1] 5 Bills on autonomy passed in House GUWAHATI, April 6 ??“ The State Assembly today passed seven Bills. Two of the Bills were on autonomy to the Deoris and the Sonowal Kacharis while another three were on amendments to the existing legislations on the autonomous councils of the Tiwas, Misings and the Rabhas. On the other hand, one of the Bills was on the amendment to the Assam Motor Vehicles Taxation Act and the last one was on the amendment to the Assam Tribal Development Authority Act. Amendment: Bodoland Demand Legislature Party (BDLP) members were successful in carrying the House with them to support the amendments they moved for the bills concerning autonomy to the tribal groups. They suggested that in the preambles of the bills the term ???other Scheduled Tribes (STs)??™ should also be incorporated. This, they said, was necessary for avoiding confusion over the status of the other ST groups and clash of interest among the ST populations living in the specified tribal autonomous areas. Moreover, they argued, this would help the other tribal groups also to enjoy the fruits of autonomy. However, there was a suggestion from Asom Gana Parishad??™s (AGP) Hitendranath Goswami during the debate on the Deori Autonomous Council Bill, that the amendment proposed by the BDLP members should be discussed with the Deori Students??™ Union before being accepted. But Minister for Welfare of Plains Tribes and Backward Classes Bharat Narah allayed the fear that there would be any resistance from the Deoris to this amendment. None of the groups like the Deoris, the Tiwas and the Misings would object to it, he said. For, he said, the amendment would benefit the other tribal groups living in these autonomous areas and even in the legislation concerning the BTC, the word Bodo was mostly replaced by the word ST. Thengals, ST status to others: During the discussion on the Sonowal Kachari Autonomous Council Bill, the Minister said that the Government was seriously considering the issue of granting autonomy to the Thengal Kacharis. AGP??™s Hiten Goswami and Dilip Saikia raised the issue and Independent Premadhar Bora, Congress??™ Sarat Saikia and BDLP??™s Pramilarani Brahma supported it. The Minister also said in response to the plea of Dilip Saikia, that the Government was trying to overcome the hurdles on the way of granting ST status to the Morans, Mataks and the tea and ex-tea garden communities, among others. The Minister also assured Congress??™ members like Aftab Molla and Chandan Sarkar that the Government would look into the issue of non-inclusion of the villages, which did not have significant Rabha population, in the Rabha Autonomous Council areas. General area STs: The Government is also taking steps to accelerate the development of the ST peoples living outside the tribal autonomous council areas of the State. This has made the Government to propose amendment to the Assam Tribal Development Authority (ATDA) Act, he said. He also claimed that most of the problems of the tribal peoples of the State had been solved under the present Government in the State and for this the Chief Minister deserved special commendation. The report revealed that over 2.20 lakh bighas of land in tribal belts in the State has either been transferred to or encroached upon by non-tribals. The report reads that tribal land measuring 1,77,082 bighas in Lakhimpur, 518 bighas in Goalpara , 4,867 bighas in Nalbari , 4,451 bighas in Barpeta, 14,895 bighas in Dhemaji, 417 bighas in Morigaon, 5,366 bighas in Dhubri, 2,21,257 bighas in Udalguri and 196 bighas in Kamrup district are currently under illegal occupation of non-tribals. MLA Promila Rani Brahma came down heavily on the State Government for its failure to protect tribal land at Demoria in Kamrup district. "The Public Accounts Committee, which inspected the area (Dimoria), confirmed the illegal transfer of tribal land at Demoria, but the State Government has failed to check the menace till date," she said. AGP MLA Dilip Kumar Saikia alleged that a section of Government officers are also involved in the transfer of land.
