VIENNA, Sept. 22 -- The European Union and United
States backpedaled Thursday in their drive to have
Iran referred to the U.N. Security Council for nuclear
treaty violations, following strong opposition from
other countries on the board of the International
Atomic Energy Agency, the U.N.'s nuclear monitoring
group.

Russia, China and members of the 115-nation
Non-Aligned Movement said during a closed board
meeting that they opposed a draft E.U. resolution
backed by the United States to escalate pressure on
Iran through a Security Council referral.

That prompted the E.U. to float a second, somewhat
softer resolution, but it, too, quickly came under
fire. E.U. diplomats were scrambling Thursday night to
gauge which of the two resolutions had greater support
and whether to force a potentially divisive vote
before the board meeting's scheduled end on Friday.

The E.U. and United States contend Iran engaged in a
covert, 18-year program to develop nuclear
technologies, including nuclear weapons, and should be
reported to the Security Council. That body could
impose sanctions or otherwise try to force Iran to
fully disclose and curtail its illicit activities.

Iran responds that it is working only toward
developing peaceful nuclear energy, and notes that
independent inspections have found no evidence of
nuclear weapons development. Iranian officials say the
E.U. and U.S. allegations are politically motivated.

At a meeting this week of the IAEA's 35-member board,
the opposing sides launched intense lobbying
campaigns. The E.U. and United States argue that doing
nothing against Iran will undermine efforts to stem
nuclear proliferation. Backing down now could hurt
their credibility, diplomats and analysts here said.

At Thursday's meeting, the representative from Russia,
which is helping Iran build a $1 billion nuclear
reactor, was "adamant" against referring Iran to the
Security Council, according to a diplomat who attended
the closed-door meeting and spoke on condition of
anonymity. A Russian reportedly called such a move
"counterproductive."

Russia also opposed -- and thus seemed to doom -- the
E.U.'s second draft resolution. The Reuters news
agency said that resolution proposed finding Iran in
"non-compliance" with its nuclear obligations but
delaying any referral to the Security Council.

China's representative on the board advocated settling
the issue by "diplomatic means" and "continued
dialogue." Both China and Russia hold Security Council
vetoes.

A statement by the Malaysian ambassador, Rajmah
Hussain, on behalf of the Non-Aligned Movement, a Cold
War-era grouping whose members avoided taking sides
with the superpowers, completely dismissed the E.U.'s
arguments against Iran, which is also a member of the
movement.

Diplomats here said many countries in the movement
were sympathetic to Iran's claim that it was being
subjected to "nuclear apartheid" by big powers that
want to keep developing countries from acquiring
nuclear technology.

Individually, however, some members of the movement
delivered more measured statements, diplomats said.
Many called on Iran to suspend its recent resumption
of uranium conversion. India and South Africa said in
their statements that the board should seek a
consensus, a signal that the E.U. should not force an
up or down vote on the matter, but work out a compromise.

With the support of everyone in the antiwar movement
around the country, the September 24th demonstration
was a magnificent success. We had hoped for 100,000
people, and more than 300,000 joined the protest. We
received media coverage all around the world. The
article below, from the Washington Post, took up the
front page of the newspaper above the fold. The ANSWER
Coalition initiated this demonstration on May 12, 2005
under the slogans "Stop the War Against Iraq" and "End
Colonial Occupation from Iraq, to Palestine, to Haiti
and Everywhere." We also later connected the war in
Iraq with Bush's criminal neglect in the aftermath of
Hurricane Katrina. On May 12, we also proposed to the
United for Peace and Justice that our two coalitions
enter into a united front for the purpose of
maximizing the broadest possible turnout in the
streets. We believe that the final agreement to
organize a joint rally and joint march was in the best
interests of launching a wider struggle against the
war-makers.

I agree with Sister Saadia. In the United States, 1.3 women are raped every minute. That results in 78 rapes each hour, 1872 rapes each day, 56160 rapes ech month and 683,280 rapes each year.

1 out of every 3 American women will be sexually assulted in her lifetime.

Certain political opportunists and the elements
un-friednly to Pakistan and Islam are not only
distorting but also demanding President Musharraf to
tender apology for his statement to Washington Post in
which he had criticized the role of certain NGOs for
damaging image of Pakistan abroad and expoliting a few
rape victims. The fact is Musharraf did not accuse all
NGOs or rape victims and he was very mild. Much harder
criticism of a few selfish and greedy NGOs and foreign
journalists has appeared on Internet. Asylum seekers
who go to the West on false pretensions and fabricated
stories demonizing Pakistan society need to be checked.

According to information available on the Internet,
Pakistan has much lower incidence of rape both in
terms of ratio to population as well as the number of
such crimes and our laws are harsher than most countries.

During past five years on the average only
1100 cases per year were reported in Pakistan as
compared to over 30, 000 per year in India. In the
United States, 1.3 women are raped every minute. That
results in 78 rapes each hour, 1872 rapes each day,
56160 rapes ech month and 683,280 rapes each year.

According one Indian web site, "-- one woman is
molested every 26 minutes. These statistics refer to
the reported cases. Whereas, if the unreported cases
were to be included, it would be a matter of seconds-
rather than minutes. Most cases are not reported by
victims because of various reasons such as family
pressures, the manner of the police, the unreasonably
long and unjust process and application of law; and
the resulting consequences thereof"

However, the manner in which the anti- Pakistan and
anti Islam media has been projecting the cases of
Mukhtaran and one or two other victims, clearly
indicated that it was part of the scheme to malign
Pakistan as the most corrupt nation and a birthplace
of terrorists, extremists and bigots. We were sorry to
see that at least one or two NGOs were cooperating
with these elements. And some patriotic Pakistanis
condemned such NGOs in Internet forums.

We support the suggestion to amend Hudood Ordinance
and reforms in law enforcement and judiciary to ensure
justice without any discrimination or delay for which
great emphasis laid on Holy Quran. We also feel that
the rape victims be encouraged to report such crimes
and the some sort of legal aid program be developed
for such families.
