Sreekumar, who filed a second affidavit before the Nanavati-Shah panel on Wednesday, has highlighted the role played by the state government in downplaying the role of the intelligence department during the 2002 sectarian riots. Mr Sreekumar??™s first affidavit before Justice G.T. Nanavati (Retd) and Justice K.G. Shah (Retd) inquiry commission probing the Godhra train carnage and its aftermath, had stirred up the administration and the second affidavit is no less potent than the earlier one. The former intelligence chief in his recent affidavit has stated that the home department had directed him to prepare a report on law and order on August 20, 2002, keeping in mind the upcoming Assembly elections.(Asian Age, October 09, 2004, Saturday) http://www.asianage.com/ ---------------------------------------------------------- #2 MANIPUR WATCH: UG Outfits Appeal For United Fight The Sangai Express, October 11, 2004, Monday 1) UG outfits appeal for united fight IMPHAL, Oct 10 : Recalling the forcible annexation of the then independent kingdoms of Kamatapur, Manipur and Tripura to the indian Union, three underground outfits of the North East and Eastern region have called upon the people to unite and struggle to regain the sovereign stature enjoyed earlier. A joint statement of Kamotapur Liberation Organisation, Manipur Peoples' Liberation Front and Tripura People??™s Democratic Front stressing on strengthening the traditional bond of brotherhood among the people of the region also cautioned all to be wary of the Indian policy of Vietnamisation to pitch one ethnic group against the another. Going back to history, the statement elaborated on the events that led to the annexation of Kamotapur, Manipur and Tripura through deceit and urged the people of Sikkim to stand for their rights. Terming the inclusion of Sikkim to India in 1975 as India's ploy to nullify all attempts by the people of the region to demand restoration of India??™s pre-independence status, the statement said the three revolutionary organisations have joined hands to defeat the divide and rule policy of India. They also urged the people to extend their co-operation. http://www.thesangaiexpress.com/ ------------------------------------------------------------ Manipur Today, October 10, 2004, Sunday 2) Six suspected PLA and one Indian Army killed Imphal, October 9 : Six insurgents suspected to be members of outlawed Peoples Liberation Army and one Indian army personnel were killed during CI operation at Khonkhai area in Churachandpur district yesterday, claimed PIB Defence Wing in a press release issued late last night. After receiving reliable information about the presence of insurgents, Indian army along with personnel of the Sugnu Police Station conducted operation at Khonkhai area in the western side of Manipur River yesterday. In the ensuing encounter with the insurgents, six insurgents suspected to be PLA were killed while other three were apprehended. One army personnel was also killed in the shootout, said the release. Combined forces recovered 7 rifles of AK series along with large amount of ammunitions. Churachandpur district police had been informed about the encounter and recovered arms and ammunitions along with dead bodies had also been handed over to them, said the release. http://www.manipurtoday.com/news/detailtopstory.asp?Key=551 ------------------------------- The Sangai Express, October 10, 2004, Sunday 3) Bodies of slain UGs handed over IMPHAL, Oct 9 : The bodies of the six underground activists killed by security force personnel during an encounter at Hingjol village located in between Churachandpur and Chandel districts yesterday have been handed over to Sugnu police station today. According to police source, the bodies were handed over by one TP Singh said to be in-charge of Indian Army??™s 21 battalion special force (para- commando) at around 4 pm today. According to a PIB (DW) press statement issued late last night, the skirmish between the Army and the militants took place at Khunkhai village, a site located west of Manipur River in Churachandpur district wherein six suspected cadres of the PLA were slain. However, the para-commando i/c, in his report at Sugnu police station detailed that the encounter took place at Hingjol village at around 9.30 pm. All the six bodies deposited at the police station were clad in camouflaged trousers with hunting boots. All were shirtless. Even though the Army report mentioned recovery of six AK series rifles along with eight magazines, 200 live rounds and five electronic detonators no such items were produced or handed to the police station, added the source. Till late evening the bodies are being kept at the Sugnu police station premise, it said. According to a separate source, one Naik of the 21 Assam Rifles who sustained injuries during an attack by suspected underground activists succum- bed to his injuries today. The attack occurred at near Tuisam Khunkhai village of Chakpikraong sub- division yesterday morning at around 6.30. The deceased AR Naik has been identified as james Lungshem. Soon after suffering the gunshot wounds, he was airlifted to Leimakhong Army base hospital where he reportedly breathed his last. Meanwhile, the Chura-chandpur district police has denied newspaper report of its involvement in the Khunkhai village operation as informed by the PIB (DW). The police station was informed of the operation that was conducted in the morning at about 4 pm only by an Army major through telephone.
