1) Andhra human rights activists uphold State cause

IMPHAL, Oct 20: Strengthening the cause of the people demanding for withdrawal of AFSPA, human rights activists from Andhra Pradesh who are currently in the State to gather information concerning human rights violation by security forces have stated the act of the 17 Assam Rifles personnel in killing Manorama Devi is a clear case of culpable homicide amounting to murder.

The human rights activists also demanded total repeal of the Act and disciplining the armed forces and the police to function within the four corners of the law and with respect to the rights of the people.

Talking to mediapersons at TIPS office here this afternoon, spokesman of the seven-member team of Human Rights Forum, Andhra Pradesh, K Balagopal informed that they have investigated into the cases of Thangjam Manorama Devi of Bamon Kampu, Pheiroijam Sanajit Singh of Nongada Awang Leikai and Khumanthem Ajit Ku-mar Singh alias Naoba of Karong Mamang Leikai.

In all these three cases, the security personnel took the victims into their custody before hand in the presence of witnesses and later shot them dead in fake encounter, he asserted.

These are clear cases of culpable homicide amounting to murder committed by armed forces taking advantage of protection granted under Armed Forces Special Powers (Assam & Manipur) Special Powers Act, Balagopal said.

Even AFSPA, he added, does not permit the armed forces to kill a person after taking her/him in custody, but the AFSPA protests these killers from prosecution unless the Union Govt gives its sanction.

Revealing similar cases of human rights violation committed by security personnel in Andhra Pradesh, he demanded that AFSPA should be lifted completely.

For solving the problem of insurgency in Manipur, Balagopal suggested that the State Government should initiate political dialogue with the insurgents without any pre-conditions.

A Chandrasekhar, another team member, who also talked to the mediapersons informed that leaflets on matter related to Manorama case were brought out in Telegu language and distributed among the people in Andhra Pradesh. He also assured for bringing all the human rights organisations in the country together and exerting pressure on the Government of India for giving fitting punishment to all those security personnel responsible for custodial death of Manorama.

Chandrasekhar also demanded impartial and fair probe into every instance of ???encounter??™ killing in accordance with the guidelines issued by the National Human Rights Commission in March 1997.

Apart from Balagopal and Chandrashekhar, other team members are SM Basha, V Vasantha Laskmi, VS Krishna, B Ramulu and S Abdul Rasool.

The seven-member team who are on a three-day visit also visited the families of Memita Konjengbam at Taret Khul Mamang Leikai and Pebam Chittaranjan at Sega Road Takhellambam Leikai, who lost their lives in the course of the ongoing agitation against prolong-ed imposition of AFSPA and expressed their sympathy and solidarity to the bereaved family members.

2) Policemen kill unarmed civilian over traffic argument

Sagolband road blocked to protest killing, general strike called today, family members refuse to take back body

IMPHAL, Oct 20 : Armed security escorts of the Officer-in-charge of Patsoi police station (on probation) shot dead a 40 year old man in broad daylight over a traffic argument today at about 10.30 am at Sagol-band Khongnang Hogaibi.

Outraged with the day light murder of the unarmed civilian, the People's Action Committee Against the Brutal Killing of RK Sanajaoba has called a general strike from midnight of today till midnight of tomo- rrow to protest the killing and high handedness of the police.

The deceased is identified as RK Sanajaoba alias Jao (40) son of RK Naba-chandra of Sagolband Bijoy Govinda. Jao was the nephew of late former Chief Minister RK Jaichandra.

Eye witnesses reports said that matters came to a head when a police Constable on escort duty of the OC, Joyce Lalrimmiwi, landed a blow on the back of Jao with a lathi while he was driving his Honda Activa for not giving the right of way to the police.

This happened while both the police, in a Gypsy, and the victim were heading towards Sagol-band from the direction of Wahengbam Leikai.

At that moment, traffic was very heavy at Sagol-band area as it was office hour.

Soon later, Jao overtook the police Gypsy stopped in front of a timber shop at Sagolband Khongnang Hogaibi and signalled the police vehicle to stop.

Two policemen then jumped down from the Gypsy and started raining blows on Jao for daring to stop the vehicle of the OC. The unarmed civilian also retaliated and a fight ensued, said the people who witnessed the scene.

Another police Constable also stepped down from the vehicle and armed with a lathi started beating up Jao. However the lone civilian managed to snatch the lathi and started thrashing the cops, said the local people who added that at this point the driver of the Gypsy came out and whipping out his gun fired at the leg of Jao.

However the shot went wild and the driver fired twice again hitting Jao on the side of his stomach and chest.

The driver who fired the fatal shots and the other escort party however had a different tale to tell.

Giving his testimony before the Imphal West SP today, the driver, Ningom-bam Ibomcha, said that their vehicle was stopped by the civilian, who came on a Honda Activa.

