Subject: Election Reforms  

Mr Satinath Choudhary has suggested PR Proportionate
Representation, instead of present FPTP. That would be
a welcome change. There is another option, which may
be acceptable to the current MPs and they may then amend the Constitution.
Hold the election as
per FPTP. If the winning candidate gets minimum
50% of the cast valid votes, then his election is confirmed. If he gets less
votes, then top two candidates
to face election once again, within 7 days of declaring
result of first election. The winner of the second ballot
should then be the finally chosen representative. This
is on line of Presidential election (may be also for
their parilanetary members, I am not sure) in France.
With electronic voting machines now commonplace,
a second ballot is quick to organize. It will be difficult
to explain PR syatem to the vast masses of people. They
would easily understand the above option

Many people feel democracy is synonymous with voting. But there are good democracies and bad ones. There are two main ways of translating votes into representatives, with several variations in between. On the one hand one has majoritarian system, characterized by FPTP (first-past-the-post) system and its variations. In this system each constituency elects a representative by plurality of votes. The other side of the spectrum of electoral system is one is Proportional Representation (PR) characterized by a list-PR. In a PR
system one has multi-seat constituencies. From each constituency numbers of representatives elected from different parties are in proportion to votes obtained by them. It is not difficult to show that generally speaking, PR leads to a far better democracy than democracy that uses FPTP.
