1) Peace talks turn arms talk, rift to the fore

Hyderabad, Oct. 15: The much-awaited ???historic??? peace talks between Naxalites and the State government failed to break ground even on a basic issue like ceasefire on Day One. Both the parties failed to arrive at a written agreement on ceasefire but pledged to continue the process as long as the talks continued. (Deccan Chronicle, October 16, 2004, Saturday)

4) 'Encounter' that ruined their life

RAJAHMUNDRY: Thati Balayogi (26) of Pothamdorapalem in Gangavaram mandal and Kutram Nageswara Rao (24) of Yerramreddypalem in Y Ramavaram mandal can never forget September 7, 1991. It was on that day that the world turned upside down for them.

It was on that fateful evening that the People??™s War Group Naxalites came to the Ashram Upper Primary Residential School in Mohanapuram village of Gangavaram mandal in the Agency area of East Godavari district. 5) Cosy comforts fail to floor naxal leaders, guards

HYDERABAD, OCT. 15. Here is a grim reminder for people who maybe under an illusion that naxalites in the city for peace talks on Friday maybe enjoying a luxurious life as State guests at the invitation of the Government.

They have asked the authorities of Manjeera Government guest house where they are lodged to switch off the air-conditioners in their rooms. They are doing only with ceiling fans. When a sumptuous food was served for them, they have declined to accept anything more than rice, dal and one variety of curry. (The Hindu, Oct. 16, 2004, Saturday)

6) Pampered life, rich food makes Naxals uneasy

HYDERABAD: Having spent most of their life underground in dense forests, PWG leaders now here for peace talks with the Andhra Pradesh government are distinctly uncomfortable with their cosseted existence in the government guesthouse here.

Camping at a guesthouse in a busy part of the city for the last three days, the five leaders from the People's War Group (PWG) and the Communist Party of India-Marxist Leninist (CPI-ML) Janashakti are still trying to cope with air-conditioning, cushioned mattresses and rich food. 7) Talks begin on cautionary note

HYDERABAD, OCT. 15. Differences apart in their respective agendas, the Andhra Pradesh Government on one hand and the CPI (Maoist) and Janashakti on the other, began their talks here on Friday on a cautionary note.

Only one concern dominated the proceedings on day one and this is likely to remain a constant when both sides address themselves seriously to the challenges ahead. The constant factor is "People" !

8) RK says peace talks will continue

HYDERABAD: CPI (Maoist) State secretary Ramakrishna on Friday made it clear that peace talks with the Government would continue in the backdrop of the understanding reached over cease-fire by both the sides.

In a statement, which he read out during a press briefing, he said the understanding is based on the consent given by Home Minister K Jana Reddy to their proposal that carrying weapons during political campaign be discussed in the agenda of the present direct talks.(New Indian Express, October 16, 2004, Saturday)

9) Jana hopes Naxals will lay down arms

HYDERABAD: Home Minister K Jana Reddy on Friday hoped that talks might convince the Naxalites to lay down arms.

In his opening remarks on the first day of talks with the CPI (Maoist) and Janashakti leaders, he stressed the need for revolutionary parties to lay down weapons and come into democratic fold.(New Indian Express, October 16, 2004, Saturday)

It is crystal clear that the domestic reactionary state, that has been preserved and guided by the imperialist and expansionists since centuries has been imposing unjust war in various ways against the people's interest of peace, liberation and revolution for the safeguard of its interest of exploitation and operation. It is also clear that we have been leading a just war in favor of the interest of the Nepalese people for last nine years to end such unjust war imposed by the state. The status of the old state, that has been parroting one point agenda of peace and negotiation, has been more clear by not being able even to answer our six-point questions put forward by us to remove existing serious doubts and suspicion, let alone making the Nepalese people sovereign and powerful. The fact that the regime has been constantly increasing the weapons and ammunitions from the imperialist the expansionist countries and that it has been intensifying the killing and terrorizing the people in
the name of fake encounters only proved that under the cover of mongering hullabaloo of peace and negotiation it has been engaged in vicious war.

In the mean time, respecting the request and spirit of various human right organization, institutions and personalities, civil society, as well as broad masses of people, on the occasion of the traditional festival Dashain, our Party declares suspension of all offensive military actions from 20 October to 28 October on behalf of us. We circulate this directive to all the rank and file of the Party, People??™s Liberation Army, and all the mass organizations to help the masses of people as usual by suspending offensive military actions and by remain alert against any possible conspiracy and actions of the regime, which always conceives nothing but treachery, conspiracy, dishonesty and humbug against the people.
