1] KARNATAKA: Police Efforts To Solve Hindu-Muslim Animosity chro2003 The Hindu, April 05, 2005, Tuesday Police start process to resolve Hindu, Muslim animosity MANGALORE, APRIL 4. The Mangalore Police, in association with the district administration, have started a process of consultation with Hindu and Muslim organisations to find solve the existing animosity between the two communities. The main dispute between the communities is over illegal transportation of cattle, especially cows to slaughterhouse. While there have been clashes between members of the two communities over the issue for some time now, the situation has assumed a different hue since the Moodabettu incident in Udupi, where members of minority community were stripped and assaulted, and the move by the district administration here to relocate the cow shelter at Urwa. The focus of the parleys is to diffuse tension because of the latest developments. Taking the lead is H.N. Sathyanarayana Rao, Inspector-General of Police (Western Range). Mr. Rao, who in his earlier stint in Bangalore managed to diffuse tension between the communities there, is trying to do the same here. His effort has received support from leaders of the two communities. Mr. Rao met a delegation comprising representatives of Hindu organisations, led by the Mangalore MLA, N. Yogish Bhat, as part of the process to reduce tension between the two communities. The MLA and the Chairman of Karnataka State Minorities Commission, K.S. Mohammad Masood, recently announced a joint initiative to resolve differences between the two communities. Mr. Rao told The Hindu here that the meetings were aimed at understanding the exact nature of grievances that the communities had against each other, the role of his department and the steps that could be taken to resolve them. He said the district administration and the police authorities too would come out with their suggestions to the issues raised by the two sides. Recalling the experience he had in dealing with a similar situation in Bangalore, Mr. Rao said there he had the help of Rainbow Forum, which had done groundwork to resolve the differences between the two communities, making the job of the police easy. Here the police are trying to ensure law and order on their own, he noted. Several rounds of such meetings are expected in the coming days. Mr. Rao said a few vexatious issues had been allowed to grow and if the authorities had nipped them in the bud, tension could have been averted. Speaking on this occasion, he said the real freedom would be felt only when every woman got land. He deplored that the Government was unable to spend the money allocated to social welfare department for land purchase as only Rs 50,000 was earmarked to purchase half acre land. He demanded that at least Rs 1 lakh should be allocated. Stating that women are being exploited every where, he said even upper caste women who were exploited should be considered as Dalit women. Stating that Dalit women were suffering without work, he demanded that industrial estates should be established every 150 kms to strengthen their employment opportunities. Speaking on the occasion, the Front??™s state leader A Mallikarjuna, Babu Jagjivanram Trust district president Swaminadam and Dalit leader Balasubbaiah said the land in Chemmumiapeta in Balajinagar is now occupied by a person and has been caught in legal wrangles for the past 30 years. Though the district administration acquired the land located in the heart of the town after winning the case in 2005, it has leased it out to a chit fund company, which is running a hostel, they alleged. They urged the government to allocate the same for the poor Dalits who have no shelter. http://www.newindpress.com/NewsItems.asp? ----------------------------------------------------------------------- 3] TN: Naxalites Spread Wings, 4 TN Districts Affected chro2003 Deccan Chronicle, April 05, 2005, Tuesday Naxalites spread wings in Tamil Nadu, 4 districts affected New Delhi, April 4: Tamil Nadu has become a threshold state, with Naxalite violence spreading at an alarming rate. Four districts affected by Naxalite violence in the state are Dharmapuri, Salem, Coimbatore and Madurai. According to sources, these four districts are considered low-intensity areas. There are now 170 districts spread across 15 states that have been hit by Naxalite violence. There is concern over the steady spread of left-wing extremism to newer areas. Tamil Nadu chief minister J. Jayalalithaa has been expressing apprehension that after the ban on the People??™s War Group in Andhra Pradesh was allowed to lapse in June, the left-wing extremists had a free run. It has resulted in the Naxals infiltrating into neighbouring states of Karnataka and Tamil Nadu. In fact, recently, Karnataka had witnessed stepped up Naxal violence. But the TN police has beefed up security along the borders with AP and Karnataka, to halt the infiltration. Backwardness of the areas is among the contributory factors for the spread of Naxalite violence. The district has long stretches of thick forests and hills along its border with AP, which is the hub of Naxalite activities, and Karnataka. It is for this reason that the Congress-led UPA government at the Centre has identified the problem as not merely a law and order problem but as a problem relating to backwardness. The government has since adopted the three-pronged strategy to tackle the problem. It allows for the Naxalites to come overground and preach their political philosophy through peaceful means. The second prong is to deal firmly any breach of law and order. The third prong relates to development of the backwardness, in order to remove the breeding ground for the Naxalites. Despite the setback to the peace process in Andhra Pradesh, the Centre has ruled out any change in the approach. Primarily, the Centre wants that affected states to approach the three-pronged approach to tackle the menace.