As soon as the police Gypsy stopped, the man started walking towards the OC, said the driver.

On seeing the man walking towards the OC, one of the policemen, Dwijamani jumped down from the back side of the Gypsy and told the man, "If you have anything to say, come and talk to us before." At this the man turned on Dwijamani and started raining blows on him, said the driver.

Then two more policemen got down and tried to stop the man, said the driver but the man did not stop and instead snatched the lathi from the police and started thrashing them.

To control the situation, the driver said, "I got down from the vehicle and fired two rounds on the ground to warn the man." However as the man tried to attack the driver, he was shot, said the escort party to the SP.

Family members have refused to take back the body demanding action against the police men involved in the killing of Jao. The body is presently kept at RIMS morgue.

As news of the killing of Sanajaoba spread, enraged local people came out and blocked the road from Sagolband Tera bazar to Wahengbam Leikai. Except for pedestrians, no vehicles were allowed to move on the route.

A meeting called by the PAC was held at Wahengbam Leikai Lai-rembi where the decision to impose the 24 hour general strike was taken.

The Committee has demanded stern action against the guilty policemen immediately.

Sagolband kendra MLA S Natum has also strongly condemned the killing of Sanajaoba and demanded immediate action against the guilty policemen.

"What is the meaning of lifting the AFSPA from the Imphal Municipal areas when policemen can kill an unarmed civilian in broad daylight," he countered.

Uncle of the deceased, RK Somorendro said that a complaint has been filed with the OC of Imphal police.

The police have registered an FIR U/S 392/307/511 of the IPC.

The complaint accused the police of shotting Sanajaoba to death at point blank range.

According to family members, the victim had gone out to procure petrol on his Hero Activa from a pump at Kakwa today at about 8 am.

He left behind a wife,two daughters and a son, said family members.

3) Cop suspended, many decry killing

IMPHAL, Oct 20 : Reacting immediately to the outcry raised against the killing of RK Sanajaoba, DIG Range I Anish Dayal today submitted a report to the Addl DGP (LO) following the strict instructions of the CM and according to the report filed by the DIG, the driver, who shot Sanajaoba to death has been placed under suspension. The suspension order was issued by the SP, Imphal West.

According to the instruction of the DGP, OC on probation Joyce Lalrim-miwi, has been has been withdrawn from her present posting and attached to the office of the Imphal West, SP.

The police have also registered an FIR against the police driver N Ibomcha and the DGP has issued an order instructing the CID to conduct an independent probe.

Meanwhile numerous social organisations have condemned the killing of the civilian.

Strongly condemning the killing of a civilian in broad daylight by the police, the Working Com- mittee of the Apunba Lup today said that it fully supports the 24 hour general strike called by the People's Action Committee Against the Brutal Killing of RK Sanajaoba and added that the killing is all that more abominable given the current agitation to revoke the AFSPA from the State.

Such action of the police will only jeopardise the proposed talk between the Apunba Lup and the Centre, said the statement and demanded that all the guilty police personnel should be given fitting punishment.

The Students??™ Federation of India, Manipur State Committee and Democratic Youth Federation, Manipur State Committee have also strongly condemned the killing.

The two student bodies described the killing as beastly, inhuman and barbaric. Instead of restoring peace and normalcy, the State Govt and its law enforcing agents are terrori- sing the people and jeopardising the volatile law and order situation in the State, the student bodies charged.

The All Manipur Students' Union has also closed indefinitely closed down Usha Cinema and Pratap Talkies for violating the instruction to suspend their shows for today to condemn the killing of RK Sanajaoba

4) Lup extends support to strike

IMPHAL, Oct 20: The working committee of the Apunba Lup has condemned the brutal killing of RK Sanajaoba by the state police at Sagolband Khongang Hogaibi this morning.

The Lup has also extended its support to the general strike called by the People??™s Action Committee against the brutal killing of RK Sanajaoba Singh from the midnight of October 20 till the midnight of October 21, a release said.

Stating that even as public agitations demanding security of innocent people are continuing in the state the police has killed another innocent person that too in the area from where the state government had claimed to have removed the draconian AFSPA, the Lup termed the incident as inhumane and held the government responsible for the police excess.

When even animals all over the world are protected through legislations, the state forces, which were constituted for the safeguard of the people, are turning to the people as if they are enemies, the release alleged.

The state government should not take the issue lightly, it warned.

It also demanded that the personnel involved in the killing should be punished immemdiately.

5) More booked under UPA ordinance

IMPHAL, Oct 20 : Police have booked more suspect-ed underground cadres under the Unlawful Activities Prevention Ordinance 2004 that has been enforced through out the nation after repealing POTA.

