Meet on hydel power project held ITANAGAR, May 15 #8211; In the backdrop of mass protest rally against the NHPC authorities for their failure to complete mini hydel project at Kamba, a coordination meeting attended by the officers of NHPC, Power Grid, police and administrative officers was held at Along under the chairmanship of T Bam, in-charge Deputy Commissioner, Along on May 6 last, official sources said here. Initiating the discussion, Bam said that the mass unrest on May 4 in which more than three thousand people took to street is simply a manifestation of pent up anger and rage of disgruntled people for not fulfilling the long awaited desire of power supply in West Siang as per the commitment given by NHPC by March last of this year. The mishap on March 25 in which desalting tank broke down, dashed the hope of getting the power supply and created the recent social unrest. He asked the NHPC authorities to spell out their problems and address the issue in a more focused way to diffuse the prevailing tension. He reiterated that higher authorities of NHPC should have attended in such crisis and clears their stand and future course of action to ease out the mounting social tension. The corporation which is all set to embark upon much bigger projects in the district should be able to get the cooperation and goodwill of the local people, he insisted. The meeting discussed the resolutions adopted by the public. In order to give a ray of hope to initial set-back, the NHPC authorities were pressed to manage temporary power supply at Along township by meeting few hours of fuel expenses of existing DG set at Along town in consultation with their higher authorities. As regard to installation of hume pipe to run single turbine, the Chief Engineer NHPC clarified that it will be harmful for the machine in the long run. It was also disclosed by the Power Grid Corporation that Ranganadi power supply is likely to be available at Along by December this year and efforts will be made soon to tie up with the competent authorities. It has also been decided to disconnect all illegal and unauthorized power from emergency line and criminal cases will be registered against any offenders. The EE power Along said that 70 kw Kombo hydel has to be generated and sold out as government revenue as per its existing strength and committee has identified the establishment and location to supply power from emergency line. Interested entrepreneurs can be allowed to operate their generators in various locations in consultation with power department. The consumers will use only electric posts but not the service line that too at their own risk. It may be recalled that agitated people of all categories numbering more than 3000 came to street to mark their protest in the form of rally. In a public meeting that followed the rally, public vociferously asserted that NHPC have let rayed their hope and set June 4 as deadline to mitigate their demands or face further necessary action. Offline Send Message Edit Membership Dear friends, Any forests produce, be it handicraft or timber, cannot be exported without a Forest Certification ? ravi Forest certification underway in Mizoram Aizawl May 16 (NEPS): The process of forest certification, as demanded by the World Trade Organisation following Rio's Earth Summit and the Kyoto Protocol, is underway in Mizoram through initiatives of the Bamboo Development Agency (BDA) and New Delhi's Development Research Centre. A stakeholders meeting, which included environment groups such as the Centre for Environment Protection and community-based NGOs like the YMA etc., for the process was held today at the Industries secretary office chamber headed by the secretary, J.C. Ramthanga, who is also the chairman of the BDA. According to the programme manager of the BDA Vanlalchuanga, the only thing that has keeping the process from going ahead, a forest management plan, would be completed within this week by the state Forests & Environment department. Dr Lalrinawma, a member of the Development Research Centre, told the meeting that if a certification is issued here in Mizoram, it will be the first state in India that will have a forest certification. Madhya Pradesh and Tripura are the other states in the country who have taken initiatives towards obtaining this certification which is crucial for importing any forest produce. In Mizoram, a group of private planters had formed an organisation under the government Bamboo Development Agency called the BDA Group which has approached a South African company called SGS Qualifor that has a Forest Stewardship Council accreditation for issue of the forest certification. However, since no scientific management of forests has taken place anywhere in the state, either by private or government planters, SGS Qualifor has asked a "collective action request" (CARs) and this has caused a problem as the CARs are based on a management plan. The aim behind forest certification is to have a sustainable forest management that is uniform throughout the world. Ever since awareness on the environment deterioration had taken the