Head of Military Nursing knocks HC door against Army

NEW DELHI: ???Discrimination, disparagement, derision, dishonour and humiliation???. These are words not readily associated with the Army but they appear in the High Court writ petition filed by Maj Gen Usha Sikdar, head of the Army Military Nursing Service (MNS), against the Army five days ago.

And on March 11, a double bench of the HC comprising Justice B.A. Khan and Justice Anil Kumar issued notices to the respondents and asked for copies of the rules under which an April 30, 2004, letter from the Army was issued. The next date of hearing is on Wednesday.

On April 30, 2004, Sikdar was unceremoniously relieved of her right to display stars and a flag on her official car, after the Army issued a letter saying MNS officers were not true Army officers, as was generally accepted previously, but officers under the Nursing Service.

In the covering letter to her HC petition, Sikdar??™s lawyers said the Army letter looked to ???illegally and arbitrarily??? dilute her status as a commissioned officer. The Army offered no comment, saying the matter was in court.

In the Army??™s letter, Deputy DG (Ceremonials) Brig Brijendra Singh said: ???The Indian Military Nursing officers are not covered under the definition of ???officer??™ as given in AA3 (XVIII) Army Act, 1950. The MNS was raised vide Indian Military Nursing Ordinance, 1943, in that MNS officers are appointed as officers of Indian MNS.???

The respondents named in Sikdar??™s petition are the Army Chief, Defence Secretary, Army Adjutant General, DG Armed Forces Medical Services, DGMS (Army) and DGMS (Navy) Rear Admiral V.K. Singh.

According to her petition, on September 5, 2003, a similar ranked Rear Admiral of the Navy (one of the respondents) said he could not allow Sikdar to display her stars and flag while she was on a visit to the Navy??™s INHS Asvini, which the Naval officer was commanding.

???Aggrieved by the arbitrary order and humiliation suffered at the hands of the Commanding Officer (V.K. Singh)???, Sikdar wrote a letter to the DGAFMS and Senior Colonel Commandant of the medical services at Army HQ.

Instead of a response, Sikdar puts on record, there was ???a sudden change in the style of functioning??? in her office, making it ???difficult to discharge responsibilities towards approximately 3,200 subordinate officers???. Further representations finally ended with the Army??™s April 30 letter.

Days later, Sikdar wrote a demi official letter to then Army Chief Gen N.C. Vij who met her on May 9 and assured the matter would be looked into, though there was no further action.

Clarifications needed from Nano brothers....

In a statement today, Dr. Joshy Joseeph, Georgia Institute of Technology , Atlanta, USA, and Dr. Pradeepkumar, University of Illinois at Urbana-Champaign USA, wanted the doctor duo to make clarification to the following points:

1) In the articles published in ???Kerala Kaumudi??™, ???Manorama??™, ???The Hindu??™ and various other media sources, this doctor brothers claimed of having secured more than 100 patents of various countries.

If they know that they have only submitted few (~10) patents in India, why they made such claims? I think they also know that ???patents??™ are
only valid if they are approved. Anybody can apply for a patent with trivial ideas !!! Were they trying to fool the media and the public, taking the advantage of the lack of more information on ???nanotechnology??™?

2) In reports published in various media sources, these doctor brothers claimed of having invented a ???nano chip??™ called ???nanogene seq??™, which
can sequence the entire human genome in less than 2 hours with 99% accuracy for a cost of less than 3000 rupees. Even they told some websites that the product is just few months away from commercialization after fine tuning. Recently in ???Mathrubhumi??™ report they confessed that all their ???nanotechnology??™ based inventions are in logic level only (none of them are real developed products). Then why they claim like this before? Is it to confuse media about their inventions? Then from where they got these statistics like 99% accuracy, cost of Rs. 3000 and less than 2 hours processing time? All their imagination or expectation?

3) They are claiming that they have been doing research in nanotechnology from their college days.

(i) What are their practical experiences in this field other than reading and formulating trivial ideas with the help of a computer and internet? Did they do any ???nanotechnology based project work??™ or got any sort of ???training in this field??™ from any institution in India or Abroad during this period?

(ii) Do they have some reference (some scientific personality) who can certify (and support) their experience or proficiency in the ???nanotechnology??™ field? (other than the so called ???Encouragement Letters??™ from US President or Microsoft Chairman?)

(iii) If they have formulated these inventions with the help of scientific institutions at Trivandrum (as they claimed earlier), which all institutions helped them with this project? Any scientific support/reference from these institutions?

(iv) Do they have any ???scientific publication??™ or ???approved patent??™ to prove their claims?

(v) What evidence do they have in support of their inventions such as ???nanogene seq??™? Did they present it in front of some scientific body and got some feed back? Did they try to demonstrate the feasibility of their idea by any chance? What about their willingness to present these concepts/ideas (of their claimed inventions) before a ???scientific panel??™ constituting experts from various institutions at Trivandrum?

4) What about the ???novelty??™ of their ideas? Most of them are just internet copied trivial ideas. Do they believe somebody will issue
patents for such trivial ideas?

(i) For example their most important ???idea invention??™ (???nanogene seq??™) is just an indian version of a flop idea of a Harvard medical school dropout named Eugene Chan who dreamed of making a nanochannel based ???gene machine??™, which can sequence the entire DNA 1000-2000 times faster than the conventional techniques. After forming a company (US Genomics) and wasting 60-70 million dollars (~300 crore rupees), he has to step down without achieving the goal !!!

(ii) Most of the ideas they coined in the proposal (like developing nanomedicine, nanorobots etc) are also known to the scientific world for years. What is their novel contribution to this?

