Dalit worker's death sparks unrest

Staff Reporter

COIMBATORE: The death of a Dalit worker here on Thursday, due to the serious burns sustained in the self-immolation bid at the Collectorate on Monday, led to a minor unrest at the Coimbatore Medical College Hospital (CMCH).

N. Sampath, a construction worker, submitted a petition to the Collector on Monday accusing a Sulur-based trader Shanmugam, of abusing him by using his caste name. He even levelled charges of criminal intimidation against the trader. The petitioner also accused the police of failure to act on his complaint. He charged the police of having acted in favour of the accused.

Minutes after submitting the petition, Sampath attempted self-immolation and was rushed to the CMCH with 100 per cent burns. Early on Thursday, he died of the injuries.

Following this, leaders and cadres of various Dalit organisations gathered in front of the hospital accusing the police of having failed to act in time, which made Sampath take such an extreme decision.

Compensation sought

The President of Puthiya Tamizhagam, K. Krishnasamy and Deputy General Secretary of Dalit Panthers of India, Susi Kalaiarasan and others refused to accept the body demanding action against the accused and the police personnel. They also sought compensation to Sampath's family and a Government job for his wife. Following a brief unrest, a posse of police personnel led by the Commissioner of Police, Karan Singha and the Deputy Commissioner of Police (Law and Order), P. Nagarajan oversaw the bandobust arrangements and held talks with the dalit leaders to defuse tension.

Talking to media persons at the hospital, Dr.Krishnasamy alleged that there was "slackness" on the part of the police in dealing with petitions relating to caste abuse and prevention of atrocities.

Police should start invoking the legal provisions to ensure equality for Dalits rather than indulging in arbitration, he said.

Accusing the police of having chosen to withdraw nearly 50 cases relating to SC/ST Prevention of Atrocities Act of 1989 by the stroke of a single order, he demanded a white paper on the status of cases registered in the last five years under the provisions of Protection of Civil Rights Act and SC/ST Prevention of Atrocities Act.

He listed a number of incidents where the interests of Dalit people had been at stake. Taking objection to the "attitude and approach" of the police in dealing with such sensitive issues, he cautioned that "such an approach would lead to caste clashes, making the SC/ST people lose faith in legal and democratic systems".

"Dalit outfits would mobilise the support of all oppressed communities and stage an agitation shortly", he said.

Hunger and Starvation Deaths in Rural Bihar

The pre-election era of Bihar was a long period of utter frustration and deep misery for the rural poor. But, the current phase is also not different from the past. The President's rule doesn't mean anything meaningful for the rural poor of Bihar. They are not only facing the attacks and violence by feudals and kulaks belonging to BJP and RJD,
they are also undergoing through a very hard time of their lives. They are living in a state of utter poverty and penury. There is no employment, no food-for-work programme, not any administrative assistance, no help from so-called 'voluntary' organisations. In the wake of devastating floods affecting the whole of North Bihar and severe drought and famine engulfing vast areas of south Bihar, the poor and toilers are starving to death in many districts. The administration is showing utter callousness and criminal negligence. They are attributing these starvation deaths to fever, malaria and malnutrition.

For the rulers-in-waiting like Laloo, Nitish and Ram Vilas, this tragedy hasn't any 'political' significance. They are only busy in finding some cosy bed-fellows to somehow cobble a government in Bihar. A government, for what? A government, for whom? The society wonders!

For CPI(ML), a Party of the poor and working class, the tragedy has a deep meaning. The Party has started bringing starvation deaths to the public notice and intensified the movement in several areas of Bihar.

Recently Jehanabad Party Committee unearthed and protested ten such cases of starvation deaths where poor agricultural labourers died of starvation during last five months. They all were dalits.

In all these cases the villagers had given prior information to the administration and had demanded that it must do something substantial to save the lives of the poor.

Gaya: Gaya is among the fifteen districts in the state which have been declared as deprived districts by the centre. Despite this fact, at least three people have died of starvation in the district. CPI(ML) is leading agitation to demand proper measures to stop this sorry plight. Recently thousands protested in front of the DM Office. The sleeping administration has now promised to initiate food-for-work scheme.

Aurangabad: Five starvation deaths have so for been reported from Aurangabad district. The Party held a demonstration before the Collectorate on April 27.

Although there is no report of starvation deaths so far from Arwal district, the fact remains that at least three blocks of Kurtha, Banshi and Karpi are severely affected by drought. And there is no employment opportunities in villages. Party demanded food-for-work programme to be implemented here also and held a protest on April 8.

CPI(ML), in Jehanabad and also in other affected districts, is mobilising thousands of poor villagers and intensifying the movement. Demonstrations, blockades, dharnas and gheraoes are being organised.
