1MANIPUR WATCH: Manorama Panel Underway In Full Swing

1) Manorama panel underway in full swing

IMPHAL, Oct 19 : The ongoing Thangjam Mano- rama Death Inquiry Commission today examined ASI Nongyai who was posted at Irilbung PS when the 32 year old Manorama was gunned down by Assam Rifles. Nongyai testified before the Commission that he had clicked some pictures of the house of Manorama in connection with the incident.

Earlier in the day counsel on behalf of AR, Colonel T Prasad cross examined one K Nongyai, whose PCO ***** pan shop at Bamon Kampu was knocked on by some unidentified persons in the wee hours of July 11.

The State sponsored panel headed by Retd Judge C Upendra would examine one Ballistic expert of State Forensic Science Laboratory tomorrow, sources said. On October 21 the commission would spell out a list of witness for cross examination.

AR Counsel had already requested the commission to allow testifying four witnesses including OC Irilbung PS Gunindro Singh, SDO Imphal East Munidro, Manorama's younger brother Dolendro and a police constable of Imphal West police station.

UGs give police the slip

IMPHAL, Oct 19 : Four suspected underground cadres who were holed up at Lamdeng Makha Leikai under Lamshang PS with an abducted person narrowly escaped from the clutches of the Imphal police commandos and escort party of MLA Brajabidhu this afternoon.

In a statement Imphal West SP S Ibocha said that the militants left the Gypsy (MN6L-2175) after they came to learn that police had cordoned off the area and escaped. Two persons were rescued, said the statement.

Sources said that Girimohan and Laishram Momocha were abducted by the suspected militants from Iroishemba area yesterday at around 3.30 for failing to hand over the Rs two lakhs demanded by the outfit from the owners of Royal Motors. Chung-kham Bijoy of Kwakeithel Thounaojam Leikai is the owner of Royal Motors.

Girimohan who is the brother in law of Ch Bijoy along with a driver Momo-cha had gone on a Gypsy (MN-06L/2127) to pay Rs one lakh to the PREPAK cadres at Iroisemba area.

Sources added that Giri-mohan and Momacha were brought to Lamdeng Ma-kha Leikai Khongnang- khong by their abductors this afternoon. The abductors then asked Girimohan to go to a PCO at Lamshang Bazar to telephone the owner of Royal Motors to pay another Rs two lakhs.

While the abductors were waiting inside the Gypsy in the area, Lamshang Kendra MLA W Brajabidhu along with his escort unexpectedly came to the RDO office located at Lamshang Makha Leikai for some work.

On coming to know about the presence of some armed persons inside the Gypsy parked at Lamdeng Makha Leikai Khongnang-khong, the MLA's escort party immediately took position but could do nothing. However they informed the Imphal West Dist Police commandos who rushed to the spot at around 4.15 pm from Langol Games Village, Kameng Mayang Langjing and Lamshang Bazar area.

Seeing the Commando team approaching from different direction, the four abductors immediately jumped down from the Gypsy and fled towards Choabikhong through the paddy fields. The MLA escort personnel who had taken position nearby immediately began firing but failed to hit any of the abductors and thus thesuspected PREPAK cadres escaped after climbing over the Langol Hills.

The four suspected PREPAK cadres are reported to have carried Lethod bombs, small arms and a sum of Rs one lakh along with them .

Both Momocha and the Gypsy are under the police custody. Search operations were carried out till late in the evening in the areas the suspected PREPAK cadres made their escape. A shirt used by the fleeing cadres was also recovered during the search operation.

3) CI ops to be intensified

IMPHAL, Oct 19 : The ongoing operations against insurgent outfits operating in Manipur code-named ???All clear Operation??™ will be further intensified.

A decision to this effect was adopted in the meeting of the Special Operation Group (SOG) convened today and presided by the SOG??™s Chairman Jarnail Singh, who is also the State chief Secretary.

Top officials of the State Police Department, Army, CRPF, BSF and Intelligence agencies are reported to have taken part in the deliberation where the discussions centred on revision of performance of the ongoing counter-insurgency operations.

With the completion of troops deployment and substantial progress in area domination pursued at Bishnupur and chura-chandpur district areas the meeting also discussed on intensifying the ???All clear Operation??™.

according to sources, the Army authorities are said to have placed demands for better drinking water, electricity and telephone facilities.

Besides stressing on enhanced cooperation among security forces operating in Manipur, the meeting also fixed Cctober 25 for the next meeting of the top security establishment officials.

for maximum effect of the ongoing operation and for utilisation in emergency situation, six Army helicopters have been stationed at the Leima-khong Army headquarters, said the source adding issues like strength of security personnel for the counter-insurgency operations also figured promi- nently at the meeting.

Bomb blast : Suspected underground acti- vists triggered a bomb blast at a spot located between Moreh College and Forests Gate at around 2 pm today.

The bomb is said to have been planted to target a patrol party of the 37 Assam rifles. No AR personnel sustained injury in the blast. searches by the security personnel at nearby locations led to the recovery of another bomb that has been detonated safely.