Three persons who have been alleged as members of the underground KCP by the police, have been book-ed u/s 20 of UA (P) Amen- dment Ordinance.

The three identified as T Sana alias Kankapa (22) s/o of LT Rabei of Lalambung Makhong Naosekpam Lei-kai, Ch Bijen (20) s/o (L) Ch Ibomcha Singh of Nagamapal Singjubung Leirak and P Pari (22) s/o (L) Pishak of Lalambung Ma-khong Naosekpam Leikai were arrested by the police from RIMS complex yesterday, case record said.

They were produced before CJM Imphal today.

Lamphel police produced them before the court for remanding the trio ten days in police custody, however the CJM gave only five days.

Meanwhile, the same court remanded one Khu-lem Tomba who had been booked under UAP ordinance by Lamphel police to judicial custody till 1 pm of October 25.

One killed : Personnel of 13 JK Rifles gunned down a suspected UG during a fierce gun battle at Teikot Village thirteen Kms south east of Singhat PS this morning at around 6, said sources. One AK 47 rifle was recovered from the slain militant. The identity of the deceased militant is yet to be established. Churachandpur police has not received any report about the encounter, added the source.

A rickshaw driver who was admitted at JN Hospital with serious injuries after being thrashed by some unidentified persons near Palace Gate under Pormpat PS on the night of October 19 at around 7 succumbed to his injuries today, said sources. The victim has been identified as Nong-rakpam Khermohon (35) alias Mohon of Wangoo Sabamkhong presently residing in a rented house at Brahmapur Harikhagok Makhong. Sources further informed that the victim was beaten by two passengers whom he had carried from near Bhagyachandra Open Air Theatre. Porompat police has registered a case incon-nection with the incident. The victim's body was handed over to family members after post mortem at RIMS.

 NAGALAND: DURGA'S ATTIRE IN KOLKATA IRK NAGAS

1) Naga bodies piqued with Durga??™s attire

Dimapur, Oct 20: Leading Naga based social organisations have strongly condemned the way one Durga Puja pandal in Kolkata has used the Naga attires to dress up the goddesses and idols.

A Nagaland based newspaper has reported in today??™s edition that the frontal Naga organisations while condemning the Ajeya Sanghati, Kolkata, for its "deliberate and malicious attempt" in distorting the Naga people and their culture by dressing certain statues in Naga attires at a Durga Puja pandal in Kolkata, some frontal Naga organizations of Nagaland demanded an immediate unconditional apology from the Ajeya Sanghati to the Naga people.

The daily newspaper reported that while expressing deep resentment over the "motivated attempt aimed at instigating the good relationship the Nagas have with other diverse peoples", the Naga organizations in a letter addressed to Ajeya Sanghati also demanded that the Naga attires be immediately removed from the statues as corrective measures.

Further reporting the Nagaland newspaper said that the organizations in a press communiqu?© jointly issued by leaders from the Naga Hoho, Naga Students??™ Federation, Nagaland Baptist Council of Churches, Naga Mothers??™ Association and Naga People??™s Movement for Human Rights appealed to the Nagas to be cautious of communal attempt by such "cheap" roadside show.

2) IM talks in Bangkok from today

Bangkok, Oct 20 : Hoping to take the ongoing peace process forward, Indian Government and Naga outfit NSCN (IM) will discuss some key outstanding issues during a crucial round of talks beginning here tomorrow.

Indian delegation to the talks would be headed by the Centre??™s interlocutor K Padmanabaiah while Naga leader T Muivah will lead the NSCN (IM) side.

"Some Important issues may be touched at the meeting, expected to last two days," a senior member of the NSCN (IM) based here told PTI.

He said Muivah is already in the Thai capital for the talks.

"We are to go to India for the next round of talks and that will depend on the outcome of this round of talks to begin tomorrow," he said.

The talks now aim at extending a seven-year-old peace process between the Government and the National Socialist Council of Nagaland (NSCN) whose leaders live in Thailand and The Hague.

The NSCN wants an independent homeland for three million Naga hill people in its plan for a greater Nagaland carved out of Naga dominated areas in Nagaland, as well as neighbouring Manipur, Assam and Arunachal Pradesh. India has not agreed to this plan.

A truce between the NSCN and New Delhi was agreed in 1997. It has held and been extended on several occasions.

After extension of the ceasefire for another year in August last following discussions in July, both sides were meeting once again to carry forward the dialogue process amidst Centre??™s assertion that Naga leaders should come to India for political talks.

Among others, contentious issue of integrating Naga inhabited areas might dominate the parleys against the backdrop of Naga NGOs??™ sustained campaign for bringing such areas under a single administrative set up.

The demand has been opposed by the neighbouring states of Manipur, Arunachal Pradesh and Assam.