(iii) Another claim is that ???they have developed??™ a ???genetic horoscope??™ idea based on their ???nano chip??™. Do they think that, it is a new idea
that if you know the entire human genome of an individual and the ???genetic code??™ corresponding to each genetic behavior we can predict the ???genetic related??™ future of an individual? It will be a surprise to the scientific community if these doctors claim of first time introducing the idea of ???personalized medicine??™ and ???gene therapy??™ from their inventions. Are they that foolish to claim such widely accepted
areas/ideas to their credit? Ever since the discovery of the structure of DNA it is known that DNA is responsible for the hereditary behaviour
and it??™s a middle school science topic. What is the novelty in their ???genetic horoscope??™? Old wine in a new bottle with an attractive label !!! What about the needed 'genomics' and 'proteomics' support for this? DO they develop that also?

(iv) Do they still believe that their ???nano chip??™ (once it is made real !!!) can identify the possibility of viral disease like AIDS? Or else what do their invention has to do with AIDS according to their claims? Are they foolish to think that they can trace out all diseases with a known ???genetic code??™??¦Do they know the difference between genetic
diseases and others (of course they should as they are medical doctors !!!). Then why such confusing claims?

5) The only demand of their critics (in terms of scientific claims and proposals, not their personal life !!!), is a ???scientific level??™ investigation on their claims and ???scientific credibility??™ for the
present proposal. How they react to this demand? Are they confident to prove their content before a scientific committee?

The press may give emphasis to this point to have a ???scientific level investigation??™ on their claims and a re-evaluation of the entire proposal. Thus we can purify this noble science venture from possible
errors/draw backs !!!

Imam??™s Council flays MYL chief??™s statement

KOZHIKODE: The Kerala Imam??™s Council has deplored Muslim Youth League (MYL) state president Syed Sadikali Shihab Thangal??™s statement on ???Muslim terrorism??™ after his visit to the violence-torn Punnad area.

In a press release issued here, the Council general secretary K.K. Abdul Majeed Al Khasimi said that it was surprising that Thangal failed to notice the RSS terror.

It is regrettable that the revered leader has issued a statement which indirectly justified the RSS campaign on minority communalism.

Kerala has witnessed many RSS attacks on Muslims. Thangal has not visited any of these places. But he visited the house of the murdered ???RSS criminal??™ and issued a statement against Muslim extremism, the statement said.

Samastha plans campaign to expose CPM

KOZHIKODE: The Samastha Kerala Jam-Iyyathul Ulema, the pro-IUML body of Islamic scholars, will launch a month-long campaign to ???expose the CPM design to penetrate the Muslim community??™.

The campaign is being planned in the backdrop of CPM??™s ???Capture Malappuram??™ move and state secretary Pinarayi Vijayan??™s visit to the Markazu Ssaquafathi Ssunniya recently, where he declared that CPM was not against religious beliefs.

All the feeder organisations of the Samastha, including the Samastha Kerala Sunni Students Federation (SKSSF), Sunni Yuvajana Sangham (SYS) and the Samastha Kerala Muslim Employees Association (SKEMA), will take part in the campaign.

Musthafa Mundoopara, the convener of the campaign, told this website??™s newspaper that there was a concerted move on the part of the CPM to woo Muslims into the party. It is not as simple as one political party having ties with another party.

??????Muslims joining the Communist party, whose base is atheism, is a dangerous trend,??™??™ he said. According to Musthafa, Vijayan??™s statement itself is fraught with danger.

??????What he said was that Communists were not against religion. It has a connotation that Communism was against religion,??™??™ he said.

Atheism as an ideology is dangerous to believers. ??????It is a threat not only to Islam but to all religions,??™??™ he said. The Samastha campaign includes conducting awareness classes, dialogues, seminars and public meetings.

`No party untouchable for Muslims'

MALAPPURAM, MARCH 15. The Samastha Kerala Sunni Yuvajana Sanghom (SYS), the youth wing of the Sunni faction led by Kanthapuram A.P. Aboobaker Musaliar, has said that there is no political party that could not be voted by the country's Muslims.

Addressing presspersons here on Monday, Wandoor Abdurahman Faizi and Koottampara Abdurahman Darimi, State secretary and district president respectively of the SYS, said no political party, including the Indian Union Muslim League, was following the ideals of Islam in their entirety.

Lashing out at the leadership of the E.K. Sunni faction led by Cherussery Zainuddin Musaliar, the SYS leaders said the Sunnis could never justify or support anti-Islamic ideologies. Religious leaders who work for the promotion of any political party cannot be respected, they said.

Pinarayi's visit

Asked about the CPI(M) State secretary, Pinarayi Vijayan's visit to Markazu Ssaqafathi Ssunniyya, the headquarters of the Sunni faction, during its anniversary celebrations recently, the SYS leaders said it was not Mr. Vijayan alone who visited Markaz. Several political leaders, including those of the BJP, had visited Markaz in the past. Mr. Vijayan's visit, they said, was not part of any scheduled programme. He had come on his own.

They criticised the Muslim League for taking recourse to the controversial Islamic cleric Yousuf El-Qardawi's fatwa on communism. Mr. Qardawi's is a solitary view, they said. Will the Muslim League subscribe to Mr. Qardawi's views on jihad that glorify terrorists as `shuhada' or martyrs, they asked.

Conferences

They said the SYS would organise a series of conferences at the zonal level spreading the message of the `invincible Ahlu-Ssunnath' in April and May. The campaign will begin with a two-day conference at Kottakkal on April 14 and 15.

Meetings will be held at Pulikkal, Wandoor, Edakkara, Tirurangadi, Tanur, Nilambur, Melattur, Kolathur, Areekode, Tenhipalam, Kuttipuram, Tirur, Edappal, Perinthalmanna, Manjeri, Kondotty, Ponnani and Malappuram, they said.
