Plea to High Court on `two-tumbler system'

CHENNAI, MARCH 14. A writ petition has been filed in the Madras High Court for the constitution of a high-level committee to identify the places where the "two-tumbler system" is followed, and to take action against those who practise it.

According to the petitioner, P. Selvaraj of Thirumalaigiri in Salem district, his minor son Kanjamalayan was attacked by some caste Hindus as he questioned the "two-tumbler system" at Thirumalaigiri bus stop. Though it was the boy who suffered injuries and hospitalised, the assailants lodged a complaint and had him arrested.

Despite a legal bar as per Section 7 of the Juvenile Justice (Care and Protection of Children) Act, the Magistrate concerned remanded him to judicial custody on February 5, the petitioner said. Alleging caste bias among senior enforcement officials themselves, Mr. Selvaraj said they should be directed to take action against the offenders immediately after receiving complaints. In Salem district alone, the two-tumbler system was in existence in several places, he said, and wanted a committee to be constituted to look into the issue.

Indictment in sexual harassment case: RAW Chief sacks Director

NEW DELHI: In a first step aimed at cleaning the Research and Analysis Wing (R&AW), rocked last year by the defection of its Joint Secretary Rabinder Singh, new chief P K H Tharakan has issued orders for the dismissal of a Director, indicted by an internal probe in a case of sexual harassment.

The order for dismissal of the Director follows his controversial tenure in the North-East where he was charged with serious misbehaviour, including keeping a woman ???under siege.???

Official sources confirmed that the dismissal order, the first in the agency in over a decade, has been forwarded to Cabinet Secretary B K Chaturvedi for final approval from Prime Minister Manmohan Singh who is Minister in charge of R&AW.

This website??™s newspaper has learnt that the agency is expediting inquiries against at least three more officers-two are in the rank of Director and the third is an Under Secretary.

The Director whose dismissal has been ordered and the Under Secretary had earlier been placed under suspension. While the Director was probed for sexual harassment, the other cases under process have to do with charges of embezzlement.

One of the officers is being investigated for misappropriating huge sums of money while he was posted in Gujarat while another faces the charge of embezzling Secret Service funds.

Another officer, also in the rank of Director, is likely to face disciplinary action for actively trading in the share market which is forbidden by R&AW service rules.

Another series of actions underway is to ask those R&AW officials, identified for involvement in suspicious dealings, to take compulsory retirement. While action against two R&AW officials has already been initiated, more may be on the cards.

Senior government officials, however, claimed that the proposed action of compulsory retirement was routine. They pointed out that over the past three years, six R&AW officials had opted for voluntary retirement, three of them last year.