1) CBI report on Muthanga: tribals allege conspiracy

THIRUVANANTHAPURAM, OCT. 19. Leaders of various tribal organisations today alleged that the charge-sheets filed in the Kerala High Court in connection with the Muthanga incident at Wayanad was the result of a conspiracy involving the State Government and the Central Bureau of Investigation (CBI).

There was reason to believe that top officials of the departments of police and forests as well as the forest mafia were involved in the conspiracy to `nail' only the Adivasis and to spare all the others. Even charges of murder was levelled against these tribals by the CBI which was expected to investigate the atrocities committed against them, said M. Geethanandan, general secretary, Rashtriya Mahasabha, and G. Ashokan, general secretary, Adivasi Gothra Mahasabha.

The dubious design of the people behind such a conspiracy was to destroy the Adivasi uprising in Kerala and to destabilise a movement initiated by the tribals to defend their birthright, Mr. Geethanandan, who is also one of the main accused in the case, said. The CBI was entrusted with the investigation as desired by the National Human Rights Commission. This investigating agency was expected to probe the whole sequence of events that led to the Muthanga incident in which a tribal youth and a policeman were killed. The notification detailing the terms of reference issued by the State Government had also emphasised this. However, the CBI failed in living up to the expectations of the public who hoped that the truth would be revealed, he said.

The tribal organisations will go ahead with its agitations. Legal remedies will be sought and the people's movement will be strengthened towards this end.

The Muthanga Defence Committee, headed by writer M.T. Vasudevan Nair, started its activities in Kozhikode. The tribal organisations also resolved to launch a `land march' raising the slogan "from colonies to farmlands" in the State on November 30.

2) Diversion of funds alleged

KANNUR, OCT. 19. The Rashtriya Mahasabha has alleged diversion of funds allocated under the Tribal Sub Plan (TSP) with the connivance of officials and politicians in the district. The Mahasabha leaders Sreeraman Koyyon and Prasannan Pallipram said at a press conference here today that some panchayat presidents and officials were using the Planning Board guideline that views of local bodies be sought while allocating the funds under TSP as a pretext to divert the funds for projects that would mostly benefit non-tribals.

3) Chargesheet exposes conspiracy: Geethanandan

THIRUVANANTHAPURAM: Rashtriya Maha Sabha general secretary M Geethanandan has said that the chargesheet on the Muthanga incident filed by the CBI in the Kerala High Court on Monday exposed the conspiracy by the police and the forest mafia to destroy the Adivasi movement in the State.

Talking to newsmen here on Tuesday, Geethanandan said that the CBI, which had absolved several persons earlier listed as accused in the conspiracy case relating to the Muthanga Adivasi agitation, had targeted the tribals alone in its chargesheet.

Geethanandan, who is facing murder charge in connection with the Muthanga incident in which a police constable and a tribal activist were killed, accused the CBI of turning a blind eye to the police atrocities on Adivasis during and after the agitation.

Geethanandan said that a democratic agitation would be launched against the unjustifiable and illogical methods adopted by the CBI in the investigation.

A Muthanga solidarity conference would be held at Kozhikode on December 10. A committee chaired by M.T. Vasudevan Nair had been formed for co-ordinating the movement, Geethanandan said.

4) Muthanga: CBI told to produce case diary

KOCHI, OCT. 18 . The Kerala High Court today directed the CBI to produce the case diary relating to the investigations into the Muthanga incidents on November 2.

The directive was issued by Justice A.K. Basheer when a writ petition filed by the Adivasi Gothra Mahasabha leader, C.K. Janu, seeking a CBI probe into the police atrocities against the tribals came up.

Meanwhile, the CBI filed charge-sheets against as many as 184 persons, including C.K. Janu and Geethanandan, in three separate cases before the Chief Judicial Magistrate Court. As many as 239 persons were deleted from the array of the accused. The charges against the accused were that they had attacked the police personnel and caused the death of a police constable.

The Muthanga incidents took place on February 17 and 19, 2003 in the Muthanga Wildlife Sanctuary. According to an affidavit, the CBI had said that though the agitation was peaceful initially, the agitators led by the petitioner had started placing impediments in the normal functioning of Forest officials by erecting check-posts and not allowing Forest officials entry into the forest. The resistance staged by the illegal occupants of Muthanga Wild Life Sanctuary resulted in the use of force, including firing, on February 19, 2003 at Thagarapadi and Koundanvayal. The inquiry also revealed that the restricted use of force by the police on February 19 was done after observing all legal formalities, the affidavit said.

5) CBI files chargesheets in Muthanga case

KOCHI: The CBI on Monday filed three chargesheets, including one for murder, against Adivasi Gothra Maha Sabha activists, including C.K. Janu and Geethanandan, in connection with the incidents in Muthanga Wildlife Sanctuary in February 2003.

While Geethanandan and 21 others have been charged with murder, Janu has been excluded from the charge.

In the same chargesheet, 35 others have been charged with other offences associated with the murder of police constable Vinod, such as being a member of the unlawful assembly armed with weapons, rioting armed with deadly weapons and criminal trespass.

While the second chargesheet relates to trespassing into the sanctuary, the third one is regarding the forest officials??™ detention.
