Imphal: Prime Minister Manmohan Singh has assured a delegation from Manipur that the territorial boundary of the state would not be altered without the people's "consent", thereby dashing hopes of tribal Nagas for unification of all Naga-dominated areas in the northeast.

The prime minister gave the assurance when the delegation called on him at his office in New Delhi, said a member of the group that returned here Wednesday.

"The territorial boundary of Manipur cannot be changed without the consent of the people of the state," Singh was quoted as saying by leaders of the Manipur University Students' Union (MUSU).

The delegation that met the prime minister included MUSU leaders, leading citizens, besides T. Meinya, an MP from Manipur.

"We are ready for a dialogue with all the aggrieved parties in Manipur to resolve the ongoing tension in the state," Singh was quoted as saying.

"We are happy with the outcome of the meeting with the prime minister as he minced no words in rejecting the demand for redrawing the map of Manipur in favour of the National Socialist Council of Nagaland (NSCN-IM)," a MUSU leader said.

The prime minister's reported statement was generally hailed in the state where tension is high since the past three months with tribal Nagas residing in Manipur backing a demand by the Isak-Muivah faction of the NSCN-IM for merging all Naga-inhabited areas in the northeast.

The NSCN-IM, the oldest and the most powerful of around 30 rebel groups in India's northeast, wants the creation of a 'Greater Nagaland' by slicing off parts of neighbouring states of Assam, Manipur, and Arunachal Pradesh that has sizeable Naga tribal population.

The state governments of Assam, Manipur, and Arunachal Pradesh have already rejected the NSCN demand for unification of Naga-dominated areas.

On Wednesday, the campaign for unification received a major boost when some 50,000 Nagas pledged to unite and stay under one administrative set-up at a rally organised in the Nagaland state capital Kohima.

Several Naga legislators and an MP from Manipur participated in the rally and endorsed the unification move.

The campaign for unification had led to tension in the state with tribal Nagas enforcing a 50-day highway blockade that triggered acute food shortage in Manipur. The blockade was lifted last month.

This note ( Language Sept 2005 ) is on using Roman
script ( lipi ) if fonts, codes are unavailable for emails,
excel, printing in current scripts of Indian languages.
Linear Roman lipi suits inter-language dictionaries &

phonebooks. Also use current popular scripts having

short words ( 3 letters- kal - has 2 letters in Hindi lipi)

Roman lipi links languages easily to many present and
future I-T inventions. It is an option like shorthand lipi
& Braille. Use symbols on English machines. Use a-z.
Use apo (apostrophe ' ) to vary sounds t t' , d d' etc
Do not show variation with capitals t T, d D etc. Use
three dots (...) to end sentences in a para, and 1 dot
to end a para or a single sentence. Use capitals (A-Z)
to start names & words (mainly English) which do not
meet standard (languagewise) symbol-sound relations

Follow the sounds ( not the symbol-to-symbol basis).
Silent (p) in (pneumonia) is omited in Indian language
scripts. Similarly, adopt (sarkaar) and not (sarakaara).
If ok, equate short, long duration vowels (lipi = lipee)
