Subject: S.U.C.I.'s MEMORANDUM TO THE CHIEF MINISTER OF TAMIL NADU ON TSUNAMI

S U C IS.U.C.I.'s MEMORANDUM TO THE CHIEF MINISTER OF TAMIL NADU ON TSUNAMI

MEMORANDUM addressed to the Chief Minister of Tamil Nadu Ms. Jaya Lalitha was submitted by Mr.Krishna ChakrabortiMember, Central Committee, SUCI-charge, Tamilnadu State Organising CommitteeSocialist Unity Centre of India (S U C I) on January 04, 2005demanding total mobilisation of government machinery and efforts for effective delivery of relief, medical help, epidemic prevention measures and total rehabilitation and restoration of livelihood to the families of the victims and survivors of the destruction caused by the tsunami
The text of the Memorandum is as follows-

On learning of the unprecedented destruction wreaked by the killer tsunami that struck on December 26, 2004, the Central Committee of the SUCI called on all its Party units in all states to respond to the national calamity in every way possible, just as they had on past occasions, especially during the Maharashtra and Gujarat earthquakes and the Orissa Super Cyclone.

The Tamilnadu Organising Committee immediately started collecting funds and relief materials and, over the past eight days, it sent fact finding teams to some of the worst hit areas in the state - Cuddalore, Nagapattinam and Kanyakumari, as well as Pondicherry - to study the extent of destruction caused and the relief efforts being taken in response to this national calamity.

The findings of our fact finding teams revealed the shocking and unimaginable extent of loss of lives, destruction to property, disappearance of means of livelihood suffered mainly by the coastal poor, mostly fishermen who were the main victims of the fury of the tsunami, as well as many others.

The findings also give us deep concern as to whether the scale of the tragedy is being understated, whether the aid promised by the Central and the Tamilnadu government is being effectively delivered into the hands of all the affected, and as to what efforts are being taken to undertake the admittedly onerous task of counting the dead and enumerating the missing.

We feel that your intervention into the relief efforts can help gear up the whole government administrative, police, medical, health and other emergency machineries so that the thousands

who have lost everything do receive fundamental relief like drinking water, food, basic utensils, medical attention, and confidence building measures that their lost means of livelihood will be restored to them, that their children can go back to schools. More urgently, emergency teams should be deployed to handle the dangerous pollution of the environment being caused by dead bodies and rotting debris yet to be removed and which threaten the possibility of outbreak of diseases that will surely add misery to the victims who are already suffering and may further take heavy toll of human lives.

We also hope that you see the vital role that the many organisations that have come forward to help have to play in supplementing the relief effort of the government. We feel that the government could set up a mechanism to coordinate these voluntary efforts for effective delivery of all the generous aid that is pouring in from the people of the state, from the rest of the country and other countries. At the same time, it is accepted that these efforts can only supplement, not supplant the bounden responsibilities of the Central and state governments in coming to the aid of the suffering people and finally rehabilitating them economically. Attention must also be paid by the authorities at all levels to be sensitive to the intense trauma suffered by the victims and steps taken to nurse them out of the shock suffered.

We feel that a quicker and more responsible response from the Central Government could have prevented the loss of thousands of lives. We are also very disappointed that it has yet to mobilise the total resources at its command, especially the armed forces, on a war-footing strength to come to the aid of the people, at least now, so that people can get back to their homes and lives at the earliest. Here, too, we feel you have a crucial role in persuading it to respond to the situation on a war footing.

While appreciating the efforts your government is taking regarding orphans, we are concerned about reports that certain unscrupulous elements are engaged in trade in these unfortunate children. We request you to investigate the veracity of these reports, and, if found to be true, to take steps to nip this heinous activity in the bud and give exemplary punishment to the guilty.

Trusting that you will give this memorandum due consideration,

Thanking you,

Mr.Krishna ChakrabortiMember, Central Committee, SUCI ,In-charge, Tamilnadu
