemning the blasts in the strongest of terms, the speakers maintained that the incidents were an eye opener for the Nagas that they should live in absolute unity saying if Nagas were united the perpetrators of the crimes would not have dared to foray into Naga citadel and inflict damages of such magnitude. Terming the crisis as a wake up call for the Nagas, senior NPMHR leader, Niengolo Krome, appealed to Naga underground factions to cash in on the opportunity arising out of the blasts to prove their commitment to the Nagas instead of indulging in fratricidal killings which, he said, Nagas are fed up of today. Krome also minced no words in assailing the State Govt for its failure to ensure the safety of the citizens. Questioning the honesty of politicians, he said the general public today lost confidence in them. In his speech, Naga Hoho representative Hukh- agha alleged the attacks were carried out by external forces to derail the ongoing peace process between GoI and NSCN (IM). He appealed to the people to work cohesively to weed out acts of such dastardly and subversive nature from the Naga society. Tiala Sapu, president of Dimapur Naga Women Hoho, in her speech said the incidents were a lesson for the Nagas to work unitedly stating the need of the hour was not to get cowed down rather joining hands to get to the perpetrators so that justice was delivered. Zhasa Vupru of Chakro Public Organization said in the aftermath of the tragedy Nagas were today faced with the biggest challenge. Stating that mass killing was never a phenomenon in Naga society, he said it was time people rise to the occasion to stamp out terrorism. Western Sumi Hoho leader Hokishe Sumi also believed only unity among Nagas could help fight the perpetrators of terrorism from the State.
