A copy of the direction has also been sent to the Superintendent of Police here. The direction came in the wake of a petition filed by the Confederation of Human Rights Organisations (Keralam) before the Commission in March. The petition, based on a statement given by Mary Shiny, 15, before the Judicial First Class Magistrate, Kollam, in June 2004, describes at length how she was subjected to rape at the military camp, allegedly by various army personnel. A copy of her Malayalam statement given to the Judicial Magistrate was sent to the Commission for perusal. Shiny was strangulated by her brother early this year. A report on the police probe into the alleged rape in the army camp had been published in The Hindu on September 8 last year under the caption, `Police probing alleged rape in Army camp.' According to the petition, though a case was registered at the Kottiyam police station on April 30, 2004, the Kollam police took the girl to the military camp for preliminary investigation only in September 2004. Owing to this undue delay, the girl could not identify the `quarters' where she was raped. The Kollam police also did not conduct an identification parade for the victim to detect the suspects, the petition alleged. The persons arrested by the police do not include the `army personnel' who outraged her modesty. The police had arrested 24 persons in the case including Shobana, reported to be a kingpin in the sex-racket, who took Shiny to the military camp. The idea and the proposal is quite old one. Lot of studies have also been conducted on the issue without any tangible outcome. This is mainly due to the Indian mental blocks that teaches you to oppose or resist every progressive move initiated either by the Govt. or some other social conscious personalities. 1. There's nothing wrong in piloting the inter linking river project at least in case of some smaller or medium rivers that flow in closer regions during rainy season; get the results and impact before implementing project for linking major rivers. ILR is nothing but streamlining the river flow from river A to river B or C when one of them happens to overflow. The idea is very much close to streamlining of water reserved in damns or catchment areas by laying channels in adjoining parts for substantial water supply and also to control overflow. 2. An attempt may be made to link those rivers that won't flow down towards sea or bay but end up in between during summer . There are some rivers in India that have been naturally linked in the plainer zones . 3. Even such rivers can be channelised to less fortunate river basins to equalise water supply and flow. This may also help in the long run to strengthen under groundwater reservoirs . 4. The time is the Govt. and the experts join hands and minds and give a try to the interlinking of river project in some areas identified for the purpose and watch for the results during next 5 years. If it succeeds , we may think of trying them in case of other rivers. 5. There's been lot of debate and water politics going on between some states (Kaveri river ;Karnatak and TN /Krishna ;Knt and Maha.)who have utterrly failed in reaching to the conclusion that would content both the parties over the waters that flow freely in the fighting states. If we can't create water or river , the rational solution would be to see to interlink the existing rivers ;it need not be polluted by cheap politics. 6. The global situation is ripe with scarcity of potable water and it's warned by some that the next world war will be fought not for land or food or any religion but WATER !Water is next item on the imperialist agenda after OIL: for which Iraq, Afghanisthan and other oil producing countries are being devastated ! Better link our water flows today than live to see the blood of the innocent that might flow instead ,through the dried up basins . for kind perusal of all those concerned with interlinking of rivers and the communties all over. ----- Original Message ----- From: "Regi P George" <george_regi@... Rajamani The long-term ecological consequences of interlinking rivers should be evaluated before any such project is taken up in India. ONE OF the major outcomes of `development' is water-scarcity. This in spite of the fact that the Indian subcontinent receives much higher annual rainfall compared with other major continental areas. No doubt, this rainfall is very unevenly distributed geographically and in terms of time, just as any other gift of nature.[....]. A very thorough scientific study on all aspects discussed above including consequences of flood mitigation, lack of sediment, water and nutrient supply in the downstream and coastal region, and more importantly in the BoB, is essential for evaluating the long-term consequences of interlinking of rivers in India. At present most of these aspects are huge unknowns. Elementary wisdom tells us that when in doubt leave things as they are. Alternatively, we can take advantage of the knowledge available in this ever-flattening world.
