[1] Rediff.com/PTI, April 25, 2005, Monday IAF 'studying' woman officer's sexual harassment charges The Indian Air Force is studying flying officer Anjali Gupta's sexual harassment charges against three senior officers, official sources said on Monday. Her letters to the Chief of Air Staff and the Ministry of Defence early this month will be studied by the IAF. "Now that the MoD letter is available with us, we will study this case and forward our findings to the air headquarters," IAF training command senior personnel staff officer Group Captain Ajay Masson told journalists in Bangalore. "Our judicial branch will study and if they find any truth in the allegations, then a fresh court martial will be ordered against those persons against whom she has made the allegations," he said. Masson said Gupta had made sexual harassment charges in her April 7 letter to the Air Chief and the MoD, but in 'none of the 25-odd applications' had she made any charges in the last one and half years since being posted as education officer at the city-based Aircraft Systems and Testing Establishment. "The Chief (Air Chief Marshal S P Tyagi) is monitoring it (the case) on a day-to-day basis," he said. Masson said the IAF conducted an inquiry by a senior officer in March on Gupta's February 11 complaint to the Vimanapura police about sexual harassment by the three officers at ASTE, and 'it was clearly brought out that the allegations were false'. Gupta is the first woman IAF officer against whom the IAF has launched court martial proceedings. An additional two platoons comprising 30 police personnel will be deployed for duty at Marad for a week. They will be drawn from the Malabar Special Police and the Armed Reserve Camp. As of now, two battalions of 30 police personnel under the command of an Assistant Commissioner of Police (ACP) or a Deputy Superintendent of Police (Dy.SP) assisted by four Sub Inspectors have been posted there. Unlike last year the police have no plans to carry out raids or take out a route march of the Rapid Action Force (RAP). ``The existing police force has been monitoring the situation. It's quite normal at Marad,'' said the Kozhikode City Police Commissioner, H. Venkatesh, today. Around 350 constables and officers had been posted in the area after displaced Muslim families were rehabilitated in November 2003. The officers were on a 24-shift duty till the first anniversary. A thorough mapping of the area had been done and two vehicle check posts set up. The North Zone Inspector General of Police, M.N. Krishnamurthy, said all precautionary measures would be taken at Marad. A striking force would always be ready at the disposal of senior officers. Raids or any other measures will be done only if needed, he said. As part of tightening security, Mr. Krishnamurthy said checking of vehicles would continue for a week. Anand Plot was to target religious centre in Male THIRUVANANTHAPURAM: With the arrest and deportation of Ibrahim Asif, a Maldivian, on April 24, the State police and Central agencies have foiled an attempt by religious fundamentalist groups based in the U.K. and Male to procure arms from Kerala and use them against prominent religious centres and Government functionaries in the Maldives, official sources said. Highly-placed Government sources told The Hindu that Asif, who had been doing "religious work" among the tsunami-affected people at Puttalam in Sri Lanka earlier, intended to procure weapons and explosives from the State using tsunami relief funds collected in the U.K. His plan was to ship the arms and explosives later to the Maldives in a consignment of construction material from a seaport either in Kerala or Tamil Nadu. Certain extremist groups in the Maldives were seeking arms and explosives to target the "the Islamic Centre (a landmark religious centre in Male) and a top ranking official in the Ministry of Religious Affairs in Maldives" and Asif was probably acting as an agent, sources said. False pretext A top official said Asif had come to India on April 9 under the pretext of visiting his seven-year-old nephew who is housed in an orphanage in Kollam district. He arrived in Kerala on a tourist visa from Sri Lanka. Intelligence and police agencies already had information that Asif could be using tsunami relief funds collected by the Jama'ah Tul Muslimeen, a U.K.-based religious fundamentalist group for purchasing arms for anti-Maldivian Government operations. Making contact On the basis of the tip-off, the State police and Intelligence officials trapped him at an undisclosed location in Kerala. According to official sources, in this instance, Asif was looking for a long-range sniper rifle with telescopic sight and explosives. His activities were secretly monitored for some days before he was picked up by the State police for questioning. The police have also found out that Asif had visited Karachi in Pakistan in 2004. Official sources said that he had been in touch with certain fundamentalist groups working against the Pakistani Government. The plot Security agencies suspect that the plot to purchase weapons from Kerala for use in the Maldives was set into motion in Karachi in 2004. In 2000, Asif had been arrested by the National Security Service of the Maldivian Government on the charge of anti-national activities. The Intelligence agencies believe that Asif is part of a 75-member "dormant unit" of the U.K. based Jama'ah Tul Muslimeen in the Maldives. The unit is also suspected to have links with certain Wahabi Movement activists. Asif is also thought to have made a "futile attempt" to recruit some persons in Kerala. An intelligence operation is now on to unearth possible links of the organisation in India. As reported earlier, Asif was detained in Thiruvananthapuram on April 21 on the charge of "undesirable and suspicious" activities. The District Collector had served him a notice to leave India under Section 3 (2) (c) of the Foreigners Act, 1946 on the basis of report given by the City Police Commissioner. He was deported to Maldives on April 24. The employees manhandled the journalists when they went to the office to report the alleged malpractices in connection with the physical fitness test held for the selection of women police constables. Those injured in the attack include Shinoj Shamsudeen (Madhyamam), Shibu (Desabhimani), Titus S. Kumar (India Vision) and Jayamohan Thampi (ACV). PSC member Babyson and district officer Binoy were inside the office room when the journalists were attacked. Four press persons who were injured in the attack have been hospitalised. They are Shinoj Shamshudeen (Madhyamam), P. Shibu (Deshabhimani), R. Thampi (ACV News) and J. Replying to supplementaries during Question Hour, Union Home Minister Shivraj Patil said state governments would have to address the problem of violence against the girl child at their level. Admitting that laws vis-a-vis crime against women need to be changed in the country, Patil said the United Progressive Alliance government has taken several initiatives in this regard. Reply to a question whether the government is considering death penalty for rapists, Patil said that introduction of capital punishment for such cases could create problems.