world by storm, environment activists had feared that the world would become denuded of its forests, bringing about unwanted climatic changes, as it has already started to do. Any forests produce, be it handicraft or timber, cannot be exported without a Forest Certification as they would be rejected by the importing country. http://www.kanglaonline.com/index.php?template=headline&newsid=23597&typeid=1 -------------------- [3] Chinese army enters into Indian territory Dear friends, Let us think that it has happened by mistake or it may lead to Indo-Pak boarder situation/ more then that. ravi Chinese army enters into Indian territory JOSY JOSEPH NEW DELHI: Hardly a month after India and China signed a landmark agreement to settle their border dispute, a Chinese Army patrol has intruded deep into Indian territory and stayed there for close to 24 hours before withdrawing last week. The border violation took place in Asafila area of the Upper Subansiri district of Arunachal Pradesh. This is the same area where on June 26, 2003, a Chinese Army team had intruded into India, stripped Indian intelligence officials of personal weapons and held them hostage for several hours. The incident had coincided with the then prime minister Atal Bihari Vajpayee's official visit to China. The issue was taken up by India with the Chinese government then. The latest intrusion was carried out by a five-member team of the Chinese Army, sources say. The patrol reached the border on May 10 and crossed over the next day, trekking some five kilometers into the Indian side. They spent almost the entire day inside Indian side before retreating. By May 12, the patrol team had fully... withdrawn to their normal stated position beyond the Line of Actual Control. "Our troops did not allow the situation to get out of hand," sources told Indiatimes News Network . There was no exchange of fire. The government and Ministry of External Affairs are in the know of things, sources said. But there was no immediate confirmation if the issue has been taken up with China through diplomatic channels. When contacted by this website, Ministry of External Affairs spokesman, Navtej Sarna, said he had no information regarding the issue. The Asafila area, one of the eight pockets of dispute in Arunachal Pradesh, is patrolled by Indo-Tibetan Border Police. Newly-appointed Director General of ITBP S K Kains was not available for comments on the intrusion. His office said the DG was away on tour to the "forward areas" in the eastern part of the country but there was no confirmation if his trip was to assess the situation in Asafila area. What is baffling is that... ... the intrusion came just a month after the highly successful visit of Chinese premier Wen Jiabao to India. Among the agreements concluded during his visit, the most noticeable one was the "Political Parameters and Guiding Principles for the Settlement of the India-China Boundary Question". There have been occasional claims by India of intrusion by Peoples Liberation Army. In 2000, Arunachal Pradesh Chief Minister Mukut Mithi claimed there have been repeated incursions by Chinese troops. Then reports had pointed out that the Chinese had built a mule trail in Kaila Pass in Dibang Valley district. China officially does not recognise Arunachal Pradesh as an Indian state. Chinese Army had overrun most of Arunachal Pradesh during the 1962 war, but had vacated it after the war. The Line of Actual Control is punctured at many pockets of dispute. In 1986-87 there was a serious flare up of the border stand off between the Indian and Chinese forces in the Sumdorong Chu Valley of Arunachal. In 1993, the two sides signed an accord to reduce tensions along the border and to respect the LAC. In 1996 the two sides also put in place many Confidence Building Measures for improving the border peace. Mahali, was roughed up by a group of people at Bandhu Hudang village this afternoon. The incident took place when Mahali, along with several senior officials of UCIL, was on a visit to the Bandhu Hudang village in connection with the company#8217;s expansion plan. The village is one of 12 spread across 1,176 acres where the company has plans to extend its Turamdih mines division. According to sources, the UCIL officials recently have razed a portion of land said to be a Jaherstan #8212; a place of worship for the tribals #8212; in Bandhu Hudang village, while acquiring land for the Turamdih project. The local residents had objected to UCIL#8217;s attempt to destroy the Jaherstan. Sources said when the angry mob wanted an explanation from the visiting officials, the DGM allegedly roughed up a woman. The incident triggered tension, leading to the assault. According to sources, the UCIL officials took Mahali to the Sundernagar police station. From there the officer-in-charge, Sundernagar, S.N. Sahay rushed him to MGM hospital. The officer-in-charge said the assault was followed an altercation between the displaced persons and a group of UCIL officials, but failed to give the exact reason. #8220;I do not know the exact the reason for the assault,#8221; he said.
